Background & Rationale

The initiative, One Million Opportunities (1MiO), was launched in October 2020 by UNICEF Brazil, offering quality education, connectivity, skills development, professional training, apprenticeship, internship, employment, and civic participation opportunities for vulnerable young people.

The 1MiO initiative is scaling rapidly since its launch and have created over 158.000 opportunities including more than 100.000 skills training opportunities as well as nearly 4.000 digital inclusion and connectivity opportunities for vulnerable young people together with 121 partners from the private sector, civil society, and governments. The initiative also aims to promote the enforcement of the Convention on the Rights of the Child and to achieve the Sustainable Development Goals. A specialized consultancy to support the national coordination of 1 MiO is necessary because at this moment of the scaling up of the initiative integrated to the Generation Unlimited (GenU) Global initiative, a dedicated consultant to develop the administrative, finance and planning implementation monitoring, and support is key to achieve the results expected.

Purpose

The IC will be supervised by the Programme Officer, responsible for the connection of the 1MiO initiative to the UNICEF and partners global initiative Generation Unlimited.

The IC will be responsible for supporting efficient and effective programmatic planning and monitoring of the Annual Work Plan (AWP) by providing to the 1MiO initiative with quantitative and qualitative; information on programme implementation, supporting the identification of issues and alternative courses of action to accelerate/improve programme delivery as well as provide the administrative and finance support to proceed according to UNICEF rules and standards. Those initiatives respond to the following outcome of the UNICEF Brazil Country Programme 2017-2021:

Outcome 1: ENHANCED POLICIES FOR EXCLUDED CHILDREN

Expected results:

1. Quality information for AWP monitoring and implementation, inputs for PCAs, SSFA and other contracts provided by the IC to team according to the demand coordinated by her/him supervisor.

ACTIVITIES

Support planning activities providing quality information and maintaining the AWP updated according to the results of the teamwork and decision makers groups.

Preparing PCAs (Programme Cooperation Agreements), SSFAs (Small Scale Agreements) and contracts based on the inputs provided by the responsible for the respective modality.

2. IC providing budget information, supporting identification of funding sources, and contributing to individual contractors, consultancies, institutional contracts, and other related documents ensuring payments according UNICEF rules and procedures

ACTIVITIES

Prepare individual contractors, consultancies, institutional contracts to the implementation of the initiative ensuring the follow up of their implementation upon presentation and approbation of the deliverables and respective payment after the approval by authorization officer, ensuring that contracts and payments are made without delay and providing all guidance and information to the collaborators about the process.

Prepare and follow up the budget preparation and supporting identification of funding sources, monitoring their implementation according grants conditions, deadlines, deliverable, and reports demanded.

3. Process and monitor 100% of transactions in VISION according to rules and procedures

ACTIVITIES

Process and monitor VISION transactions such as funds commitment, funds reservations, travel authorizations, FACE forms, payment requests and others to ensure effective programmatic planning, coordination, and monitoring.

4. Meetings, correspondence, administrative tasks, donor reports and related tasks provided by the IC in time and with the quality.

Draft, format, edit and prepare all correspondence on routine and non‐routine tasks and templates, proofread and clear correspondence for supervisor’s signature, carry out informal translations from English to Portuguese and vice‐versa, elaborate meeting notes;

Coordinate all administrative, logistical arrangements for meetings, workshops, seminars and other events including transportation, hotel accommodations for staff, participants or visitors, venue, conference room reservations and audio‐visual equipment as required.

Control the delivery of donors reports, notifying those involved in the preparation in advance and ensuring that they are delivered within the agreed deadlines. Make a quality revision of donors reports based on RBM (results-based management) and upload them in the Fiori/Vision timely.

The services included in the contract will be delivered continuously, with the same intensity throughout the months. The results will be evaluated by the following deliverables:

  • Monthly reports on the advances achieved;
  • Mailings quarterly updated;
  • Bidding processes correctly conducted and documented;
  • Attendance at registered and archived meetings.

Duty Station

Brasilia, DF

Timeframe

11 months of contract

Amount to be paid monthly as per the IC fee table.

R$ 10.000,00 per month.

PERFORMANCE INDICATORS

  • Punctuality in meeting deadlines;
  • Quality of the contents;
  • Timely provision of the deliverables;
  • Full adherence to the monthly workplans and diligences as agreed with supervisor;
  • Satisfactory quality level of reports and actions (quality of inputs, analysis, register of activities, recommendations, etc).

Immediately upon signature of the agreement, the UNICEF supervisor and the selected individual contractor will meet for detailed discussion of the Work Plan and the quality criteria for product delivery. Regular meetings will also be scheduled at a distance or in person to follow up the activities defined in the Work Plan.

If needed, revisions and alterations may be requested by UNICEF related to quality and technical depth parameters. Only after final clearance from the UNICEF Brazil will the payment be processed.

Technical background and experience required

  • First University Degree in Bilingual Secretariat, Business Administration or other related field is required.
  • At least 6 years of experience in supporting secretarial processes, with business leaders, civil society organizations, UN, or governments.
  • Fluency in Portuguese and English is required.
  • Knowledge on children’s rights issues, including the Convention of Rights of the Child and the Statute of the Child and the Adolescent.
  • Teamwork skills and capacity to work with tight deadlines.
  • Availability to live in São Paulo (Capital).

General Conditions: Procedures and Logistics

  • UNICEF will provide the individual contractor all required core equipment and material for fulfilling his duty, including computer
  • Expenses related to travels, if any, will be covered by UNICEF and paid to the Individual contractor as per UNICEF travel rules and regulations.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant or individual Contractor
  • Consultants / ICs will not have supervisory responsibilities or authority on UNICEF budget.
  • The IC will work on-site under a full-time basis and prior authorization and/or clearance from UNICEF to engage in outside UNICEF activities is required.

Insurance and health coverage

  • The contractor is fully responsible for arranging, at his or her own expenses, such life, health and other forms of insurance covering the term of the contract as he or she considers appropriate.
  • The contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members.

Payment of fee

  • The payment will be based on submission of agreed deliverables.
  • The indicated fee is based on the established IC Fee table currently applicable.
  • UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

    Restrictions

  • Consultants and individual contractors may not receive training at the expense of UNICEF. Notwithstanding, consultants and individual contracts must complete the applicable mandatory trainings.

  • In case of government officials, the contract cannot be issued without prior written clearance by the Government​, or unless on leave without pay.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF's policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
