Duties and Responsibilities
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional levels. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. United Nation’s Environment Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This assignment is for the Mediterranean Action Plan (MAP) - Programme for the Assessment and Control of Marine Pollution in the Mediterranean (MED POL), Athens, Greece.
UNEP/MAP and its MED POL Programme are executing the EU-funded “Marine Litter-MED II” Project (2020 – 2024) having an important contribution to the implementation of UNEP/MAP Medium-Term Strategy 2022-2027 (MTS) (Decision IG.25/1), as well as the Programme of Work and Budget for 2022-2023 adopted at COP 22 (Decision IG.25/19).
The Marine Litter MED II project’s objective is to further strengthen and support the implementation of the Regional Plan on Marine Litter Management in the Mediterranean. The project aims to expand the implementation of the selected measures in terms of geographical scope and impact. The project further contributes to the development of IMAP Candidate Indicator 24 towards making it operational at country level. The project also contributes to achieving the reduction environmental targets as agreed by the Contracting Parties to Barcelona in 2016 during COP 18 as reaffirmed during COP 21 and referred to in its Naples Ministerial Declaration.
The Individual Contractor will work under the direct supervision of UNEP/MAP MED POL Programme Management Officer, in coordination with the UNEP/MAP QSR Officer, under the overall guidance of the UNEP/MAP Deputy Coordinator. He/she is is expected to undertake the following tasks and responsibilities: 1) Supports the execution, management, monitoring and evaluation of the Marine Litter MED II project. 2) Works with Contracting Parties, Partners and UNEP/MAP Components to facilitate the development, implementation and evaluation of assigned programmes/projects; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. 3) Carries out basic research on selected aspects of programmes, operations and other activities to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources. 4) Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging development issues and trends, participates in impact evaluation or equivalent studies. 5) Assists in performing consulting assignments, in collaboration with the client, by planning and facilitating workshops, through other interactive sessions, and assists in developing the action plan the client will use to manage the change. 6) Participates in survey/pilot initiatives; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions. 7) Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports, studies and inputs to publications. 8) Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations and handling logistics. 9) Undertakes outreach activities; participates in the development of training workshops, seminars, regional and best practices meetings, etc.; participates in and makes presentations on assigned topics/activities. 10) Participates in field missions, including provision of substantive and administrative support, training and data collection. 11) Supports activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and prepares related documents/reports (pledging, work programme, programme budget). 12) Performs other duties as required.
In particular and as part of the above general duties, the Individual Contractor is expected to undertake the below specific tasks: a) Ensures effective communication with the respective MAP Components and project’s Implementing Partners, as well as with the donor (European Commission). b) Ensures effective and timely closure of the legal agreements with 5 beneficiary countries, 2 MAP Components and 1 MAP Partners, including submission and review of all relevant deliverables/outputs and final progress and financial reports. Release of the final instalments and registration of expenses in UE2. c) Undertakes effective management and coordination of 3 regional experts, including review of all relevant deliverables/outputs, final reports, completes the relevant interim/final payment requests and closes the contracts. d) Prepares in a timely manner the required progress, final and financial reports in coordination with relevant MAP Components and Implementing Partners (annual and interim, including TLS reports). e) Collects, reviews and analyses data deriving from the implementation of marine litter pilots in the framework of the projects, in cooperation with MAP Components and Implementing Partners.
