Result of Service

The work of the Individual Contractor will contribute to (1) enhancing organizational capacities in identifying gaps and challenges in responding to and preventing sexual exploitation and abuse; and (2) informing the development of policies and tools to strengthen the UN system-wide approach.

Duties and Responsibilities

This position is located in the Office of the Special Coordinator on improving the United Nations (UN) response to sexual exploitation and abuse (OSCSEA). The core objective of OSCSEA is to advance the UN response to sexual exploitation and abuse and to ensure continuous focus on and sustained high-level attention to the prevention, detection and response to sexual exploitation and abuse through a victim-centered lens in line with the Secretary-General's Protection against Sexual Exploitation and Abuse (PSEA) framework, as outlined in his Special Measures Report A/71/818. The Individual Contractor reports to the Senior Political Affairs Officer (P5). The Individual Contractor will perform the following duties. • Supports the finalization and follow-up of the project titled "Comprehensive Assessment of Protection from Sexual Exploitation," aimed at identifying strategies for effectively integrating PSEA within and across UN activities and programmes. • Contributes to the interagency initiative to align PSEA training and strengthen the capacity of PSEA focal points, PSEA coordinators, and UN leadership. • Supports the development and implement roll-out (publication, dissemination, training, and monitoring) of the PSEA toolkit to support Senior Leaders in implementing effective PSEA programmes. • Facilitates the revision and update of the current ST/SGB/2003/13, along with the development, simplification, and dissemination of PSEA guidance, policies, and tools. • Coordinates the dissemination, gathering and review of annual PSEA action plans and end-of-year management letters. • Assists with providing practical and technical guidance to PSEA focal points and coordinators on an ongoing basis to address and mitigate risks of SEA through a PSEA desk, briefings, trainings, webinars, and meetings such as the SEA Working Group and Brown Bag sessions. • Supports the engagement with various stakeholders and actors, including civil society, national human rights institutions, and academic institutions, on PSEA issues to obtain feedback, identify best practices and approaches, and strengthen collaboration on PSEA efforts. • Provides technical research and draft briefing materials to strengthen the engagements and official travels of the Under-Secretary-General. • Assists in the office's donor relations and fundraising efforts, which includes identifying potential funding sources, preparing funding proposals, donor reporting, and internal budget reports. • Conducts research relevant to emerging PSEA issues, such as the impact of technology-facilitated sexual exploitation and abuse.

Qualifications/special skills

Minimum of master’s degree in gender studies, human rights, security, social sciences, psychology, international relations, peace and security, humanitarian affairs, development studies and/or related field. Previous experience in preventing sexual exploitation and abuse as well as experience working with NGOs is desirable. 2 years of experience in the field of international affairs, PSEA, human rights, GBV, gender related issues, politics and security is required. Previous experience within the UN or other similar international organization on issues of gender and security is required. Research on political and security issues surrounding GBV/PSEA related issues is desirable

Languages

• Fluency in written and spoken English is required. • Knowledge of a second UN language is desirable.

Additional Information

Outputs/Work Assignment • Provides written and verbal presentations throughout the execution phase of the above-mentioned projects ensuring the successful implementation and achievement of objectives. • Produces a comprehensive map and assessment of PSEA best practices across the UN system. • Provides reports on the monitoring and analysis of reported SEA allegations, assessing trends, potential risks, and the effectiveness of informed prevention and response measures. • Drafts reports/briefings notes on the status of PSEA as part of a package for USG official travels and engagements. • Conducts research and drafts guidance/guidelines on technology-facilitated sexual exploitation and abuse.
