The recent escalation in the armed conflict in Ukraine poses an immediate threat to the lives and wellbeing of millions of children in the entire region. The intensification of the armed conflict is posing severe human costs, causing a growing number of civilian and children casualties, interrupting livelihoods and damaging critical civilian infrastructure, including hundreds of homes, water and sanitation infrastructure, schools and health facilities. Hundreds of thousands of children and their families have been internally displaced and, to-date, over one million forced to flee the country in search of safety – the majority are women and children.

As of 22 September, Czech Republic has granted Temporary Protection to over 420,000 Ukrainian refugees with a total of 34 per cent child population. The Czech Republic is both a transit and a destination country with the highest number of Ukrainian refugees per capita in the region. In March 2022, the Government approved a package of Laws Lex-Ukraine that focuses on the rapid registration and integration of refugees. Apart from temporary protection, the Laws introduced key measures related to access to health insurance, the labour market and education, humanitarian allowance for refugees, and solidarity allowance for hosts. In June 2022, the Government amended the Lex Ukraine Law which includes changes in procedures for granting temporary protection. The Government developed a comprehensive integration agenda through a three phased strategy: flight for safety, adaptation and coexistence, long-term solutions which is articulated around 13 priority areas and implemented through 13 working-groups, including coordination, communication, financing, digital management, and all the relevant aspects of refugee integration such as housing, education, health, social affairs, security, etc.

In response, UNICEF has already mobilized organization-wide support both inside Ukraine and through coordinating with refugee hosting countries including Czech Republic to prepare and respond to the humanitarian needs emerging from population movements.

How can you make a difference?

The presence of an Information Management (IM) Consultant is needed to support the programmatic implementation of the refugee response in Czech Republic. Under the supervision of Programme Coordinator, the candidate will be responsible for supporting the following areas:

Data/Information Management and Analysis:

  • Support the team to develop simple, user-friendly monitoring reporting formats in ActivityInfo, in consultation with management operations teams, programme sections, implementing partners and other stakeholders.
  • Ensuring data from partners and stakeholders is periodically and consistently collected and stored in the established reporting platform.
  • Facilitating data entry and data visualization using Power BI or other visualisation platforms at the office level, and thematically as needed.
  • Consolidating operational information on a regular schedule to support analysis.
  • Preparing and disseminating periodic Information Management reports/infographics/dashboards, to programmes and implementing partners.
  • Support development and strengthening of existing data management system for monitoring and reporting of service provision for refugees.
  • Development of a dashboard based on existing data on refugee flows and workplan implementation for progress monitoring.

    Planning, Monitoring and Reporting:

  • Support planning processes as part of the development of the country response plan for 2023.

  • Support timely IM inputs for situation reports, donor reports and other initiatives as necessary.
  • Support the generation of the monthly Humanitarian Performance Management (HPM) indicator report.
  • Providing timely inputs for monthly Situation Reporting (SitReps), Field Coordination reports (cluster) and other sectoral reports as necessary.

Knowledge Management & Information Sharing:

  • Support the deployment and/or management of new information management tools as needed (including partner reporting platform in Activity Info).
  • Assist in the development of learning/knowledge products and documenting good practices.
  • Streamlining methods for sharing information, using intranet sites, e-mail groups, written reports, verbal feedback at meetings.

Capacity Building:

  • Develop a training package for IM system including guidelines, presentations, demo and toolkit for partnerships with government and CSOs.
  • Provide on-the-job training and supportive supervision to partner (Government, CSOs) staff on data collection, compilation, provision to ensure timely delivery of the monthly report by the end of each month.
  • Building capacity of service providers for proper handling of data in the field and establishing monthly reporting mechanism.

Specific Deliverables:

1. Develop simple, user-friendly monitoring reporting formats in ActivityInfo

- Reporting formats and reports in Activity Info developed/ Timeline: November 2022

2. Facilitating data entry and data visualization at the office level

- Reports/infographics/dashboards based on planning and reporting figures developed/ Timeline: November 2022-October 2023

3. Support planning processes as part of the development of the country response plan for 2023

- Indicators, targets and other knowledge products related to response plan 2023 developed / Timeline: November 2022-January 2023

4. Support timely IM inputs for situation reports, fundraising initiatives and donor reports as necessary

- Inputs to situation reports, donor reports and other initiatives developed/Timeline: November 2022-October 2023

5. Support the development and roll-out of new information management tools

- Training package on information management tools developed and partners trained in data collection, compilation and systems/ Timeline: November 2022-October 2023

6. Support the Humanitarian Performance Management (HPM) indicator reporting

- Collide and input bi-weekly reporting templates/Timeline: November 2022-October 2023

7. Development of a dashboard based on existing data on refugee flows and workplan implementation for progress monitoring

- Dashboard with data on refugees and workplan implementation developed/Timeline: November 2022-October 2023

8. Development of learning/knowledge products and documenting good practices

- Lessons learned and good practices documented/Timeline: November 2022-October 2023

The duration of the consultancy will be for 11.5 months full time and office based.

To qualify as an advocate for every child you will have…

  • Masters’ degree in Data Management, Geography, Sociology or other relevant Social Science field relevant to information management
  • 5 years of relevant professional experience is required
  • Strong proficiency in excel, data visualization and Activity Info is required
  • Power BI knowledge is an asset
  • Fluency in English is required
  • Emergency experience is strongly desirable

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
