Under the Office of Emergency Programmes (EMOPS), the Humanitarian Field Support Section (HFSS) aims to provide a ‘one-stop-shop” approach to coherent field support in humanitarian crises, in addition to strengthening the UNICEF’s field capacity on emergency preparedness and risk monitoring, as well as on early recovery programming, humanitarian advocacy, and engagement with integrated missions and presences.

How can you make a difference?

Purpose of Job:

Under the supervision of the ECA/LAC desk lead, the consultant will provide administrative and technical support to the ECA/LAC desk.

Scope of Work:

1. The consultant will support the ECA/LAC Desk with the organization of Emergency Management Team (EMT) and Regional Emergency Management Team (REMT) and other senior level meetings, discussions, and communications; as well as for Technical Emergency Teams (TET’s) or any other technical teams meeting in Headquarters, Regional Offices and Country Offices to address key gaps, challenges and bottlenecks in the response and updating supporting documents (Action Tracker) and follow up on completion. 2. Support the desk with compiling, packaging relevant information and products in a timely manner to be uploaded in the HFSS SharePoint Platform for the ECA/LAC. 3. Support Country Profiles, Tip & Fact Sheets, and any other product that may be needed for information or decision purposes 4. Support the desk with the review and compilation of SitReps, Humanitarian Performance Monitoring and Funding data for quality assurance and any other reports or Information Management products as needed.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in social sciences, public administration, law, public health, nutrition, international relations, business administration or other related disciplines.
  • A minimum of 2 years of progressively responsible professional work experience at the national and international levels in program/project development, emergency preparedness, research and analysis, and/or monitoring and evaluation.
  • Strong writing skills and demonstrated ability to collect and analyse data in an efficient and effective manner. Direct experience in, and/or familiarity with, UNICEF emergency operations is an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Financial Proposal:

Please submit your CV and indicate your ability, availability, and gross daily/monthly rates per (in US$) to undertake the terms of reference above. Financial proposal must be included. Applications submitted without the financial proposal will not be considered. Also, please mention the earliest date you can start. Also include travel costs and daily subsistence allowance, if travel is required as per TOR.

Payment of professional fees will be based on the submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
