You have:

  • A First level University degree (Bac+2) in communication, journalism, translation or related field is desirable.
  • A minimum of three years of experience in communication or journalism is required.
  • Experience in writing in English and French is desirable.
  • Experience in editing in any of the three languages (English, French, Arabic) is an advantage.
  • Fluency in English is required.
  • Fluency in French is desirable.

Result of Service

The Individual Contractor shall, within the relevant time-frame, ensure ECA SRO-NA activities, and ECA activities relevant to North African countries have visibility and are adequately echoed by the North African media. The following deliverables are expected from the Individual Contractor: • Timely production, translation and dissemination of high-quality media advisories, press releases social media posts and (when needed) brochures on ECA activities in North Africa • Photos and screenshots of SRO-NA events and activities • Poster and screensaver designs • Communication planning

Duties and Responsibilities

ECA's mission is to deliver ideas and actions for an empowered and transformed Africa; informed by the 2030 Agenda and Agenda 2063. The mission will be guided by ECA's five new strategic directions which are: Advancing ECA's position as a premier knowledge institution that builds on its unique position and privilege to bring global solutions to the continent's problems and take local solutions to the continent; Developing macroeconomic and structural policy options to accelerate economic diversification and job creation; Designing and implementing innovative financing models for infrastructure, and for human, physical and social assets for a transforming Africa; Contributing solutions to regional and trans-boundary challenges, with a focus on peace security and social inclusion as an important development nexus; Advocating Africa's position at the global level and developing regional responses as a contribution to global governance issues. The Sub-regional Office for North Africa of the ECA (ECA SRO-NA) is located in Rabat (Morocco), and serves seven member states: Algeria, Egypt, Libya, Mauritania, Morocco, Sudan, and Tunisia. The main objective is to contribute to achieving structural transformation and balanced development through the implementation of an environment conducive to the creation of employment for women and young people in North Africa. Its core functions are: Strengthening the capacity of member states in the sub-region to design and implement national policies and strategies for sustainable employment creation; Contributing to the implementation of sub-regional development priorities in line with the 2030 Agenda and Agenda 2063 with due consideration for youth and gender perspectives; Improving macroeconomic and fiscal policies, and to ensure sustainable growth; Providing relevant technical assistance to member states and to regional economic communities and intergovernmental organizations in building their capacities to sustain economic, social and political transformation, with a particular focus on employment, skills and balanced development, to ensure inclusive growth, taking into consideration access to equal opportunities for women and young people.

Background and rationale for support The ECA SRO-NA needs the services of an Individual Contractor as a communication expert to provide visibility support to its work, across its seven member countries.

Scope and tasks of work Under the direct supervision of the ECA SRO-NA communication officer, and the overall guidance of the Director of the ECA SRO-NA and in coordination with the ECA Communication team in Addis Ababa, the Individual Contractor will undertake communication-related interventions for the benefit of the ECA SRO-NA. To carry out these tasks, the Individual Contractor will: • Organize the media coverage (press, audio, and video) of the office's key events through writing and dissemination of: 1) Media advisories, 2) Press releases, 3) Social media posts, and by 4) facilitating interviews for the benefit of the office's management and experts. Depending on the needs, the coverage may encompass the media and general public in the office's 7 member countries (Algeria, Egypt, Libya, Mauritania, Morocco, Sudan, and Tunisia). • Translate or facilitate the translation of media invitations, media advisories and press releases so they can be disseminated in the office's three working languages (English, French, and Arabic). Proofread their own work and translations prior to dissemination (grammar, spelling, etc.). • Take high-quality photos of office activities and ensure they are archived on the office server communication folder. • Initiate the design of posters and wallpapers for office events, and ensure suppliers finalize them in accordance with the ECA brand book. • Ensure copyrights are respected for the office's communication needs. • Take part in meetings with the office's director and experts when needed. Plan communication activities and related purchases in coordination with the experts and the logistics team. • Monitor the impact of the communication activities carried out and report on them on a regular basis (number of articles published per communicated activity, etc.), and ensure the resulting reports are saved on the office server communication folder. • Cooperate with the UNECA communication team (headquarters and other regional offices) and contribute to the visibility of the organization's continental activities on themes North African countries are most interested in (contribution to media coverage of the Conference of African Ministers of Finance and Planning (COM2024) and the African Regional Forum for Sustainable Development (ARFSD 2024). • Coordinate with the headquarters communication team the publication of SRO-NA media invitations, press releases, and dates of upcoming activities on the UNECA website • Carry out any other duties as assigned.
