How can you make a difference?

Rationale:

The objective of the assignment is to provide Supply & Logistics (S&L) in country support to Nepal Country Office and ROSA with increasing workload due to the response to the emergency covid-19 pandemic as well as back up for NCO S&L Specialist and ROSA S&L Manager during Annual Leave periods.

Key Assignments/Tasks:

  • Provide technical expertise and guidance to ensure timely and quality contracting for services:
  • Conduct Quality review of TOR submitted by Requesting Units (both NCO and ROSA) to ensure TOR are adequate for further tendering process by the NCO contracting team (incl. verification of adequate selection criteria and methodology) ; revert to/ liaise with / advise requesting units for amendment as needed prior to effective advertisement of tenders (when/if applicable).
  • In consultation with requesting units, NCO S&L Specialist and/or Deputy Rep Ops, facilitate solicitation of offers from LTA holders (when applicable) prior to final recommendation for contract issuance by NCO contracting team.
  • Complete quality review of supply and procurement transactions in VISION prior to effective Release Strategy by NCO S&L Specialist:
  • Technical Review of Sales Order and Purchase Orders prepared by NCO supply team for Local procurement and Offshore procurement.
  • Technical review of Purchase Requisition and Contracts for Services.
  • Follow up on Procurement services Requests received from partners, communicate with PSC in Supply Division as needed and follow up on transactions for timely provision of services as requested.
  • Conduct quality review of supplies budget under PCA and advise committee for acceptance or rejection; report on major/common trends and challenges
  • Coordinate with NCO Supply & Logistics team to ensure workload is fully executed; provided on-the job coaching to the team as needed.
  • Monitor progress for offshore and/or regional procurement with the team and make necessarily follow up with SD and other stakeholders to ensure timely arrival of supplies.
  • Analyze supply dashboards, implementation rates of key performance indicators and supply information/data from various systems; share regular updates on transactions and reports on identified bottlenecks with NCO S&L Specialist for corrective actions as needed. This includes monitoring of open contracts and further liaison with program colleagues for prompt closure/extensions as needed.
  • Provide physical back up to ROSA S&L Manager in support to RO and/or COs as requested.
  • At the end of the assignment, provide summary report on potential challenges and/or bottlenecks identified together with recommendations for corrective actions as well as eventual needs in capacity building identified among the teams and any suggestions for improvement.

To qualify as an advocate for every child you will have…

  • Master’s degree or equivalent in Procurement, Business Administration, Supply Chain Management or related area
  • At least ten years of relevant experience in the field of procurement and supply chain management.
  • Demonstrated expertise in service contracting.
  • Demonstrated experience in managing supply & logistics teams in developing countries.
  • Track record of experience with UNICEF with demonstrated knowledge of UNICEF procurement rules and regulations.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
