Duties and Responsibilities Background

The United Nations Office of Counter-Terrorism (UNOCT) was established in 2017 to: provide leadership on the General Assembly counter-terrorism mandates entrusted to the Secretary-General from across the United Nations system; enhance coordination and coherence across the United Nations Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the GCTS; strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and ensure that due priority is given to counter-terrorism across the United Nations system and that the important work on preventing violent extremism is firmly rooted in the Global Counter Terrorism Strategy (GCTS).

The integration of gender perspectives into the UN’s counter-terrorism and P/CVE work is guided by relevant Security Council Resolutions, including resolution 2178 (2014), 2331 (2016), 2354 (2017), 2395 (2017) and 2396 (2017), the fifth and sixth review of the Global Counter Terrorism Strategy1, as well as relevant other General Assembly resolutions. Additionally, the Women, Peace and Security (WPS) Agenda, composed of Security Council resolution 1325 (2000) and subsequent nine resolutions2, provide the framework for considering women’s human rights and needs within conflict and conflict- affected settings including those which relate to CT and C/PVE. Resolution 2242 (2015) specifically recognizes the differential impact on the rights of women and girls of terrorism and violent extremism, and expresses deep concern that sexual and gender-based violence is known to be a part of the strategic objectives and ideology of terrorist groups.

This TOR is targeted at the recruitment of two consultants to support UNOCT’s Gender and Identity Factors Platform (GIFP) in maping relevant civil society organizations (CSOs), women’s organizations, researchers, academic and security institutes, practitioners, and existing knowledge products on gender, intersectionality and counter-terrorism and preventing and countering violent extremism (CT/PCVE). The mapped resources and knowledge products will be organized in an annotated bibliography for use within the G&IFP respository of knowledge products on gender and intersectionality within CT/PCVE. The mapping will also identify relevant individuals, organizations and institutions engaging with gender, intersectionality and CT/PCVE at global, regional, national and community levels with the purpose of identifying types of engagement, prominent actors, geographic priorities, and relevant thematic areas. It is expected that the mapping will support the definition of priority themes and scope for the G&IFP, as well as highlight potential partners and stakeholders among the individuals, organizations and institutions mapped.

Functional Responsibilities

Under the overall supervision of the UNOCT Gender Advisor the consultants will develop a mapping of relevant civil society organizations, women’s organizations, researchers, academic and security institutes, practitioners, and existing knowledge products on gender, intersectionality and counter-terrorism and preventing and countering violent extremism (CT/PCVE). The consultants will develop analytical outputs related to the mapping, such as an annotated bibliography including the relevant knowledge products found, as well as develop a directory of relevant actors organized by thematic and geographic scope.

Specific tasks for the incumbents include:

Development of a mapping of relevant actors and knowledge products

- Inception report identifying a detailed workplan, including mapping activities, submission of final products;

- Identification of publicly accessible knowledge materials related to counter-terrorism and the prevention of violent extremism and gender, identity factors and intersectionality;

- Consolidation and analysis of relevant knowledge materials in annotated bibliography;

- Mapping of civil society organizations, women’s organizations, researchers, academic and security institutions and practitioners engaged in themes related to CT/PCVE, gender, identity factors, and internsectionality;

- Development and organization of database of relevant actors found in the mapping;

- Consultation with relevant actors in the field, including experts from UN entities and Member States to prioritize geographic and thematic focus for the G&IFP;

Qualifications/special skills Academic Qualifications: Advanced University Degree (Doctorate or equivalent) in gender studies, international humanitarian law, human rights law, counter-terrorism, social and political sciences or in a related area. Proven ability to conduct advanced qualitative research in social sciences.

Experience: 10 years of previous engagement with academic and research institutions; 5 years of previous engagement with civil society organizations, peace builders, international organizations, women’s organizations, and women peace builders. Networks in Europe, MENA, Asia and Latin America desired.

Language: The ability to write clearly in English is essential. Working level knowledge of other UN working languages is an asset.

Previous engagement with civil society organizations, peacebuilders, academic and research institutions, international organizations, women’s organizations, and women peacebuilders desired.
