Result of Service

The Individual Contractor will be responsible for the following deliverables: • Provide expert advice and specialized knowledge on the conduct of national-level in-depth consultations (under the lead of UNOCT and Programme partners) in beneficiary Member States to comprehensively identify existing capacities, legal/operational frameworks, challenges, SOPs, procedures and mechanisms, relevant partners, priorities and needs;

• Prepare a pre-implementation report for a beneficiary country, summarizing stakeholders, challenges, threats and capacity-building priorities identified;

• Support the preparations and undertaking of the national-level in-depth consultations (under the lead of UNOCT and Programme partners);

• Prepare a National Action Plan/Roadmap for the Protection of Vulnerable Targets for beneficiary country/countries, to be adopted by their respective national authorities;

• Store all relevant information in the digital repository of good practices;

• Provide expert advice and specialized knowledge on the subject matter to design and deliver training courses across three pillars, depending on needs and priorities identified in the roadmap, i.e. (i) legislative and regulatory framework, (ii) institutional framework; and (iii) operational and technical readiness to prevent, counter and respond to threats against vulnerable targets (critical infrastructure and "soft" targets);

• Provide expertise during outreach and engagement dialogue with beneficiary Member States and other prospective beneficiaries, partners or stakeholders; participate in bilateral engagement and scoping missions, where appropriate;

Duties and Responsibilities

The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017 (A/RES/71/291). The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.

The United Nations Security Council has developed an extensive counter-terrorism framework through the adoption of numerous resolutions pertaining to recent developments in global security, including the increase in terrorist attacks against vulnerable targets. For example, Resolution 2396 (2017) calls upon Member States to establish or strengthen national, regional and international partnerships with stakeholders, both public and private, as appropriate, to share information and experience in order to prevent, protect, mitigate, investigate, respond to and recover from damage from terrorist attacks against “soft” targets and urges States able to do so to assist in the delivery of effective and targeted capacity development, training and other necessary resources, and technical assistance, where it is needed to enable all States to develop appropriate capacity to implement contingency and response plans with regard to attacks on “soft” targets. The 2018 Addendum to the Madrid Guiding Principles (S/2018/1177) endorsed by the Counter-Terrorism Committee contains two specific recommendations (No. 15 and 16) to providing guidance to protect critical infrastructures and soft/vulnerable targets and underlines the need to deliver effective and targeted capacity development, training and other necessary resources, and technical assistance.

In this regard, the UNOCT Special Projects and Innovation Branch (SPIB) has been implementing the UN Global Programme to Counter Terrorist Threats against Vulnerable Targets in partnership with CTED, UNAOC, UNICRI and in consultation with INTERPOL. The programme seeks to to strengthen Member States capacity to prevent, protect, mitigate (impact), investigate, respond to and recover from terrorist attacks against vulnerable targets at the national, regional and global levels in human rights-compliant and gender-responsive way.

Qualifications/special skills

Advanced university degree (Master’s Degree or equivalent) in social science such as international relations, security studies, political science, law, business administration, international relations or other related fields is required. Specialization or additional qualifications in security (e.g. counter-terrorism, national security, public security, energy infrastructure security, etc.) will be an advantage. In the absence of an advanced university degree, the expert must have a Bachelor’s degree and an additional 2 years of demonstrated professional experience. A minimum of ten years of experience in counter-terrorism, law enforcement or public security is required. Knowledge of the protection of critical infrastructures and soft/vulnerable targets is required, and of energy infrastructure an asset. Proven experience in preparing structured reports and action plans is required. Demonstrated ability to work with public authorities and private sector operators is required. Proven experience in advising national authorities in the design of counter-terrorism strategy or action plan is desirable. Proven experience in technical assistance projects related to counter-terrorism, including the design, preparation and delivery of operational training for international audiences is desirable. Knowledge of general project management practices is desirable. Knowledge of good intercultural communication practices is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English and French is required. Knowledge of Arabic is desirable.
