Duties and Responsibilities I. BACKGROUND

Oceans cover over two-thirds of the earth's surface, supporting lives on earth and below water, regulating climate and environmental eco-system and providing resources for social and economic prosperity. Recognising the essential roles of oceans in achieving sustainable development encompassing marine and maritime resources, environmental biodiversity and ecosystems and species and genetic resources for economic activity, social recreation and environmental sustainability, it is important to ensure their sustainable use and conservation. As the world’s largest archipelagic nation, Indonesia is strongly committed to develop a National Blue Agenda to promote sustainable development of maritime and marine resources for equitable, inclusive and sustainable growth and human well-being. To advance the achievement of the National Blue Agenda, the Government of Indonesia (GoI), under the leadership of the Coordinating Ministry for Maritime Affairs and Investment, is working closely with the United Nations in Indonesia and Development Partners (DPs) to establish a National Blue Agenda Actions Partnership (NBAAP).

The objective of the Partnership is to assist the acceleration of progress to achieve the GoI’s development targets, strengthen synergy and coordination of the implementation of government programmes with relevant stakeholders and support global agendas such as the Ocean Decade for Eco-system Restoration, UN Decade of Ocean Science and so on. To support the operational functioning of the NBAAP, a Secretariat will be established and stationed at the Coordinating Ministry for Maritime Affairs and Investment, with support from the UN system and Development Partners.

The Secretariat will facilitate and promote the implementation of cooperation activities of the NBAAP, including the following tasks: 1. Provide administrative and secretariat services to support the Steering Committee (SC), Technical Committee (TC) and Task Force (TF), including organize regular and possibly ad-hoc meetings of the SC, TC and TF, and assist them to perform their duties effectively; 2. Coordinate efforts of the partnered government’s ministries, UN agencies, DPs in preparing relevant documents for the SC and sharing them with SC Members. Documents prepared for the SC include: a. Agenda of the SC meetings; b. Summary of previous SC meeting and updates on actions taken related to SC’s decisions; c. Other relevant documents as deemed necessary. 3. Develop and maintain a database on national blue agenda programmes and projects of the GoI, UN, international development partners and other stakeholders; 4. Identify and negotiate potential external funding from various organizations, foundations and other sources; 5. Liaise, consult and cooperate with intergovernmental organizations, international organizations, non-governmental organizations, private sector and relevant organizations to promote synergetic collaboration with NBAAP; 6. Represent the NBAAP Secretariat in relevant international, regional and national meetings in order to promote its objectives in wider fora; 7. Identify areas of complementarity and synergy and recommend appropriate collaborative actions within NBAAP members and between NBAAP and external partners; 8. Encourage external partners (inter-governmental and international and national non-governmental organizations or other relevant bodies and entities) to become members of the NBAAP, and establish a working relationship with the partners; 9. Communicate and update to the SC and TC on the progress made, including preparation of reports on the work of the Secretariat for submission to the Annual Steering Committee meeting; 10. Provide support and contribute in undertaking public awareness-raising through media, both internationally and nationally: 11. Oversee the development of a range of information materials suitable for distribution to a wider audience, reflecting the aims and spirit of the NBAAP; 12. Assist with the appropriate compilation and dissemination of information materials prepared by the Government, UN and other organizations, in order to maximize the benefits of experience-sharing; 13. Keep track of international publications relevant to the Blue Agenda to ensure that Indonesia stays abreast of the latest technologies, developments and practices related to Blue Agenda; 14. Identify good practices of Indonesia to be documented and to serve as a basis for South-South collaboration; 15. Perform other functions as entrusted by the SC, TC and TF.

Therefore, the Coordinating Ministry for Maritime Affairs and Investment through the UN in Indonesia requires the service of an experienced Consultant for the Secretariat of the National Blue Agenda Actions Partnership.

Qualifications/special skills Academic Qualifications: Master’s degree in the area of environmental science, marine biodiversity, biology, environmental engineering, climate change, public relations or communications or other closely related field from an accredited college or university.

Years of experience: - At least 5-year experiences in blue economy and finances, marine management, marine technology, innovation and science, and conservation and biodiversity - Excellent knowledge on the RPJMN 2020 – 2024 related with blue agenda; - Excellent knowledge of issues related with blue agenda; - A good understanding on blue economy, marine conservation, coastal management, fisheries, aquaculture, marine technology and innovations and ocean-related regulations in Indonesia; - Possess working professional experience in working with government institutions and coordination mechanism; - Experience working with UN and/or international organizations and/or major donor agencies will be an advantage.

Competencies and special skills requirement: - Demonstrate analytical skills; - Have a conceptual and practical knowledge of environment issue especially related to ocean issues - Good interpersonal and communication skills, with the ability to effectively interact with people in a multi-disciplinary and multi-cultural environment; - Demonstrated ability to take initiative and work independently while also having the skills and interests to work effectively within teams - Fluency in English with excellent written communication skills, and strong experience writing and developing documents.
