You have:

Duties and Responsibilities 1. Background The Gender, Poverty and Social Policy Division (GPSPD) of the United Nations Economic Commission for Africa (ECA) delivers sub-programmes 6 and 9 in the context of the overall objective to achieve inclusive, equitable sustainable human and social development for transformation in Africa. The overarching focus of the Division is poverty and inequality.

The Division is organized in three sections: Gender Equality and Women’s Empowerment Section (GEWES); Social Policy Section (SPS); and Urbanization Section(US). It undertakes analytical and empirical research to strengthen the capacities of member States to design and implement effective policies that promote inclusive and equitable development in the areas of employment and social protection, population, youth, women’s empowerment, and urbanization. The findings of its research work are used to support policy change, through the provision of advisory services and capacity development services at the request of African countries.

The Gender Equality and Women’s empowerment Section (GEWES) is in charge of delivering sub-programme 6 of the United Nations Economic Commission for Africa (ECA). The mandate of the sub-program is to support African countries to accelerate achievement of gender equality and women’s empowerment, in line with their global and regional commitments. The Section delivers its work within the framewrok of the Continent-Wide Initiative on Gender Equality and Women’s Empowerment (CWIGEWE) which defines its strategic focus. CWIGEWE was endorsed by the Joint ECA Conference of African Ministers of Finance, Planning and Economic Development and the African (AU) Conference of Ministers of Economic and Finance in Abuja in 2014. The aim of the CWIGEWE is to ensure that the work of ECA has an effect on the life of every woman in Africa irrespective of her geographical location (urban/rural), and status, while building on the positive interconnections between women’s socioeconomic and political development and Africa’s structural transformation. CWIGEWE objectives are to: - Ensure that the economic contributions of women are given due value; - Foster women’s economic empowerment through promoting women’s entrepreneurship within Africa’s commodity-based industrialization (agriculture, extractive industries etc.); - Promote women’s socioeconomic and political rights and - Ensure appropriate delivery of quality services to women, including social protection and social security, to women.

GEWES work is articulated around three interlinked pillars; namely; economic empowerment, women’s human rights and the social sector. The work is delivered through research, data collection, and analyses and policy recommendations to member States. The findings of the research work are used to support policy reform through the provision of advisory services and capacity building at member States’ request. The Section has developed policy tools to strengthen the capacity of member States to monitor and evaluate progress in implementing global and regional gender equality and women’s empowerment commitments. One of the tools developed by the section is the African Gender and Development Index (AGDI). Following the UN reforms, ECA underwent a restructuring process that resulted in its mandate classified in 3 core function i.e. (i) Think-tank; (ii) Operational; and (iii) Convening. In addition, the Commission has defined five its strategic directions, namely: - Build ECA analytical capabilities: Build on the unique position and privilege of ECA to bring global solutions to the continent’s problems and take local solutions to the continent; - Formulate macroeconomic and structural policy: Formulate policy options to accelerate economic diversification and job creation for the transformation of Africa; - Design innovative financing models: Design and implement financing and leverage models for the development of human, physical and social infrastructure assets; - Support regional and sub-regional transboundary initiatives: Support ideas and actions to foster deeper regional integration, and the development of regional public goods with a focus on peace, security and social inclusion. - Global Advocacy and regional responses: Advocate for the common position for Africa at the global level and develop regional responses as a contribution to global governance issues. Building on its past achievements and impact, GEWES has refined its delivery approach putting the focus on measurable results, policy influence and impact, in order to better align its work to the ECA’s new vision and strategic direction. This consultancy will be delivered within the ECA vision of turning the ideas into action for effective policy influence and results. 2. Duties and Responsibilities The position is located in the Gender Equality and Women’s Empowerment Section of the UN Economic Commission for Africa (ECA), in Addis Ababa. Under the overall supervision of the Director a.i of the Gender, Poverty and Social Policy Division, and the direct supervision of the Officer-in-Charge, the Individual Contractor will be responsible for the following works in the Gender Equality and Women’s Empowerment Section.

  • Provide office management and administrative support to the implementation of the 2023 work programme, as well as adhoc work activities.
  • Assist in the preparation, logistical planning and servicing of meetings, workshops and other events, including making travel requests on the system, follow up issuance of tickets, hotel reservations, and meeting venue bookings, arranging visa on arrival facilitation of DSA payments , sending out invitation letters, follow up on confirmations and preparation of meeting reports.
  • Coordinate the preparation of pre-session and in-session documents for meetings, workshops and other events, including note to participants.
  • Coordinate the communication products for meetings, workshops and other events, including press releases and outreach to ECA staff.
  • Coordinate the evaluation of meetings, workshops and other events, including the preparation of evaluation questionnaires and analysis of the results.
  • Undertake research, and compiles and summarizes background materials for use in preparation of reports, briefs, and speeches.
  • Assists in the preparation of presentation materials using appropriate technology/software.
  • Maintains files (both paper and electronic) and internal databases including the contact details of focal points of African ministries responsible for gender and women’s affairs, CSOs and other stakeholders.
  • Assist in the preparation of cost estimates for projects, meetings and missions by collecting necessary data and preparing respective forms.
  • Support in the arrangement of missions (travel requests and follow up, ticket booking, security clearance, such as advance/settlement and other general payments etc.).
  • Perform any other duties and undertake any other tasks, as assigned.

    Qualifications/special skills High school diploma or equivalent is required. University level Diploma or Degree in Marketing Management, Business Administration, Accounting, Management or related field is advantageous. A minimum of five (5) years’ experience in event organizing and logistics is required. Experience in Programme Management, Administration, Finance, emphasis on activities interaction with counterparts, exposure in the functioning of ECA, or any other UN agencies, and ability to interface within the Commission, as well as among ECA and its stakeholders especially in the context of facilitating the preparation of Conferences and/or meetings, is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For this individual contractor assignment fluency in English is required. Knowledge of the other is an advantage.
