UNICEF employs a mix of approaches including community engagement, strategic communication, applied behavioural science, service delivery improvement, systems strengthening and policy advocacy, social mobilization, to advance child rights, survival, development, protection and participation.

Responding to the COVID-19 as a global pandemic, UNICEF has been supporting the Nepal Government to mitigate its spread and reduce its impact on especially vulnerable communities, by using robust Risk Communication and Community Engagement (RCCE) approaches.

In recent years, SBC initiative is focused on working with its partners to facilitated the engagement and participation of parents, caregivers, local organizations and a range of local influencers in support of positive social change in favour of children, provided technical assistance and capacity building to partners, aimed at shifting from a message-oriented to a dialogue approach, strengthened the use of social data for quality communication planning and undertaken other important efforts to prompt positive social change for children of Nepal.

The purpose of this consultancy is to provide technical assistance to UNICEF Janakpur Sectors, Province and Local levels in:

a) Collaborate with, advise and/or consult internal partners and external partners to design SBC interventions, including formulation, production and testing localized communication materials engagement and participation of key audiences to ensure maximum outreach to achieve planned social and behavioural change results

b) Confirm/verify the technical quality, consistency, and relevancy of communications strategies, including materials that are developed, produced, and disseminated to target audiences (e.g., individuals, communities, government officials, partners, media etc). Recommend appropriate multiple media formats (e.g., print, digital/social media, TV/Radio, Web, community networks, etc.). Oversee the production and implementation of multi-media initiatives for compliance with targets and plans that integrate the latest evidence.

c) Technical support to carry out SBC advocacy activities with/for a wide range of stakeholders, partners, communities, etc. to encourage/promote engagement and dialogue, inclusion, self-determination, and participation in mobilizing social, political, behavioral and cultural change to achieve sustainable programme results on children and women’s rights, equity and wellbeing. Develop/select materials and other communication tools for SBC events

d) Capacity building of Partners and local stakeholders on Risk Communication and Community Engagement (RCCE), SBC palika package and Human Cantered Design leverage internal resources of local governments in their annual plans for SBC interventions.

e) Support preparation of 64 profile hard to reach deprived communities of 32 palikas, advocate with palikas for quality services, set behavioural monitoring indicators, monitor behaviours and report progress

Scope of Work

a) Design Social Behaviour Change intervention

The consultant will collaborate with, advise and/or consult with partners to design SBC interventions, including formulation, production and testing localized communication materials engagement and participation of key audiences to ensure maximum outreach to achieve planned social and behavioral change results

b) Roll out SBC palika package The consultant will provide technical support to build capacity of Partners and local stakeholders on SBC palika package and leverage internal resources of local governments in their annual plans for SBC interventions

c) Roll out Human Cantered Design The consultant will provide technical support to build capacity of Partners and local stakeholders on Human Centred Design and leverage internal resources of local governments in their annual plans for HCD interventions

d) Develop community profile Support preparation of 64 profile hard to reach deprived communities of 32 palikas, advocate with palikas for quality services, coordinate with Partners, Palikas and within UNICF to leverage resources

e) Develop behaviour monitoring tools Collaborate with sectors, develop behavioural monitoring indicators, monitoring tools, monitor behaviours and report progress.

f) Prepare report The consultant will prepare quarterly report of overall intervention of SBC programme intervention and more specifically on the behavioural changes in 64 communities of in Madhesh Province

Minimum Qualifications required (Knowledge/Expertise/Skills required)

  • Masters degree in social sciences or any other field related to Social Behaviour and Change.
  • Minimum three years of experience in the functional area of Social Behaviour Change and closely relevant field
  • Technical knowledge in planning, advocacy, Social Behaviour and Change and emergency response
  • Experience in coordination planning, facilitation, and budgeting
  • Excellent Nepali and English writing and speaking skills
  • Relevant experience with UN agencies will be an added advantage.

Competencies

  • Good communication, coordination, analytical and facilitation skills
  • Capacity to work independently and take initiative
  • Demonstrated commitment to delivering timely and high-quality results.

Special skills

  • Experience working in an emergency context is considered as an asset.
  • Computer skills (including advanced Spreadsheet/Microsoft Excel)
