Result of Service Purpose and Tasks The Department is seeking to contract an individual contractor to explore structure, approach and portfolio of the MYA and advise on possible adaptations and changes to benefit overall fundraising, for a period of 45 days. Under the guidance of the Donor Relations team in the Office of the Under-Secretary-General for Political and Peacebuilding Affairs (OUSG/DPPA), the individual contractor on fundraising will be responsible for the following key tasks and deliverables: Tasks - Based on past and current funding trends, the donor landscape, DPPA priorities and the new Strategic Plan, suggest structural adaptations or changes to the MYA architecture, its funding cycles, thematic windows, fundraising targets and approaches, etc. for the new MYA cycle (2023-2026) to secure more predictable, adequate, and sustainable financing for the MYA; - Interview key donors and/or consult the Donor Group on how to make a better case for funding with capitals; - Study the current donor portfolio and identify possible ways to diversify the donor base; - Make recommendations on innovative funding mechanisms, if relevant; - Look at the value-added of the MYA compared to other funds in the area of peace and security and suggest possible adaptations to the positioning of the MYA and possible changes to the pitch for donors; - Based on the projects currently funded, make recommendations to optimize performance, implementation of funds and overall project delivery after consultations with the Project Review Committee; Deliverables - Options paper (maximum 10 pages): Based on the financial and donor landscape, make recommendations on the MYA’s architecture and on how to reorganize/design the 2023-206 MYA (business model) and how to optimize financing and boost project delivery; - Develop a new Resource Mobilization Strategy (3 pages): Map and profile current and future public sector donors and recommend ways to position the MYA with these donors and provide tools to better plan and monitor resources projections and scenarios. The consultant will also explore innovative funding mechanisms for DPPA; - New fundraising pitch (10 pages): Provide a new narrative for the next round of MYA (2023-2026) for an external audience; - Hold consultations with DPPA management - Undertake external consultations.

Duties and Responsibilities Background The Department of Political and Peacebuilding Affairs (DPPA) is responsible for all Secretariat matters related to the prevention, management and resolution of conflicts at the global level. Only a little more than half of the global funding needs of DPPA are covered by the regular programme budget. The remainder is covered by voluntary contributions from Member States and other partners. Over the years, the demands placed on DPPA have increased significantly, while regular budget resources have not followed a similar trajectory. About the Multi-Year Appeal The Multi-Year Appeal (MYA) is DPPA's primary extra-budgetary instrument to fund its work in the area of peace and security by enhancing United Nations capacities. Created in 2011, it was designed to accompany the transformation of the Department into a more operational entity (less desk-bound), playing a stronger role in conflict prevention and mediation. Noticeably, the MYA supplements the regular programme budget by funding additional posts at Headquarters and in the field, and injects much-needed resources into DPPA’s otherwise negligent travel budget. The MYA is also instrumental in translating the priorities set out in DPPA’s Strategic Plan into action; the Strategic Plan is accompanied by a Results Framework, one of DPPA’s key monitoring and reporting tools. Following the same cycle as the Strategic Plan, a new Appeal document will be released for the 2023-2026 period covered by DPPA’s next Strategic Plan. The MYA has demonstrated its comparative advantage in complementing other funding instruments, such as the Peacebuilding Fund and the UNDP-DPPA Joint Programme on Conflict Prevention, which have distinct areas of focus and cannot provide support for the MYA’s core emphasis of funding, which is New York-based capacities (including posts) and their operational engagements in the field (travel, workshops, etc.).

Qualifications/special skills Skills: Excellent diplomatic, creative and critical thinking skills; Strong ability to gather and organize information and resources, compile data, and synthesize knowledge from diverse sources of information; Understanding of the UN, particularly of the UN peace and security pillar Academic Qualifications: Master’s Degree in Business Administration, Management, Marketing or International Affairs with at least 10 years of experience in one of these fields Experience: Experience with fundraising, donor communications and global appeals; Experience with programme management Language: Fluency in oral and written English are required

Additional Information Results under the Multi-Year Appeal The MYA has been an effective mechanism to mobilize support (https://dppa.un.org/sites/default/files/vfm_assessment_dppa_multi_year_appeal_1.pdf) and has become a reference point in donor capitals. While it has a pool of around 40 public donors and has managed to expand its donor base to new donors every year, it is heavily reliant on Western European and Others Group contributions (80 per cent). Private partnerships have been ruled out as too sensitive and labor-intensive in peace and security . From 2016 until 2020, there was a steady increase in income, resulting in the MYA exceeding its funding target. In its last cycle - 2020-2022 - the MYA raised its overall request to $120 million and has received $70 million to date (appeal 59 per cent funded). In 2021, the level of income decreased by 15 per cent, with a total of $28.2 million received, leaving a funding gap of 29 per cent for the year. At the same time, the level of earmarking increased by 13 per cent in 2021, hampering DPPA’s flexibility to apply funds where and when they are the most needed.
