The ECHO Project ‘Comprehensive humanitarian assistance in Health and WASH to support highly affected indigenous and vulnerable population in prevention and response to COVID-19 in South America’ involving UNICEF Country Offices (COs) in Brazil, Colombia, Ecuador, Peru, Bolivia, Argentina and Paraguay, aims to provide urgent humanitarian assistance to indigenous communities and other vulnerable population at high risk of COVID-19 (C-19) through an integrated and adapted approach focused on Health and WASH. For this action, UNICEF and (I)NGO implementing partners will prioritize areas of intervention highly affected by the pandemic and with existing presence in Brazil, the Andean Region (Colombia, Ecuador, Peru) and Southern Cone (Argentina, Bolivia, Paraguay).

The Multi country ECHO Project Coordinator / WASH in Health Contractor will have the overall ECHO project coordination role in coordination and collaboration with other ECHO project coordinator/s and the LACRO emergency and technical teams. The individual contractor will ensure effective project programmatic and financial implementation as well as donor interim and final reports are delivered on time and with quality. Responsibilities will include follow up to disbursements, COs’ work plan development and implementation field monitoring and reporting, as well as context analysis related to the humanitarian situation of children and their families.

The individual contractor (IC) will also provide close technical support to the 7 COs, which is critical to ensure quality programming in WASH in Health facilities, including optimization of funds in similar areas of work, organization of technical and donor field visits, cross-fertilization and sharing of lessons for WASH in Health and Schools/Argentina.

Purpose of the Assignment

Under direct supervision of the Emergency Coordinator (for the overall project coordination deliverables) and dotted management line with the Regional WASH and Health Specialists (for technical deliverables), and in collaboration and coordination with the other ECHO Project Coordinator, the WASH in Health Coordinator will be responsible for the following duties:

  • Support the program implementation of the ECHO Project in Brazil, Colombia, Ecuador, Peru, Bolivia, Argentina and Paraguay, ensuring the achievements of the work plan as well as promoting that CO’s actions are synergic and take place according to the work plan with an appropriate allocation of resources and timely delivery of results.
  • Assist in the overall information management and reporting of any issue related to the project, as well as the due diligence in any administrative matters of the project, such as registry and maintenance of project files and records, situation monitoring reports as well as the formulation of all relevant reports associated with the Project.
  • Support the formulation of project proposals, mainly those related with the WASH and Health COVID-19 response and other humanitarian situations prioritized in the Humanitarian Implementation Decision (HIP) of ECHO.
  • Ensure effective arrangements, coordination and smooth communication between all the Country Offices and technical WASH and Health teams to ensure best practices are shared and resources are used in an optimal way across the countries and activities
  • Provide WASH technical guidance, assistance and training as per need to COs and partners in the area of WASH and IPC in Health Care Facilities.
  • Documentation of technical field notes including in the area of WASH in Health and indigenous communities.

Specific Tasks

  1. Support the overall implementation of the ECHO project in close coordination with UNICEF regional WASH, Health and Emergency Teams and Country Offices focal points.
  2. Monitoring and reporting of the grant implementation
  3. At least monthly coordination and communication among UNICEF (country offices and the regional office) and Implementing Partners, and externally with donors and key stakeholders to ensure
  4. Coordination and production of the interim and final reports
  5. Support the technical WASH and COVID-19 implementation of the project especially for WASH in institutions
  6. Document technical guidance and good practices to optimize quality of the response and UNICEF’s program strategy
  7. Participate and support the organization of any key national and regional events related to the project.
  8. Develop COs’ capacity in the technical areas associated with the program
  9. Analyze technical databases and produce technical reports
  10. Support for the formulation of technical proposals as per requirement of the Emergency Unit.
  11. Travel to 6-7 countries for 5 days on average (technical and donor visits)

Expected Results [measurable]

  1. Detailed project work plan and financial implementation plan developed in coordination with UNICEF regional office (WASH, Health and Emergency teams) and prioritized country offices and updated on a monthly basis.
  2. Timely project status reports that inform key decisions through the implementation process.
  3. Project funds optimally used, and budget follow up and reporting.
  4. Rights based and results-based programming approach fully incorporated into all phases of project as well as in new proposals developed.
  5. Effective partnership and collaboration achieved and maintained for advocacy, technical cooperation, project development, information sharing and networking.
  6. COs have received WASH and Infection Prevention and Control in health care facilities technical inputs, guidance and training
  7. Project benefitted from the technical assistance of other relevant sections than WASH/Health and Emergency in a coordinated manner and share lessons with other countries beyond the ones in this project.

  • standardized WASH in Health Care Facilities assessment tool and ensure quality of national assessment report
  • community WASH services adapted to the communities’ needs, that meet national standards
  • COs’ communication strategies for hygiene promotion and C-19 IPC to cross-fertilize COs’ experiences and ensure they are culturally adapted

Minimum Requirements and Qualifications

Education

  • University degree in Public Health, Engineering, Business Administration, Community Development, WASH, Health or other relevant disciplines.

    Work Experience

a) Minimum of 5 years of relevant professional work experience in project management or in WASH or Health programs management in the humanitarian and or human rights sector. b) International and developing country work experience at regional, national or sub national level, especially in countries assisted through this ToR. c) Familiarity with ECHO regulations and procedures. d) Experience with international organizations, NGOs and other key partners at regional and country level. f) Home based in one of the countries of intervention is an asset.

Languages

  • Fluency in Spanish and English is required.

Technical knowledge (if applicable)

  • Professional technical knowledge and expertise in project coordination/management
  • Technical knowledge and/or expertise in WASH/Infection Prevention and Control in institutions and specially in health care facilities.
  • Experience with engaging with communities including indigenous populations is an asset
  • Extensive knowledge of UNICEF programme work in the LAC Region in the areas of Humanitarian Action is an asset
  • Knowledge of/experience with ECHO procedures an asset

Administrative details

Supervision

The individual contractor will work under direct supervision of the Emergency Coordinator (for the overall project coordination deliverables) and dotted supervision by the Regional WASH and Heath Specialists (for technical deliverables).

Workplace

This is a home-based assignment (South America home-based an advantage).

Duration

The duration of this assignment is 11.5 months, starting as soon as possible.

Travel

At least 1 trip in each country is foreseen for this consultancy.

Travel will be covered by UNICEF as per policy.

  • Travel costs will be estimated and added to the contract once they are determined based on UNICEF Financial Rules and Regulations.
  • For agreed country visits, the contractor/consultant will be responsible in administering their own travel. UNICEF will reimburse travel related expenses based on actual costs or on the below criteria whichever is lower and upon presentation of receipts.
  • Any travel involved should be budgeted according to UN Travel Standards as a ceiling.
