Result of Service o Timely preparation TP/BN on YPS o Timely drafting inputs on YPS for other SG reports and documents. o Successfully providing coordination support and substantive inputs on YPS-related initiatives: briefings of UN officials, PBC meetings, brownbag lunches, review of project documents, preparation of guidance and trainings etc. o Developing and dissemination of guidance and training on YPS o Providing support of organization of YPS-related high-level events. o Providing timely input and technical expertise on youth and peacebuilding for project design and review

Duties and Responsibilities Within delegated authority, the Contractor will be responsible for the following duties - Support implementation of the Youth, Peace and Security (YPS) agenda in the Peace and Security pillar: o Support DPPA/PBSO in its role as lead on YPS for PBSO and the Peace and Security Pillar; o Support the implementation of the YPS agenda by providing support to colleagues at the country level; o Prepare talking points and background notes on YPS for senior UN leadership; o Draft inputs on YPS for other SG reports and documents; o Provide coordination support and substantive inputs on YPS-related initiatives: briefings of UN officials, PBC meetings, brownbag lunches, review of project documents, preparation of guidance and trainings etc.; and o Support fundraising for the UNFPA-PBSO Secretariat on YPS.

  • Support implementation of the Youth, Peace and Security (YPS) agenda in the wider UN system and beyond: o Support the Joint UNFPA-PBSO Secretariat on YPS, which coordinates the UN System on the YPS agenda and coordinate closely with the Office of the Secretary-General’s Envoy on Youth; o Support the implementation of the Secretary-General’s Our Common Agenda, including on the youth participation index and the creation of a Youth Office; o Develop and disseminate guidance and training on YPS; o Strengthen partnerships between UN, CSOs and Foundations on YPS, peacebuilding and sustaining peace; o Support the co-chairing of Joint UNFPA-PBSO Secretariat of the Global Coalition on YPS; o Participate in the UN Joint Working Group on the UN Youth Strategy and support its implementation; and o Support organization of YPS-related high-level events.

  • Support to DPPA/PBSO Financing for Peacebuilding Branch: o Provide input and technical expertise on youth and peacebuilding for project design and review of proposals submitted to the Peacebuilding Fund for support; o Support organization of the Gender and Youth Promotion Initiative (GYPI), including call for proposal, reviewing guidelines, review concept notes and projects proposals, provide feedback on project documents, participate in Project Appraisal Committees (PAC); and o Support delivery of training and webinars on youth and peacebuilding.

    Qualifications/special skills Competency: Professionalism: Sound programme/project and fund management skills and capabilities; ability to identify peacebuilding challenges, i.e., political, ethnic, racial, social, economic, etc., causing unrest or instability in a country or geographic area; good analytical, research and negotiating skills.

Communication: Good oral skills and proven drafting ability; ability to develop contacts and foster collaboration with other organizations in order to acquire timely information on current initiatives and activities pertinent to assigned area.

Planning and organizational skills: ability to manage and plan own work and meet deadlines.

Technology awareness – Good computer skills, including proficiency in word processing, spreadsheets and presentation software, e.g., powerpoint

Teamwork - Good interpersonal skills; ability to establish and maintain effective working relations with people of different national and cultural backgrounds with sensitivity and respect for diversity; ability to build trust and ability to work in a multi-ethnic environment with sensitivity and respect for diversity.

Other Skills: Knowledge of policies and practices of UN organizations, development cooperation and aid management.

Academic Qualifications: Advanced University Degree (Master’s Degree or equivalent), preferably in peace and conflict studies, political science, international relations, social sciences, youth studies or related fields. A first level university degree with a relevant combination of academic qualifications and experience in political science, international relations or related area may be accepted in lieu of the advanced university degree.

Experience: A minimum of 5 years of relevant working experience, at national or international level, ideally in peacebuilding and/or in youth-related initiatives/programmes in peace and security. Internships can be counted at 50% if they were full time and are regarded as relevant professional experience (remuneration is not the determining factor).

Language: Fluency in English; fluency in additional UN languages is an asset.

Additional Information The Peacebuilding Support Office (PBSO) was established in 2006 to assist and support the Peacebuilding Commission, administer the Peacebuilding Fund and serve the Secretary-General in coordinating the UN in its peacebuilding efforts. The PBSO has three branches: the Peacebuilding Commission Branch, the Financing for Peacebuilding Branch and the Peacebuilding Strategy and Partnerships Branch. The main functions of PBSO are to:

  • support the Peacebuilding Commission by providing strategic advice and policy guidance;
  • administer the Peacebuilding Fund and help raise funds for it;
  • foster a coherent, coordinated approach to peacebuilding throughout the UN family; and
  • disseminate lessons learned and good practices on peacebuilding in the UN and beyond.

Together with UNFPA, PBSO leads the UN peace and security pillar for the implementation resolutions 2250 (2015), 2419 (2018) and 2535 (2020) on youth, peace and security.
