Expected duration Expected Duration: 100 working days over a period of 6 months from October 2021 with a possibility of an extension subject to the availability of funding and work requirements.

Duties and Responsibilities Duties and Responsibilities: Under the supervision of the Chief of the Capacity Building Unit of UNCCT, and the direct supervision of the Head of Preventing and Countering Violent Extremism (PCVE) Unit of UNCCT, the incumbent will perform the following functions: - Support the preparation and facilitation of national and regional workshops and events focused on strategic communications, governance, and institutional development, as it relates to preventing violent extremism. - Support the development of the substantive and technical components of the Global PCVE Programme as it relates to strategic communications capacity building training and technical assistance. - Research and gather substantive information on the use of strategic communications for PCVE as it relates to planning and implementation in Africa, particularly but not limited to East Africa. - Develop, deliver or assist in the delivery of specialized, tailored technical assistance and training to Member States, UN entities, and other potential beneficiaries on good practice communication methodology including objective setting, audience analysis, campaign design, narrative development, crisis communications, hate speech as it relates to PCVE, and measurement and evaluation. - Draft Strategic Communication workshop reports, including “flash reports”, mission reports and collect M&E data. - Assist with the development and design of strategic communications for PCVE tools, products, and materials. - Support the development of strategic relationships with Member States, civil society organisations, regional organisations, donors, and other relevant stakeholders in Africa, particularly East Africa. - Research and gather substantive information on the use of strategic communications for PCVE, in a global and local context. - Together with the Global Programme team, consult with Member States, UN entities, and other relevant stakeholders in country and at UN Headquarters to identify and assess capacity building needs, together with the Head of PCVE Unit. - Provide specialist technical advice on the Programme’s overall strategic direction and use ongoing findings and results from implementation of activities to develop and improve the Programme’s methodology and approach. - Update existing research and analysis on strategic communications, PCVE, and lessons learned to inform project delivery. - Contribute to Programme design, planning and reporting, including measurement and evaluation activities. - Contribute to raising Programme visibility through the development and design of visual products and communication materials. - Perform other duties as required.

Academic Qualifications: Advanced university degree (Master's degree or equivalent) in communications, international relations, or another relevant field. Counter-terrorism or PCVE related knowledge and experience at the national, regional, or international level is required.

Experience: Experience: Minimum of 7 years of progressively responsible experience in communications, international relations, or public relations. Experience working in PCVE strategic communications at the national, regional or international levels is required. Experience conducting workshops, trainings and capacity development for national governments, regional organisations, or multilateral organisations in PCVE strategic communications is required. Experience working on PCVE issues in East Africa is required. Experience in liaising with governments, UN agencies, funds and programmes, donors and other stakeholders, and knowledge of M&E and results-based programme is desirable. Experience in communications methodology such as social media analytics, narrative development and audience analysis is desirable.

Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required.
