The overall objective to set up this Long-Term Arrangement is to facilitate and expedite the process by which UNICEF Lao PDR will hire the services of photographers for photographing field activities, events and workshops to document UNICEF’s activities to share with stakeholders at national and global level and to use as an advocacy tool.

UNICEF in Vientiane, Lao PDR is looking for an Individual Contractor: LONG TERM AGREEMENT FOR PHOTOGRAPHER. The assignment, under this Long-Term Arrangement, is expected to have a duration of 4 years. The initial LTA would be for 11.5 months (2021 – 2022) with an option for renewal for subsequent years subject to satisfactory performance evaluation and continuing need for the service. The service fee shall remain unchanged for the whole period of this assignment. The Individual Contractor is based in Vientiane, with travel to the field based on requirements. UNICEF seeks to employ photographers who have permission to work in all parts of Lao PDR. Non-Lao PDR passport holders based in Lao PDR will need a valid work permit. Those based outside Lao PDR will need to work with the country office to obtain necessary documentation to complete the assignment.

Summary of key functions/accountabilities:

The photographer will take high-quality photos for UNICEF programmes, keeping in mind culture, gender and other diverse sensitivities as per UNICEF guidelines.

Note that audience for the communication materials and services is both international and local, so the photographer needs to have a proven ability to produce products with universal appeal to diverse audiences. He/she is expected to:

  • Attend briefings on specific projects and issues to be covered;
  • Demonstrate a client-oriented approach, tact and ability to work with people of different national and cultural backgrounds;
  • Ensure effective and efficient provision of services, full confidentiality in all aspects of assignment, management of information flow and follow-up on deadlines and commitments made;
  • Ensure dignity of subjects, particularly in the context of young children and people living in marginalized environments;
  • Provide succinct, edited and well written captions for all high-quality images. Captions to be embedded in the images and shared separately as a word document;
  • Ensure consent forms are signed by every subject and/or guardian in the case of children as per UNICEF guidelines;
  • Work in close coordination with the communication and programme focal points in UNICEF Lao PDR Country Office.

The photographers on this LTA may be required to work on Saturdays and Sundays, based on the requirements of the assignment.

Deliverables

  • For each shoot day, provide edited photos in large JPEG format as per the minimum specified per shoot;
  • Images need to be embedded with captions in IPTC code format;
  • Captions also need to be submitted in a separate Word document;
  • Final HD with all images shot during the assignment to be provided to UNICEF;
  • Consent forms signed by subjects, and guardians in the case of children as per UNICEF guidelines;
  • Photos required urgently can be shared electronically with UNICEF;
  • All photos taken during a shoot should be delivered to UNICEF within one week after the shoot ends.

UNICEF retains copyright over all images shot during the course of an assignment. Copyright will appear as “UNICEF Laos/Year of shooting/Photographer’s last name”. The photographer may be required to travel to remote, hard-to-reach areas to get relevant pictures.

To qualify as an advocate for every child you will have…

  1. Degree in communications, arts, media or any relevant field is an asset and/or certificates in photography is an asset;
  2. Minimum three years’ experience in photography;
  3. Contribute regularly to leading news agencies, bilateral and multilateral agencies, NGOs etc.;
  4. Fluency in English is required and preference will be given to photographers who speak Lao language.

Evaluation Method and Criteria

The selection for the LTA will be on the basis of technical evaluation & financial offer in the ratio of 70:30. The cumulative analysis method (weight combined score method) shall be used for this recruitment:

Technical Qualification (Max. 100 Points; Weight: 70 %)

  1. Cover Letter – Explaining the motivation for applying and also explaining how the qualifications and skill-set of the candidate are suitable for this position (10 Min Marks/ 15 Max Marks).
  2. Relevant educational qualifications of the candidate (15 Min/ 25 Max Marks).
  3. Relevant work experience (25 Min/30 Max Marks).
  4. Work Samples– This includes three previously designed documents and their accompanying briefs. (20Min/ 30 Max Marks).

Financial Proposal (Max. 100 Points; Weight: 30 %)

Lump-sum offer with the cost breakdown: Consultancy fee, travel costs (economy class), per-diem to cover lodging, meals, and any other cost related to the consultant's stay in Vientiane, including transportation inside the city and other costs. The travel (if involved) shall be based on the most direct and economy fare.

No financial information should be contained in the technical proposal.

The maximum number of points shall be allotted to the lowest Financial Proposal that is opened/evaluated and compared among those technically qualified candidates who have attained a minimum 70 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.

The applicants should provide medical insurance covering medical evacuation for the whole duration of the assignment -as part of the financial proposal submission.

The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview.
