  1. Purpose:

The purpose of this assignment is to manage the digital component for SBC: implement and monitor the South Asia SBC digital strategy, support with and utilize the existing digital SBC platforms for social and behaviour change, explore new areas of digital advancements for SBC and contribute to creating a more comprehensive approach to being ‘digital’ for social and behaviour change to reach the vulnerable population with impact.

  1. Key Assignments/Tasks:
  • Assists and manages the development, implementation and monitoring of UNICEF SBC Digital Approach across the 8 countries in the South Asia Region.
  • Manage the South Asia Internet of Good Things (IoGT) platform and Pakistan IoGT platform and technically support the 8 country offices to scale-up IoGT and coordinate for capacity building, documentation, promotion and utilization of IoGT.
  • Identify, support and engage with private and public sectors/players for sustainable partnerships to bridge the digital divide.
  • Support with Social Listening; explore mechanisms to create a comprehensive platform to gather and share the data, and engage various UNICEF sections/COs to use social listening dashboards/data to guide their programming.
  • Identify training needs and develop training activities to introduce new technologies, platforms or approaches within the digital sector to RO and COs.
  • Produce case studies, best practices and learning documentation on Digital SBC approaches.

3. Key function/day-to-day activities:

  • Assists and manages the development, implementation and monitoring of UNICEF SBC Digital Approach across the 8 countries in the South Asia Region.
    • Within the larger digital strategy, develop specific digital strategies focused on the different priority issues of the section and targeting different audiences.
    • Technically support the country offices to implement the operational plans.
    • Support the Country Offices with the M&E of the digital SBC Approach.
  • Manage the South Asia Internet of Good Things (IoGT) platform and Pakistan IoGT platform and technically support the 8 country offices to scale-up IoGT and coordinate for capacity building, documentation, promotion and utilization of IoGT.
  • Identify, support and engage with private and public sectors/players for sustainable partnerships to bridge the digital divide.
  • Support with Social Listening; explore mechanisms to create a comprehensive platform to gather and share the data, and engage various UNICEF sections/COs to use social listening dashboards/data to guide their programming.
  • Support with the Regional SBC Capacity Building Program: manage the program, coordinate with the graphic designer and the behaviour scientist on content creation and curation, explore opportunities for integrating gamification elements, document the learnings, challenges etc. and make recommendations for improvement.
  • Knowledge sharing: keep the SBC knowledge resources and platforms (Sharepoint mainly) up to date and share the updates, news and information with the country offices on a regular basis. Identify training needs and develop training activities to introduce new technologies, platforms or approaches within the digital sector to RO and COs.
  • Produce case studies, best practices and learning documentation on Digital SBC approaches.
  • Provide support to SBC section at ROSA as needed.

Duration of the Contract:

The duration of the contract will be for 11.5 months from the start of contract.

This consultancy is based in Kathmandu, Regional Office.

To qualify as an advocate for every child you will have…

Education:

Advanced degree (Master*’s or equivalent) in a relevant area, e.g. Social Sciences, Behavioural Science, Marketing, Public Administration, Development Planning and Management, Business Administration or a relevant area.

Experience:

  • 5 years of professional work experience in Social and Behaviour Change sector.
  • Experience in managing digital platforms and digital strategies at the national and international levels required.
  • Experience of managing multi-faceted digital projects operating between several level of implementation (Global, regional, country level), preparing and managing project timelines and plans.
  • Experience using digital engagement tools at regional and country levels.
  • Previous experience working with UNICEF or another UN agency will be considered and advantage.

Language proficiency:

  • Fluency in spoken and written English is required;
  • Working knowledge of other languages in the region will be considered an advantage.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
