Result of Service This position will primarily support the strategic communications portfolio, which provides practical, evidence-based and locally relevant training on strategic communication, including campaign development, audience analysis, measurement, and evaluation, coupled with timely analysis of the latest trends in terrorist and violent extremist exploitation of communication methods. These efforts contribute to the implementation of the United Nations Global Counter-Terrorism Strategy, as well as relevant General Assembly and Security Council resolutions, including Security Council resolution 2354 (2017) that features a comprehensive international framework and sets out guidelines aimed at countering the narratives used by terrorist groups.

Duties and Responsibilities The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 43 Counter-Terrorism Implementation Task Force entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy. The United Nations Counter-Terrorism Centre (UNCCT) is part of UNOCT and promotes the delivery of United Nations capacity building assistance to Member States.

Situated within UNCCT, the¿Global¿Preventing and Countering Violent Extremism (PCVE) Programme provides integrated capacity building¿packages, institutional development and technical assistance to requesting Member States, civil society and the UN system¿to strengthen individual, community and national resilience to violent extremism and reduced threat of terrorism.¿The¿Programme¿engages in five substantive and mutually reinforcing portfolios:¿policy assistance, strategic communications, youth engagement, mental health, and new frontiers, and integrates the cross-sectional areas of gender, human rights, and coordination.¿¿ Duties and Responsibilities: Under the supervision of the Chief of the Capacity Building Unit of UNCCT, and the direct supervision of the Head of Preventing and Countering Violent Extremism (PCVE) Unit of UNCCT, the incumbent will perform the following functions: - Support the preparation and facilitation of national and regional workshops and events focused on strategic communications, governance, and institutional development, as it relates to preventing violent extremism. - Support the development of the substantive and technical components of the Global PCVE Programme as it relates to strategic communications capacity building training and technical assistance. - Research and gather substantive information on the use of strategic communications for PCVE. - Conduct social network analysis and other research to better understand narratives on topics such as violent extremism. - Support the delivery of specialized, tailored technical assistance and training to Member States, UN entities, and other potential beneficiaries on good practice communication methodology including objective setting, audience analysis, campaign design, narrative development, crisis communications, hate speech as it relates to PCVE, and measurement and evaluation. - Assist with the development and design of strategic communications for PCVE tools, products, and materials. - Research and gather substantive information on the use of strategic communications for PCVE, in a global and local context. - Perform other duties as required.

Qualifications/special skills Advanced University Degree (Masters or equivalent) in communications, international relations, social sciences, business administration, or another relevant field is required. A first level university degree plus an additional 2 years of qualifying experience may be accepted in lieu of the advanced university degree. Minimum of 10 years of progressively responsible experience in communications, media/journalism, data and network analysis, public relations, or international relations. Experience working in strategic communications in the Philippines, Indonesia, Malaysia, or Thailand is required. Experience conducting data analytics and social network analysis is desired. Experience developing media and digital content is desired. Experience working in PCVE strategic communications at the national, regional or international levels is desired. Experience providing contextual analysis, research, and insights on communications trends and violent extremism is desired. Experience in communications methodology such as social media analytics, narrative development and audience analysis is desired.

Languages Fluency in English is required. Proficiency in one or more of the following is required: Tagalog, Indonesian (Bahasa), Malay, Thai, or Vietnamese.
