They are fundamental building blocks of national welfare systems, core drivers of UNICEF’s results, and necessary for attaining the Sustainable Development Goals. Globally there is continued increase in financial resources dedicated to providing health commodities to vulnerable communities in developing countries. To help ensure that these commodities ultimately reach intended beneficiaries, there has been an increase in investments being made to the supply chain; with the broad objective to strengthen in-country supply chains systems that have the mandate to deliver products to the final users - particularly children. In many countries, supply chains have suffered many years of under-investment, resulting in sub-optimal performance across most of the key supply chain functional areas such as infrastructure, data, human resources and overall process capability.

One of the fundamental challenges found in the public sector is the development of evidence-driven strengthening roadmaps that identify priority areas and inform the way forward for governments, UNICEF and other development partners to work and support. To address these challenges, UNICEF has developed the Supply Chain strengthening approach that provides the overarching way to engage governments and strengthen their systems, the maturity model to identify opportunities for improvement across all areas of the supply chain and develop evidence-driven strengthening roadmaps and finally, the system strengthening coordination platforms that increase visibility for all planned and ongoing engagements.

OBJECTIVE: This assignment aims to oversee the deployment of the UNICEF Supply Chain Strengthening Approach and the UNICEF Supply Chain Maturity Model including the provision of required technical support to deploy the maturity model and develop the resulting strengthening roadmap. Moreover, working with different stakeholders, internal and external, will work towards coordinating system strengthening activitie

Scope of Work:

DESCRIPTION OF ASSIGNMENT:

The Consultant will report to the Data Analytics and System Strengthening Coordination Supply Chain Manager in SCSC, this consultancy will support our efforts by:

Developing the new UNICEF Supply Chain Maturity Model user guide by reviewing the existing guideline and updating it considering the feedback provided by 34 countries and 3 partner agencies.

Finalising the indicators by reviewing and updating the set of core MM indicators and engaging different internal and external stakeholders to finalise it.

Providing technical support to our regional and country offices to ensure a successful deployment of the maturity model methodology and the development of a robust strengthening roadmap.

Developing evidence-driven reports to inform the way forward for UNICEF across its different levels, governments and partners based on the results of the different assessments and data points.

Coordinating system strengthening efforts through our internal coordination platform and leading the coordination group to promote country-to-country synergies and knowledge exchange.

The activity deadlines and further specification on individual activities will be specified and agreed after contracted.

Payments will follow the approval of key deliverables itemized above and according to the following estimation of workdays. 1. Monthly basis 2. Payment will be aligned to deliverables as agreed when contracted. 3. All deliverables to be approved prior to payment.

To qualify as an advocate for every child you will have…

Knowledge/Expertise/Skills required: • A Master’s degree with five years of progressively growing experience in the private or public sector in the areas of industrial engineering, supply chain management, operation/strategic planning, operational improvement, management consulting, monitoring and evaluation. A bachelor’s degree combined with a minimum of seven years of relevant work experience will be considered in lieu of the above.

• Operational improvement and/or management consulting experience is mandatory.

• Experience in deploying Lean Manufacturing to enhance operational efficiency is highly advantageous

• Developing country work experience and/or familiarity with emergency is considered an asset.

• Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

*A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree

EVALUATION PROCESS:

UNICEF considers best value for money as a criteria for evaluating potential candidates. As a general principle, the fees payable to a consultant or individual contractor follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Please note that consultants and individual contractors are responsible for assuming costs for obtaining visas and travel insurance.
