Overview

Increase understanding of AI and PCVE among key stakeholders

You have:

  • An advanced university degree in Law, International Relations, Political Sciences, Data Science, Human Rights, Ethics, or related fields is required.
  • A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • At least seven years of combined, relevant work experience in fields of AI/new technologies and CT/PCVE is required.
  • A sound understanding of discourse around policies and legislation governing AI is required.
  • Experience in engaging in inter-governmental processes and/or multilateral processes, particularly in the field of countering terrorism, PCVE, security, intelligence, and technology is required.
  • Experience producing research, analysis, and written work on AI, ethics, human rights, digital risk management, as it relates to policies and programming in the field of countering terrorism, PCVE, security, and intelligence is required.
  • Experience within the UN system or similar international organizations is required.
  • Fluency in oral and written English is required.
  • Knowledge of another official UN language is an asset.

Result of Service

Increased awareness and understanding of the intersections between AI and PCVE among Member States, frontline PCVE practitioners, policy makers, programme managers and other key stakeholders

Duties and Responsibilities

Under this assignment and under the management of UNCCT’s Global Programme on PCVE, the Consultant(s) will be expected to: • Manage and facilitate semi-structured interviews with academia, civil society, trust and safety team members from tech companies, and relevant policy-makers and practitioners. • Oversee the drafting of a Practice Guide on AI and PCVE, including writing, editing, and reviewing, which will set out challenges, risks, and opportunities in this space, including providing recommendations to improve legal texts to ensure effective, rule of law-based and human rights-compliant prosecution and judiciary work, and policies and programming on AI and PCVE • Lead the development and piloting of 'Train the Trainer' curriculum designed to support the application of the guidance document to strengthen PCVE policies and programmes. • Present findings at a high-level joint launch event at the UN Secretariat in New York • Provide high quality written outputs on AI and PCVE e.g. analytical notes, drafting of reports, briefing material, talking points, presentations, and other relevant substantive materials.
