Duties and Responsibilities The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional levels. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. United Nation’s Environment Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The individual consultancy assignment is for the Coordinating Unit for the Mediterranean Action Plan - Barcelona Convention Secretariat (MAP), Athens, Greece.

The 22nd Meeting of the Contracting Parties to the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean and its Protocols (COP 22, 7-10 December 2021, Antalya, Turkey) adopted Decision IG.25/19 on the Programme of Work and Budget for 2022-2023, which approved the staffing of the Coordinating Unit including MED POL. Accordingly, a G4 Level Team Assistant was approved as indicated in Table 4a of the Decision “Details of Salaries and Administrative Costs of the Secretariat.”

In line with Decision IG.25/19 of COP 22 adopting the Programme of Work and Budget for 2022-2023 and the staffing of the Coordinating Unit for 2022-2023, there is a need to recruit an Individual Contractor to undertake the tasks and responsibilities foreseen for a G4 Level Team Assistant pending the completion of the recruitment for the post expected by end of 2022. The Individual Contractor is expected to provide a wide range of office and administrative support for implementation of the Programme of Work for the biennium 2022-2023.

The Individual Contractor will work under the direct supervision of the MED POL Programme Management Officers, under the overall guidance of the UNEP/MAP Deputy Coordinator.

The Individual Contractor is expected to undertake the following tasks and responsibilities: a) Provides secretarial, administrative and logistics support with a focus on meetings and tasks primarily undertaken by MED POL, and as appropriate, by the governance unit. This includes: i. Effectively, and in a timely manner, making travel arrangements and services face to face and online meetings, conferences, workshops; ii. Preparing and/or processing administrative requests/documents (e.g., travel requests, expense claims, vouchers, visa applications, etc.) iii. Following-up on meetings organization, reservations, office supply and equipment orders, etc. iv. Liaising with meetings’ participants regarding electronic registrations, for creation of Business Partners, collecting bank forms, bank statements, electronic copies of passports and visa arrangements, boarding passes, preparation of “Travel Claim Forms,” handing out value cards, and submitting travel expenses. v. Attending meetings and preparing minutes and reports when required and follows-up of meeting participants leave monitoring. vi. Liaising with administration and with meetings participants on technical details of online meetings. b) Provides support to the preparation of meetings’ documents including: i. Reviewing documents prior to submission to translators, ii. Coordinating and working as the liaison between the requesting unit and the Conference Services Assistant and/or translators. iii. Assisting in the verification of receipt and accuracy of requisite documents, approvals, signatures, to ensure compliance with relevant legal, financial and other requirements. iv. Proofreading documents and edits texts for accuracy, grammar, punctuation and style, and adherence to established standards for format. v. Compiling translated documents and carrying out quality control before, during and after the meetings. vi. Assisting in the preparation of presentation materials using appropriate technology/software. c) Supports preparation and follow-up on implementation of legal instruments and consultancies including: i. Following-up on the progress of performance related to the preparation and implementation of legal instruments and consultancy contracts. ii. Assisting in the verification of receipt and accuracy of requisite documents, approvals, signatures, to ensure compliance with relevant legal, financial and other requirements.

Qualifications/special skills Academic Qualifications: - High school diploma or equivalent is required Experience: - A minimum of three years of work experience in programme or project administration, general office support or related area is required. - Experience working with Enterprise Resource Planning (ERP) systems, e.g. UMOJA is desirable. Skills: - Computer literacy (Office Software) is required. Language: - Fluency (oral and written) in English is required. - Fluency (oral and written) in French is required. - Knowledge of another official United Nations language is an asset.
