Purpose of Activity/Assignment: The People that Deliver (PtD) is the global technical leader in human resources for supply chain management and envisions a world where health supply chain workforces are empowered and equipped to optimize health outcomes by improving access to health commodities. PtD’s one goal is to create a competent, supported, and adequately staffed supply chain workforce that is deployed across the public and private sectors within the health system. PtD is governed by a coalition representing governments, international donors, multilateral agencies, nongovernmental organizations, academic institutions, professional associations, and private companies. PtD’s secretariat is hosted by UNICEF’s Supply Division and is embedded within the Supply Chain Strengthening Centre (SCSC). The PtD secretariat is also the central coordinating hub for the Strategic Training Executive Program (known as STEP 2.0). This is a targeted solution that aims to help health and supply chain managers hone their skills in managing teams and leading change at country level. The STEP 2.0 approach is designed to build the capacity of next generation of leaders who can lead change ensuring access to medicines, vaccines, and health technologies. STEP 2.0 is jointly offered by Gavi, Global Fund, IFPW Foundation, and USAID.

The PtD secretariat is looking for a six-month consultant to support the implementation of the PtD secretariat’s workplan in advocacy and research. The consultant will also support the coordination activities of the STEP 2.0 hub and facilitate coordination and collaboration with PtD coalition members and UNICEF Supply Division. The position is accountable for the successful implementation of PtD’s one goal and PtD’s long-term and medium-term outcomes, including PtD’s country-based approach.

Scope of Work: Under the supervision of the PtD Executive Manager, the Project Officer is accountable for the following. Key Tasks 1. PtD secretariat workplan activities: • Support the Executive Manager with implementation of PtD activities funded by USAID and the Global Fund, this includes tracking and monitoring progress, reporting on deliverables, communication with partners and coalition members, and recruitment and management of consultants • Support PtD’s advocacy efforts in HR for health supply chain management (SCM) by working with the PtD communications and advocacy specialist to prepare abstracts and presentations for key SCM conferences, events, regional meetings, and internal UNICEF meetings • Represent PtD at meetings, workshops, and events to share PtD’s tools and resources in HR for health SCM • Support the planning and organization of the PtD Global Indaba conference taking place in October 2022 in Lusaka, Zambia • Work with partners and stakeholders to conceptualize, develop and disseminate PtD’s evidence-based approaches, documents, resources, and tools 2. STEP 2.0 hub coordination • Plan, monitor, and maintain up-to-date information on all STEP 2.0 implementations, including engagement with STEP participants, coaches, donors, and validated implementing partners. • Work with validated implementing partners to ensure that access to the materials is granted, regular M&E data is being collected, and that any issues are flagged to the appropriate organization. • Develop a standard template to collect information on (past) trainings and participant rosters. • Maintain databases with all information from past, current, and upcoming STEP implementations. • Maintain an archive of all program-related material, including communications and marketing materials, working with the PtD communications and advocacy specialist to ensure all materials are available in the STEP Vault on the PtD website and develop more communications and advocacy materials if needed. • Be the main point of contact for requests or inquiries related to the STEP 2.0 program and work closely with the Executive Manager and the STEP Director to maintain communication channels between STEP stakeholders, maintain records on all STEP implementations and collect feedback as part of the monitoring and evaluation (M&E) of the STEP program. • Support the meetings of the STEP donors’ collaboration group, which includes developing agendas, minutes and sharing documents for feedback or input. Develop an all donors workplan with key joint activities and timelines for the STEP 2.0 program for 2022-2023. 3. Facilitating Coordination and Collaboration • Regularly engage with PtD coalition members, provide support and coordinate PtD executive committee and coalition meetings • Responsible for coordinating all logistical aspects of major PtD events and activities • Collaborate closely with SCSC (Supply Chain Strengthening Centre) and in particular the Country Engagement unit on joint activities • Contribute to SCSC’s work planning, aligning PtD activities with the goals and objectives of SCSC • Participate in SCSC weekly staff meetings and bi-weekly country coordination meetings

This consultancy is office based but remote work can be considered as well.

Knowledge/Expertise/Skills required:

Minimum Qualifications required: Bachelors Degree

Disciplines Business administration, general management, public health, supply chain management, and international development

  • At least five years of work experience in international development, project management, general management, and capacity building in a global, regional, or country setting. Country-level experience is preferred, but not required.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of French is an asset.

As a general principle, the fees payable to a consultant or individual contractor follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Please note that consultants and individual contractors are responsible for assuming costs for obtaining visas and travel insurance.
