Duties and Responsibilities BACKGROUND

The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 38 Counter-Terrorism Implementation Task Force entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.

This TOR is targeted at the recruitment of an Individual Contractor to support UNOCT’s Gender and Identity Factors Platform (G&IFP) in maping relevant civil society organizations (CSOs), women’s organizations, researchers, academic and security institutes, practitioners, and existing knowledge products on gender, intersectionality and counter-terrorism and preventing and countering violent extremism as conducive to terrorism (CT/PCVE). The mapped resources and knowledge products will be organized in an annotated bibliography for use within the G&IFP respository of knowledge products on gender and intersectionality within CT/PCVE. The mapping will also identify relevant individuals, organizations and institutions engaging with gender, intersectionality and CT/PCVE at global, regional, national and community levels with the purpose of identifying types of engagement, prominent actors, geographic priorities, and relevant thematic areas. It is expected that the mapping will support the definition of priority themes and scope for the G&IFP, as well as highlight potential partners and stakeholders among the individuals, organizations and institutions mapped.

RATIONALE The G&IFP consists of a multi-faceted digital platform to support the effective integration of gender and intersectional factors into counter-terrorism and the prevention of violent extremism (CT/PCVE) through a rights-based approach. The digital hub will be integrated within UNOCT’s Connect & Learn Platform and will function as a knowledge center, bringing together UN entities, Civil Society Organizations, practitioners, researchers, and Member States to generate tools and knowledge products as well as share experiences and good practices, on integrating a gender and intersectional perspective to CT/PCVE programming. The integration of gender perspectives into the UN’s counter-terrorism and P/CVE work is guided by relevant Security Council Resolutions, including resolution 2178 (2014), 2331 (2016), 2354 (2017), 2395 (2017) and 2396 (2017), the fifth, sixth and seventh review of the Global Counter Terrorism Strategy , as well as relevant other General Assembly resolutions. Additionally, the Women, Peace and Security (WPS) Agenda, composed of Security Council resolution 1325 (2000) and subsequent nine resolutions , provide the framework for considering women’s human rights and needs within conflict and conflict- affected settings including those which relate to CT and C/PVE. Resolution 2242 (2015) specifically recognizes the differential impact on the rights of women and girls of terrorism and violent extremism, and expresses deep concern that sexual and gender-based violence is known to be a part of the strategic objectives and ideology of terrorist groups.

DUTIES AND RESPONSIBILITIES

Under the overall supervision of the UNOCT Gender Advisor the consultant will develop a mapping of relevant civil society organizations, women’s organizations, researchers, academic and security institutes, practitioners, and existing knowledge products on gender, intersectionality and counter-terrorism and preventing and countering violent extremism (CT/PCVE). The consultant will develop outputs related to the mapping, such as an annotated bibliography including the relevant knowledge products found, and a directory of relevant actors organized by thematic and geographic scope. Specific tasks for the incumbent include:

Development of a mapping of relevant actors and knowledge products - Inception report identifying a detailed workplan, including mapping activities, drafting of relevant documents and submission of final products; - Identification of publicly accessible knowledge materials related to counter-terrorism and the prevention of violent extremism and gender, identity factors and intersectionality; - Consultation with relevant actors in the field, including experts from UN entities and Member States to identify relevant actors and materials; - Consolidation of relevant knowledge materials in annotated bibliography; - Mapping of civil society organizations, women’s organizations, researchers, academic and security institutions and practitioners engaged in themes related to CT/PCVE, gender, identity factors, and internsectionality; - Develop and publish an open call survey for experts in gender and CT/PCVE (practitioners and researchers), including development of communication materials for dissemination of the call, coordination with the UNOCT communications teams, and selection of a shortlist of relevant applicants; - Organization of database of relevant actors identified in the mapping.

Qualifications/special skills Competency: - Professionalism: In-depth knowledge of and exposure to a range of issues related to gender, intersectionality and counter-terrorism and P/CVE specifically on issues related to violent extremism and terrorism, peacebuilding, Women, Peace and Security, human rights, gender equality and the empowerment of women.

  • Communication: Speaks and writes clearly and effectively, including the ability to produce a variety of written reports in a clear and concise style and to deliver presentations to external audiences with language, tone, style and format tailored to match the audience. Demonstrates openness in sharing information and keeping people informed and ability to build and maintain effective partnerships.

  • Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

  • Teamwork: Works collaboratively with colleagues to achieve organizational goals. Solicits input by genuinely valuing others’ ideas and expertise and is willing to learn from others. Places team agenda before personal agenda. Supports and acts in accordance with final group decision, even when such decisions may not entirely reflect own position. Shares credit for team accomplishments and accepts joint responsibility for team shortcomings. Academic Qualifications: Advanced University Degree (Masters or equivalent) in gender studies, international human rights law, Counter-terrorism or in a related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Experience: A minimum of 5 years of work experience as a practitioner or researcher in gender within aspects such as security, law enforcement, crime prevention, counter-terrorism or the prevention, violent extremism or international development. Proven experience in the drafting of reports and analysis of information collected through different sources is required. Good knowledge of United Nations and other counter-terrorism conventions, instruments and strategies is an asset. Previous engagement with civil society organizations, peacebuilders, academic and research institutions, international organizations, women’s organizations, and women peacebuilders desired. Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required.
