How can you make a difference?

The Regional ICT and Digital Innovation Section, UNICEF East Asia and Pacific Regional Office is seeking an individual contractor to provide project and community management support to the enhancements of the Technology Playbook. The contractor will work in close coordination with the Regional ICT and Digital Innovation team and be supervised by the Regional Technology for Development (T4D) Business Analyst.

The purpose of this assignment is to provide project management support to the enhancement of the Technology Playbook which includes the development of an interactive and user-friendly microsite as well the creation/update to training materials and curriculum to support online and face-to-face training for the Playbook. The contractor will work closely with the vendors contracted for these deliverables and oversee their planning, design, implementation and deployment. Working in close consultation with the DCOE, ICTD PMO and regional T4D managers, the incumbent will also develop a roadmap that is aligned to meet the end-user programmatic needs in the country offices.

Work Assignment:

The contractor will provide leadership in managing Technology Playbook’s enhancement, uptake, and knowledge management activities. (S)He will assist with the planning and coordination of related activities, liaise with the vendors and other partners, and provide global support to client offices. The contractor’s duties will include:

  • Support the Technology Playbook enhancements and uptake
  • Product management
  • Knowledge management and community management
  • Expert advice and assistance

Support the Technology Playbook enhancements and uptake

  • Coordination and project management of the initiative including development, management and monitoring of the project plan for enhancements to the Playbook
  • Organize, attend, and lead regular calls with the vendors contracted for the deliverables and regional offices under the supervision of the T4D Business Analyst
  • Oversee the design, planning, execution, and monitoring of activities for the deliverables
  • Ensure the quality of deliverables and ensure that the stakeholder requirements are met; Provide recommendations for change in approach, if needed
  • Ensure compliance with UNICEF operational policies and procedures
  • Provide timely progress reports, including highlights on anticipated delays, and inputs to financial reports as requested
  • Serve as liaison point between the vendors and ICT&DI
  • Ensure Headquarters (HQ) and Regional Office (RO) focal points are regularly informed and consulted on both new and ongoing initiatives, upgrades, etc.

Product management

  • Work with regional T4D managers, the DCOE and ICTD PMO to develop the Technology Playbook roadmap, prioritizing and brokering needs from the field globally
  • Proactively gather requirements for improvements, as well as bugs and issues, consolidating them into prioritized themes and patterns to be shared with the vendors
  • Analyze the impact of the Technology Playbook and user adoption & satisfaction by defining and tracking key metrics

Knowledge and community management

  • Enable the creation and management of a community of practice around the use of the Technology Playbook, including orienting new users and community members and be the focal point for people to highlight relevant resources that meet their needs
  • Develop, curate, and maintain a shared library of complete templates for technology initiatives for the community of practice while working in collaboration with field teams
  • Facilitate the organization of training, webinars, and knowledge-sharing initiatives
  • Organize, share, and participate in events focused on community contribution
  • Represent the Technology Playbook in internal and external working groups
  • Develop and implement a program to advance the Technology Playbook community, including researching other open-source communities to determine best practices for governance around technology initiatives. Actively promote the community via PR outreach, membership coordination, as well as communications with project partners and donors.

Expert Advice and Assistance

  • Manage and respond to internal communication and support channels, including emails
  • Advise on recruitment and/or vendor selection

Work Schedule: Work plan and schedule will be agreed upon at the start of the contract by the contractor and contract’s supervisor.

End Product(s):

The contractor is expected to manage and oversee planning, development, and implementation of the enhancements to the Technology Playbook, which include the development of an interactive and user-friendly microsite and creation and update of training content and curriculum to support online and face-to-face training for the Playbook. S/He will also serve as the focal point for the users of the Technology Playbook and will collaborate with different stakeholders to follow a human-centred design approach to the development of the deliverables. Activities and deliverables include:

  • Coordination and project management of the initiative including development, management, and monitoring of the project plan
  • Attend regular meetings with the vendors contracted for the deliverables and regional offices, the DCOE and ICTD PMO
  • Oversee the design, planning, execution, and monitoring of activities for the deliverables
  • Ensure the quality of deliverables and ensure that the stakeholder requirements are met; Provide recommendations for change in approach, if needed
  • Ensure compliance with UNICEF operational policies and procedures
  • Development of the Technology Playbook roadmap, prioritizing and brokering needs from the global field
  • Provide timely progress reports, including highlights on anticipated delays, and inputs to financial reports as requested
  • Establishment and management of a Technology Playbook community of practice in UNICEF, incorporating existing T4D and innovation networks
  • Development, update, and management of a shared library of documents for the community of practice
  • Support of user community including provision of a “helpdesk” service (End-user requests/incidents triaging and analysis, first line of support to users)
  • Any other activity/output as required.

Duration of Contract: 11.5-month full-time throughout the period of November 1st, 2022 through October 15th, 2023

Official Travel: The contractor will work from his/her premises. Any required travel and logistics related to this assignment will be discussed with the supervisor in advance and agreed upon mutually.

Work Location: The contractor will work from his/her premises. Candidates will be preferred from a time zone location within a maximum of 4 hours of GMT +7 (Bangkok).

He/she may need to travel to Country Offices depending on pre-approved requests for technical assistance. Any required travel and logistics related to this assignment will be discussed with the supervisor in advance and agreed upon mutually.

Contractor to use own laptop and other necessary infrastructure/equipment.

To qualify as an advocate for every child you will have…

Education:

An advanced university degree is required in Business Analysis, ICT Management, Computer Science, Innovation, Digital Development, International Development or another relevant technical field.

A first-level university degree in a relevant field combined with seven years of professional experience may be accepted in lieu of an advanced university degree.

Experience:

  • A minimum of five years of professional experience in project management in a large international organization and/or corporation with multi stakeholder projects with demonstrable results, and stakeholder satisfaction information communication technology for development (ICT4D) in a large international organization and/or corporation is required
  • Experience in UNICEF, UN or other INGO programmatic areas and experience in applying technical solutions to address programmatic issues
  • Experience working with a multidisciplinary team of designers, engineers, content designers, documentation experts etc.
  • Project management skills including task prioritization, workflow coordination, and results-driven strategies. Proven ability to translate complex ideas from various areas into unified, clear guidance
  • PMI or Prince 2 Project Management Certification highly desirable
  • Experience in Open Source, mobile, web-based and emerging technology applied to UNICEF programme areas is extremely desirable
  • Experience in design and functional requirements gathering
  • Experience in managing relationships and coordination with multiple stakeholders in implementing ICT projects and exploring space for collaboration and partnerships
  • Experience with professional software engineering practices and best practices for the full software development life cycle
  • Relevant work experience related to knowledge management, development of training programmes/materials focusing on ICT and digital innovation
  • Demonstrated creativity, ability to think systematically, willingness, and ability to incorporate innovative solutions
  • Experience working within the social impact and international development space
  • Demonstrated strong writing and presentation skills. Strong analytical and interpersonal communication skills, attention to detail. Ability to translate business needs into technical requirements and translate complex concepts in a simple manner for a non-technical audience

Language Requirements:

Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.
