How can you make a difference?

The Social Policy and Economic Analysis section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual contractor to provide support to the Regional Adviser, Social Policy and Economic Analysis in managing the different knowledge produced by the Regional Office and Country offices in the area of Social policy; coordinating the organization of all virtual events/ conferences including all knowledge management/ sharing platform to ensure high quality, efficient and effective event organization as well as to maintain strategic advocacy and communication for the section. The individual contractor will focus on coordinating activities with participating UNICEF COs, other Regional Offices (Ros) and HQ, colleagues from other UN agencies, academics, government partners, resource persons from think tanks /relevant institutions and the private sector. The individual contractor is also expected to provide support on additional assignments planned by the section.

Work Assignment:

Under the direct supervision of UNICEF EAPRO’s Regional Advisor of Social Policy and Economic Analysis, the individual contractor will support the Social Policy and Economic Analysis Section to carry out the following tasks and activities:

1. Manage and coordinate the organization of all key social policy events, conferences, webinars and training (capacity building) sessions including:

  • Public Finance for Children (PF4C) Training for COs.
  • Capacity building on Research and Evidence, Research and Ethics and Political Economy Analysis.
  • Capacity Building and peer support group on Child Friendly Cities and Local Government in EAP.
  • Training on multi-dimensional child poverty measurement.
  • Evidence for Action: Social Protection International Research Conference.
  • Regional "Growing up Urban" Child Friendly City Conference.
  • European Union-Public Finance Management (EU-PFM) Facility Inception Workshop Webinar.
  • Child Friendly Cities Initiative (CFCI) and Private Sector (real-estate developers) initiative / workshop.
  • Shock responsive social protection related webinars/ events.

2. Handle knowledge management and the development of social policy publications especially, Social Policy working papers and its dissemination and use:

  • Coordinate and manage the development of all Social Policy working papers with relevant parties.
  • Strengthen policy advocacy for children's rights - EAP Innocenti Report Cards (publication).
  • Manage and update the information on Social Policy SharePoint and Social Policy Covid19 Library to serve as a reliable platform.
  • Facilitate the information sharing and submission of Bi-weekly digest for social policy section.
  • Facilitate the information sharing/ sharing of lesson learnt and best practices and challenges among Social Policy colleagues in various EAP COs on all social policy related issues.
  • Support in the design, review, summary, production and distribution of different products.

3. Support Social Policy Section on advocacy and partnership including collaboration with key partners (i.e. ASEAN, ADB, FAO, EU, etc.) and strengthening south-south coordination:

  • Virtual events with COs’ and external partners (government, think-tank, academia, UN agencies and NGOs).
  • Coordination of regional working group to strengthen multi-dimensional child poverty measurement.

The individual contractor will manage all aspects of the event organization to ensure high quality, efficient and effective event organization, and will focus on the coordination of activities with participating UNICEF country offices, other UN agencies, academics, resource persons from relevant institutions and private sector. In addition, the individual contractor will be responsible for all knowledge management related assignments for the Social Policy Section and assist with other tasks as assigned by the Regional Adviser.

Knowledge management

  • Ensure proper sharing of information among Social Policy Colleagues in various EAP COs. This includes sharing of lesson learnt and best practices and challenges in their countries context and provide platform for knowledge exchange.
  • Handle knowledge sharing with other sectors’ colleagues, i.e. via bi-weekly digest newsletter, Social Policy Covid 19 library and information sharing on Social Policy SharePoint.
  • Update information on Social Policy SharePoint to serve as a reliable knowledge platform.

Coordination of administrative / logistical arrangements

  • Support the Regional Advisor in the organization of all key social policy events, conferences, webinars and training (capacity building) sessions.
  • Develop list of potential participants, and draft meeting logistics plan – identify proper platform and other technical requirements for the meeting, arrange advance registration (if required), and liaise directly with the participants to coordinate inputs and reflect expectations in the development of the agenda/ concept note.
  • Maintain regular contacts and coordinate activities with various stakeholders including focal points of participating UNICEF country offices, partner UN agencies, international and national individual contractor s, academician, resource persons from relevant institutions.
  • Facilitate communications and advocacy of the events.
  • Performs other relevant duties as assigned by the Regional Adviser.

Planning

  • Support UNICEF in the coordination and organization of all key social policy events, conferences, webinars and training (capacity building) sessions and various meetings/ events with relevant partners.
  • Work with the SPEA team, other EAPRO sections and do own research, to identify the best research and policy interventions in the region around the area of public policy for children.
  • Keep the Regional Advisor updated on issues and potential delays and risks to the work schedule and other operational issues.
  • Maintain a calendar of activities with clear designation of focal points and respective responsibilities.
  • Support the Regional Advisor in contributing to the organization of other upcoming events.

Implementation

  • Support the Regional Advisor to manage and coordinate all aspects of the organization of all key social policy events, conferences, webinars and training (capacity building) sessions.
  • Review resource requirements for events and provide inputs related to budget adjustments and possible revisions.
  • Provide logistical, administrative and secretarial services to the organization of all Social Policy key events to ensure high quality and timely organization of the events. This includes facilitation if required during the conference/ meetings, collecting materials/presentations and preparing original documents for the conference/ meetings.

Reporting and Audit

  • Prepare monthly progress reports.
  • Prepare meeting summary of all Social Policy Meeting by consolidating discussions and agreed actions into one document for wide dissemination.
  • Prepare a final report summarizing works undertaken for the section including all completed activities, against set targets and timeline.

Estimated Duration of Contract: The assignment covers the period of April 2021 – March 2022 with the maximum of 11.5 months.

Official Travel: The individual contractor is expected to work in UNICEF Regional Office, Bangkok for the entire contract period. The usual office working modality applies.

To qualify as an advocate for every child you will have…

  • A Master’s degree (or equivalent experience) in International Development, Social Science, Communications or related field;
  • At least 3-5 years of experience in knowledge management and advocacy and hand-on experiences supporting and coordinating project activities across a large organization and with other international partner organizations;
  • Proven ability to manage relationships with UNICEF partners, other UN organizations, the private sector, academician, government partners, etc.;
  • Familiarity with UN/UNICEF operating procedures and structure;
  • Experience working/coordinating with UN agencies especially, UNICEF is an advantage;
  • Self-starter with excellent analytical and interpersonal skills;
  • Strong writing and communication skills and the aptitude to handle competing messages and priorities with multiple audiences;
  • Desirable experience in managing web-based applications such as Microsoft Teams, online conferencing; and knowledge management applications (website; inline peer review).
