In 2015, UNICEF has established a Global Shared Services Centre (GSSC), located in Budapest Hungary processing transactions on behalf of UNICEF offices around the world. The GSSC currently has a staff of over 300 professionals from around the world who are highly educated, young professionals many of whom are new to the UN and UNICEF.

How can you make a difference?

Under the direction of Learning & Development Specialist, this consultancy is to provide support in the research and development of UNICEF Global Induction courseware. He/she will provide logistical and administrative support to the team in Induction course delivery both here in the GSSC and globally. And will also provide support in development of fact sheets, press releases, knowledge articles and project reports.

This will involve:

  • Maintain up-to-date Global Induction course content and instruction manual for trainers.
  • Maintain a network of Subject Matter Experts to ensure the most up-to-date organizational priorities are reflected in course content
  • Assist the roll-out of the Global Induction Programme to all UNICEF Regions.
  • Assist the selection and training of a pool of trainers to ensure the long-term sustainability of the Global Induction Programme.
  • Facilitate the scheduling, delivery and follow up of Global Induction sessions.
  • Work with HR Operations to provide research and write HR articles as part of knowledge sharing within GSSC.

This a national consultancy. Applicant must proven eligibility to work in Hungary, if applicant is non-Hungarian citizen (copy of passport in case of EU citizens; work visa in case of non-EU citizens), proof must be submitted at the time of application. Office will NOT provide visa/work permission assistance.

Applicant must meet the following criteria:

  • Degree in Social Sciences or Humanities
  • Minimum 5-years of experience in related fields including knowledge and experience with coordinating and managing e-learning course enrolment
  • Proven ability to conduct research
  • Experience with managing training courses in Moodle based Learning Management Systems.
  • Fluency in English language is a requirement
  • Good analytical and communication skills
  • Ability to work well in a team

Application Instructions:

The proposing service provider must include the following attachments in their submission:

  • CV detailing education background and relevant experience
  • Financial proposal indicating the daily rate for delivery of services (based on an hourly rate). The daily rate should be expressed in Hungarian forint (HUF) or U.S. dollars (USD). The offer has to be all-inclusive and expressed in gross amounts. If/where applicable, the exchange rate to be used for currency conversion will be the United Nations rate of exchange.
  • At least two letters of reference regarding candidates’ relevant experience

Candidates will be subject to reference check during the selection process.

Successful bidders will be required to accept UNICEF’s General Terms and Conditions for Service Contracts and provide a duly filled in Vendor Registration Form.

Location: The consultant will work at the GSSC premises, located at 1077 Wesselényi utca 16/a in Budapest, Hungary. The consultant may have to work remotely if needed.

Duration: 11.5 months

Terms of employment

Consultant is responsible for arranging at their own expense life, health and other forms of insurance covering the period of their services on behalf of UNICEF as they consider appropriate. Consultant is not eligible to participate in the life or health insurance schemes available to United Nations staff members.

Consultant is responsible for determining their tax liabilities and contributions in accordance with local laws. UNICEF is tax exempt entity and cannot assume nor undertake any liability for taxes (including KATA), duties or other contributions payable by consultants on payments made under their contract with UNICEF.

Consultant will be paid by the day, based on an 8-hour workday (total hours divided by 8 to determine the number of days). Based on new UNICEF guidelines, the consultant will accrue 1.5 days of vacation per month.

Each month the consultant will issue an invoice along with timesheet to the supervisor showing work progress for that month. The terms of payment are immediate after receipt of invoice and acceptance of work. Payment will be effected by bank transfer in the currency of the offer.

Consultant is required to submit a statement of good health prior to commencement of work and to take full responsibility for the accuracy of that statement.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
