How can you make a difference?

The Regional ICT and Digital Innovation Section, UNICEF East Asia and Pacific Regional Office is seeking an individual contractor to provide data visualization support to UNICEF’s programmatic work. As UNICEF scales up investments in self-service data collection platforms, the demand for analytics and data visualization products, especially those built using PowerBI and Superset is growing extensively, requiring specialized support to country offices in the East Asia and Pacific region, and beyond. The Contractor will work in close coordination with the Regional Data Specialist, Data Scientist, and Data Engineer alongside T4D/Data Tech teams in country offices across the East Asia and Pacific region.

Purpose:

The purpose of this assignment is to produce data visualizations and analytics products, mostly to leverage field data collected and managed through UNICEF’s data collection platforms. The right candidate will be an excellent analyst and data visualization designer, with extensive knowledge about user-centered design, data visualization best practices, and development of interactive dashboards especially using PowerBI and Superset; passionate about user-centric product development; comfortable in a flat, fast-moving team; excited to collaborate; and focused on impacting the design of data visualizations to advance UNICEF’s mission. Key responsibilities include:

• Perform user research.

• Gather requirements, including user personas and user stories.

• Design of data visualization mock-ups and prototypes.

• Development of dashboards, maps, data visualizations, data storytelling products.

• Presentation of insights in a visual and effective way.

• Data visualization support to UNICEF’s personnel, including training and production of knowledge base on data visualization and presentation best practices.

Work Assignment:

The Contractor will provide specialized support in the design and development of data visualization products, including interactive dashboards, maps, and data storytelling products. S/he will assist with the design, implementation, and development of relevant data products, including liaising with technology vendors, partners, and end users, to ensure the highest possible quality of data visualizations. The Contractor is expected to work mostly using the PowerBI and Superset technologies, an understanding of other corporate tools including Infogram and Tableau would represent a plus.

The contractor’s duties will include:

  • Design and develop interactive dashboards using PowerBI or Superset to show collected data in real-time to support UNICEF’s adaptive management and programmatic efficiency.
  • Structure and implement ETL flows to automate extraction, cleaning, and streamlining of relevant data flows.
  • Understand and codify users’ requirements to maximize the effectiveness of data visualization and analytics products for decision-making.
  • Design and develop maps and geo-spatial analytics tools.
  • Provide support to country offices working with data visualization technologies, and in particular PowerBI and Superset.
  • Provide data visualization training(s) and build a data visualization knowledge base documenting best practices for UNICEF’s personnel.
  • Communicate results and illustrate suggestions in compelling and creative ways.

Work Schedule: Work plan and schedule will be agreed upon the start of the contract by the contractor and contract’s supervisor.

End Product(s):

The Data Visualization Specialist is expected to lead the design and development of analytics products and interactive dashboards. Deliverables include:

  • Revamp and re-design existing data visualization products and dashboards to enhance the effectiveness of the data visualization and digital platforms, to drive decision-making.
  • Design prototypes for standard data visualizations and dashboards.
  • Develop dashboards and data visualization products.
  • Produce training materials on the development of data visualization products, data collection tools and best practices.
  • Support country offices using data collection platforms in developing data visualization products and dashboards.
  • Any other activity/output as required.

Duration of Contract: 11.5-month full-time equivalence throughout the period of October 2022 through September 2023

Official Travel: The consultant may need to travel to Country Offices depending on pre-approved requests for technical assistance. Any required travel and logistics related to this assignment will be discussed with the supervisor in advance and agreed upon mutually.

Travel expenses and accommodation will be covered by the contractor and be reimbursed by UNICEF upon submission of travel cost invoice (given travel budget proposal approved by UNICEF prior to travel). The travel cost reimbursement shall be based on economy class travel and the costs for accommodation, meals and incidentals shall not exceed applicable DSA rate as per UNICEF rules and regulations.

Work Location: The contractor will work from his/her premises. Candidates will be preferred from a time zone location within a maximum of 4 hours of GMT +7 (Bangkok).

He/she may need to travel to Country Offices depending on pre-approved requests for technical assistance. Any required travel and logistics related to this assignment will be discussed with the supervisor in advance and agreed upon mutually.

To qualify as an advocate for every child you will have…

Education:

A university degree is required in Business Analysis, ICT Management, Computer Science, Innovation, Digital Development, International Development or another relevant technical field.

Experience:

  • At least two years of data visualization and infographic design experience producing impactful visualization to drive decision making.
  • Demonstrated data analysis skills, especially in the social, public, development, or humanitarian sector.
  • Strong knowledge of user interface design processes and methodology, particularly as applied to responsive web-based and/or mobile applications.
  • A passion for designing and developing compelling and actionable data visualization products that are not only good looking, but actually able to convey insights and key messages clearly, quickly, and effectively to drive actions.
  • A portfolio of examples is required, highlighting expertise in design thinking and data visualization best practices.
  • Demonstrated experience with end-to-end ETL, data preparation, and automation of data flows in SQL and/or comparable languages is required.
  • Demonstrated experience extracting and visualizing data from digital data collection platforms (especially ODK, KoBoToolbox or ONA Data) is strongly preferred.
  • Excellent command of Microsoft PowerBI (including DAX) is strongly preferred.
  • Excellent command of Superset is strongly preferred.
  • An online portfolio of examples is required

Language Requirements:

Fluency in English is required. Knowledge of another official UN language or local language of the duty station is considered as an asset.
