Background

The United Nations Training and Documentation Centre for South West Asia and the Arab Region (the Centre), was established by the General Assembly resolution 60/153 of 16 December 2005. It is mandated, under the supervision of Office of the United Nations High Commissioner for Human Rights (OHCHR), to “undertake training and documentation activities according to international human rights standards”.

To this end, the Centre implements a series of activities, including designing and carrying out capacity building courses for Member States. Thus, the Centre will produce and translate into Arabic human rights materials for use by civil society organizations, educational institutions, governmental organizations, national human rights institutions and human rights defenders.

Duties and Responsibilities

Summary of Key Functions:

The translator will work under the direct supervision of the Head of the Centre, and in close collaboration with the officer in charge of the project, he/she will be responsible to:

  • Translatehumanrightsmaterials (Maximum409,000wordsperYear)
  • Applyprofessionaljudgmentacrossabroadrangeoftranslationfunctions.

-To facilitate a smooth monitoring of the translation, regular meetings/conference calls should be organized to discuss the progress of the work.

The project requires a high quality of translation and the translator is required to:

  • Translatealltext,includingtextcontainedinfigures,boxes,captions,sourcesandcovers,
  • Study the text and translate it into Arabic using the most appropriate vocabulary and commonlyaccepted equivalents of professional, scientific or technical terms and ensure that the originalmeaning is retained by acquiring information about the professional, scientific and technical subjectmattercovered,
  • Perform terminology research (OHCHR and UNTEARM websites) to ensure the accuracy andappropriatenessof translation,
  • Consult specialists and reference works, technical dictionaries and other appropriate sources asnecessary,
  • Ensure that terminology and nuances are correctly rendered and that the translation is structurally,grammaticallyandidiomatically correct,
  • Verify the accuracy of citations; spot manifest or possible errors in the original text and inform theofficerinchargeofthe project,
  • Compare the translation of a text with the original to verify the accuracy and completeness of thetranslatedversionandthesuitabilityofthevocabularyandterminology used,
  • Ensure quality and accuracy of the entire translation before submitting it back to the officer incharge oftheproject,
  • Proofreadthetranslatedmaterialsbeforefinalsubmissiontodetectanyerrorinspellingpunctuation,orgrammar,
  • Incorporateanysuggestedchangestothetranslation.

Required Skills and Experience

Academic Qualifications:

A bachelor’s degree in translation, or relevant field, from a university or institution of equivalent status.

Years of experience:

  • A Minimum of five years of experience in translation (English/Arabic) in the relevant areas isrequired.
  • extensive experience in translating human rights or international law documentation andworkingexperienceastranslatorwithUnitedNationsand/orotherinternationalorganizationsaredesirable.

Language experience:

Professional in English and Arabic Language

INSTITUTIONAL ARRANGEMENT

  • TheindividualisrequiredtoexhibithisorhercommitmenttothisassignmentwithOHCHR;
  • S/He shall perform tasks under direct supervision of the Head of the Centre. The supervision willinclude approvals/acceptanceoftheoutputsas identifiedinprevious sections;
  • The individual is expected to liaise and collaborate in the course of performing the work with otherconsultants,suppliers andUNcolleagues;
  • The individual is required to maintain close communication with the OHCHR on regular and neededbasis at any period throughout the assignment in order to monitor progress. In the event of anydelay, s/he will inform OHCHR promptly so that decisions and remedial action may be takenaccordingly. Delays that would affect the flow of the collaborative work and the delivery of outputsonschedulewill lead toterminationofcontract; and

    DURATION OF THE WORK

The LTA duration is one year from contract signature date, to be extended for another two years (1+1) based on the needs of the assignment, satisfactory performance and availability of funds.

DUTY STATION

The translation assignment will be home-based.

DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS.

Interested individual consultants must submit documents under point 1,2,3, & 4 to demonstrate their qualifications. Applications of candidates that fail to submit these documents will not be considered.

  2. Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

  4. SampleofworkAt least three samples of previously translated human rights publications
  5. FinancialProposal: Please do not submit financial proposal in this stage. Financial proposal shall be requested from Candidates who are considered technically responsive

When the financial proposal is requested it should indicate the all-inclusive Deliverables/Outputs based total contract price, supported by a breakdown of costs, as per template provided. The terms “all-inclusive” implies that all costs (professional fees, travel costs, living allowances, communications, consumables, etc.) that could possibly be incurred are already factored into the final amounts submitted in the proposal. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

SCOPE OF THE FINANCIAL PROPOSAL AND SCEHDULE OF PAYMENTS

All proposals must be expressed in a translation fee per 1000 words. Unit rate must be “all-inclusive”. Please note that the terms “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.).

The contractor will be paid fee per 1000 words based on Deliverables/Outputs requested over the LTA period, subject to the submission of Certification of Payment (CoP) duly certified and confirmation of satisfactory performance of achieved work (deliverables/outputs) for each call. The maximum number of words for this LTA should not exceed 409,000 words/year.

CRITERIA FOR SELECTION OF THE BEST OFFERS

Individual translator will be evaluated based on the following methodologies: Step I: Screening and shortlisting

Applications will be first screened and only candidates meeting the following minimum criteria will progress to the pool for shortlisting:

  1. The candidate must hold a bachelor’s degree in translation, or relevant field, from a universityorinstitutionofequivalent status.
  2. AMinimumoffiveyearsofexperienceintranslation(English/Arabic)intherelevantareasisrequired.
  3. Language servicesinoneof thetwoofficiallanguages(English, Arabic).

Criterion E: Languages: Proficiency in Arabic & English languages is mandatory.

Financial Criteria - 30% of total evaluation

For those offers considered in the financial evaluation, the lowest price offer will receive 30 points. The other offers will receive points in relation to the lowest offer, based on the following formula: (PI / Pn)* 30 where Pn is the financial offer being evaluated and Pl is the lowest financial offer received.

Step II: Final evaluation

The final evaluation will combine the scores of the desk review and the financial proposal with the following weights assigned to each:

Individual consultants will be evaluated based on the cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable;and
