UNICEF Albania, in a consorted action with the Ministry of State for Youth and Children is seeking to hire a National Coordinator (Individual Contractor) that will be responsible for supporting the Ministry of State for Youth and Children to:

  • Lead the coordination process under the close supervision of the Ministry of State for Youth and Children in central level to strategically roll out the program, ensure continuous cross sectorial coordination and set up the channels of communication between several stakeholders for the successful implementation of the program,
  • Monitor and oversee the overall implementation and operational plan designed by UNICEF and the Ministry of State for Youth and Children (follow up accordingly deliverables and timelines of the program),
  • Coordinate technical and recreational events and organize central, regional, and school level-based activities/ reflection meetings/ exchange events as per needs of the Ministry of State for Youth and Children,
  • Identify best practices from pilot implementation in 220 schools and documents in a specific database all best practices, challenges and lessons learned from pilot implementation,
  • Maintain and nurture partnership relationships with Local Focal Point in schools and at regional level implementing the program, organize learning exchange opportunities among schools and key stakeholders in local, regional and central level.
  • Adapt at anytime to the emerging needs of the program implementation, new action plan to be designed jointly with key stakeholders and implement activities accordingly.

How can you make a difference?

Deliverable 1. Create a clear road map implementation process with clear milestones and timelines focusing on strategic coordination in central level, monitoring, and implementation in regional and local level structures. Timeline: September-December 2022

Tasks:

  • Closely assist the Ministry of State for Youth and Children in the strategic coordination process (meetings, workshops, events etc) to be organized in central level to ensure smooth coordination and implementation of the program,
  • Coordinate with national and local stakeholders to design and finalize the launch of the project with key milestones and deliverables,
  • Organize and coordinate orientation meetings involving key stakeholders from the youth, education, health, environment etc. stakeholders to launch and discuss cross sectorial collaboration for the successful implementation of the project,
  • In close coordination with the staff of the Ministry of State for Youth and Children and the Ministry of Education and Sports define the criteria and select the 220 pilot schools for the implementation of the project,
  • In close coordination with the staff of the Ministry of State for Youth and Children organize a social media campaign to promote the enrollment in the program of the schools and students in targeted areas.
  • Compile a database of the 220 pilot schools coordinators in local and central level and update accordingly throughout the implementation phase.

Deliverable 2. Online and/or in-person meetings with UNICEF, Ministry of State for Youth and Children and other Ministries of line and regional/ local depending structures, in order to have an in-depth understanding and coordination upon domains of activities (arts crafts, environment, agriculture, science and technology, sports and specific indicators previously defined). Timeline: Nov 2022-February 2023

Tasks:

  • Strategic support to the Ministry of State for Youth and Children to lead the overall process of finalizing the new action plan
  • definition of key activities and deliverables and adapt quickly and with efficiency to the emerging needs of the project,
  • Organize on-site and/or online meetings with UNICEF and other Ministries of line to discuss coordination upon domains of activities, and to push forward the successful implementation of the project,
  • Online and/or on-site meetings with the State Minister of Youth and Children and UNICEF to report on monthly basis on the process and the meetings organized with partners in national, regional, and local level
  • Online and/or on-site meeting in all targeted areas implementing the project with school coordinators and regional point persons in DRAPs to discuss overall project implementation, innovation and ongoing activities in school level,
  • Deliver a monthly report to UNICEF and the
  • Minister State of Youth and Children with regards to the revision process and report the challenges and successes from the implementation.

Deliverable 3. Create a knowledge management database/system with identified best practices from pilot implementation in 220 schools’ challenges and lessons learned from pilot implementation to further shape the project for successful implementation Timeline: September 2022-July 2023

Tasks:

  • Organize field visits for the Ministry of State for Youth and Children and other line ministries to promote nationally best practices from project implementation,
  • Organize Online and/or on-site meeting each quarter between selected local and regional school coordinators in the format of exchange experiences events to share knowledge and lessons learned among regions,
  • Produce documented reports with challenges, lessons learned and recommendations for improving possible challenges and mitigate risks for future implementation,
  • In close collaboration with UNICEF and the Ministry of State for Youth and Children design dedicate social media campaigns to promote best practices identified from local implementation
  • Create and update accordingly a database documenting all lessons learned and knowledge management from pilot implementation with data, numbers of beneficiaries, types of activities conducted monthly, numbers of activities etc. from project implementation
  • Deliver a monthly report to UNICEF and the Minister State of Youth and Children with key data and statistics from project implementation and a final report at the end of the consultancy

Deliverable 4: Implement with quality and with efficiency activities in the Operationalization Plan/ Action Plan supported by UNICEF and implemented by the Ministry of State for Youth and Children with other cross-sectorial stakeholders. Timeline: June/July 2022-July 2023

Tasks:

  • In close coordination and under the leadership of the Ministry of State for Youth and Children update and enrich accordingly the action plan and activities to ensure a quality implementation process of the program
  • Organize national consultation/workshops as needed to update the action plan and ensure its implementation

To qualify as an advocate for every child you will have…

Master degree in Education, Human Rights, Children Rights.

  • Master degree in Education, Administration, Human Rights, Children Rights
  • Excellent language skills in both Albanian and English.
  • BA/LLB in Education/ Administration/ Human Rights, Children Rights or related fields
  • Proven program/ project management skills in the 3-5 past years
  • At least 5 years of relevant working experience in domains requiring knowledge of Education/ Youth related activities and administration and logistics support to operationalizing programs/ projects
  • The candidate should demonstrate strong knowledge of the education system, youth set up in Albania, administrative aspects of project implementation, coordination skills considering national and local stakeholders’ involvement, logistics skills to organize field visits, events, activities etc.
  • Very motivated to achieve the work objectives and to work in a dynamic working environment.
  • Flexible to take new challenges and paths that a new emerging project might take

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
