Overview

You have:

  • First-level university degree or equivalent in economics, public administration, infrastructure management, or related field is required.
  • A minimum of five years of professional experience in project management, development cooperation, or capacity development, preferably within the UN system is required.
  • Experience in drafting Terms of References (TORs), managing non-staff recruitment processes, and coordinating inter-agency projects is required.
  • Experience in preparing materials and coordinating virtual inception or awareness-raising sessions is required.
  • Experience in financial or budget-tracking tools for multi-partner projects is required.
  • Fluency in both oral and written English is required; knowledge of another UN language is an advantage.

Duties and Responsibilities

The position is located in the International Tax and Development Cooperation Branch (ITDCB) of the Financing for Sustainable Development Office (FSDO) of the Department of Economic and Social Affairs. The FSDO works to advance policy and action on financing for sustainable development to support Member States and other stakeholders in achieving the 2030 Agenda for Sustainable Development and Addis Ababa Action Agenda on Financing for Development by providing thought leadership and agenda shaping, promoting multistakeholder dialogue, identifying policy options and best practices, and offering advice and support for capacity development in key areas. This individual contract supports the implementation of the UN DESA project “Localizing the SDGs through more resilient, inclusive, and sustainable infrastructure (Phase 2)”, implemented by the Financing for Sustainable Development Office (FSDO) of the United Nations Department of Economic and Social Affairs (UN DESA), in partnership with the United Nations Office for Project Services (UNOPS). The project aims to accelerate the localization of the Sustainable Development Goals (SDGs) by strengthening the capacity of local and national governments in six countries-Kenya, The Gambia, Uganda, Zambia, Senegal, and Fiji-to plan, manage, and sustain resilient infrastructure systems. Building on Phase 1of the project , which trained over 1,000 officials and produced national Asset Management Action Plans (AMAPs), this phase focuses on institutionalizing infrastructure asset management (IAM) practices and strengthening enabling policy frameworks for sustainable, inclusive, and risk-informed infrastructure development. During the inception period from January to April 2026, FSDO would like to engage a individual contractor to provide targeted project management and coordination support to ensure a smooth start-up of project implementation. The individual contractor will support the recruitment and onboarding of national consultants, prepare and coordinate introductory and awareness-raising sessions in each project country, establish a sustainable budget tracking system that ensures continuity and a smooth handover after the consultancy concludes, and support the finalization of administrative and financial cooperation arrangements with project partners. Work assignment Under the supervision of the Senior Economic Affairs Officer, International Tax and Development Cooperation Branch (FSDO/DESA), the individual contractor will: a. Recruitment and Onboarding Support - Draft and finalize Terms of Reference (TORs) for national consultants in the six project countries, ensuring consistency with project objectives and log-frame outputs. - Support staff in recruitment and selection of national consultants, - Prepare onboarding materials for national consultants, providing clear guidance on deliverables, reporting requirements, coordination mechanisms, and project timelines. b. Liaison with project partners - Support the finalization of the financial and implementation agreements between UN DESA and UNOPS, ensuring clarity on budget allocations, reporting lines, and deliverables. - Coordinate regular planning and monitoring meetings with partners and ensure consistency between financial, programmatic, and reporting processes. c. Budget and Expenditure Tracking System -Design and establish a sustainable budget and expenditure tracking system for the project, in line with the financial management and reporting guidelines of the 2030 Agenda Sub-Fund (Peace and Development Fund). -Ensure that the system enables transparent tracking of expenditures against approved budget lines and outputs, and that it allows for timely financial monitoring and reporting. -Prepare clear templates, operating procedures, and a short handover note to ensure that FSDO staff can maintain and update the system beyond the duration of the consultancy. d. Introductory and Awareness-Raising Sessions - Prepare the structure, agendas, and concept notes for virtual introductory and awareness-raising sessions in each of the six project countries. - Develop background materials and presentations introducing project objectives, the IAM approach, the diagnostic process, and roles of government counterparts. - Coordinate with UNOPS, national consultants, and focal ministries to ensure broad participation from relevant local and national authorities, UN Country Teams, and other stakeholders. - Prepare brief session summaries capturing key issues raised, focal points identified, and follow-up actions agreed with national counterparts. e. Monitoring and Reporting - Develop simple templates for tracking activities, outputs, and expenditures, aligned with the project’s logical framework. - Prepare a concise inception-phase report summarizing progress in administrative setup, recruitment, coordination with UNOPS, and results from introductory sessions. - Ensure the handover of all tools, documentation, and expenditure-tracking systems to FSDO staff.
