Result of Service 4. Expected tangible and measurable output(s)/deliverable(s):

The Substantive Expert will be responsible for the quality and timely submission of his/her specific deliverables, as specified below. All products should be well written in English and inclusive, and have a clear, transparent, and verifiable analysis process. The evaluation team will report exclusively to the Chief of Office, OUSG-UNOCT and the Chief or the Deputy Chief of the UNODC Independent Evaluation Section.

The Substantive Expert, in close coordination and cooperation, will collaborate with the Evaluation Expert, the evaluation management group and the programme management team throughout the entire evaluation process, and contribute to the following tasks:

  • Draft inputs in relation to border security management to the inception report in line with UNODC evaluation norms, standards, guidelines and templates. This includes a desk review summary, refined evaluation questions, data collection instruments (including surveys/questionnaires and interview guides), sampling strategy, evaluation matrix and limitations to the evaluation. (respecting potential COVID-related restrictions on travel and in-person meetings). Submission to IES through Unite Evaluations for review and clearance (may entail various rounds of comments). Revise inputs in relation to the area of expertise to required changes.
  • Actively participate in data collection, in line with the approved tools from the Inception Report, and in data analysis, thereby ensuring that UNEG ethical standards for evaluation are met;
  • Contribute to the preparations of an oral briefing of initial observations to internal key stakeholders (if applicable);
  • Draft inputs – in particular in relation to border security management - to the draft report in line with UNODC evaluation norms, standards, guidelines and templates. This also includes an analysis of the performance of the project to adequately address gender equality as well as human rights issues, with concrete findings, conclusions and recommendations. Submission to IES through Unite Evaluations for review and clearance (may entail various rounds of comments);
  • Contribute to the revision of the draft report, i.e. revise inputs in relation to border security management and other parts based upon comments received from the various consultative processes (Evaluation Management Group, Project Management and Core Learning Partners), including full proofreading and editing;
  • Contribute to the finalization of the Final Evaluation Report in line with UNODC evaluation norms, standards, guidelines and templates. In addition, draft inputs to the Evaluation Brief and PowerPoint slides on final evaluation results, including full proofreading and editing. Submission to IES through Unite Evaluations for review and clearance (may entail various rounds of comments). Revise inputs in relation to the area of expertise to required changes.

According to UNOCT Evaluation Policy, UNODC rules and UNEG Norms and Standards, the Substantive Expert shall not have had any responsibility for the design, implementation or supervision of any of the projects, programs or policies that he/she is evaluating.

The OUSG-UNOCT and UNODC IES are the sole clearing entity for all evaluation deliverables and products.

The Substantive Expert shall respect the UNEG Ethical Guidelines.

5. Dates and details of deliverables/payments:

Payments will be made upon satisfactory completion and submission of outputs/deliverables as assessed by the Evaluation Management Group. Programme Management is requested to release all payments only after clearance by OUSG-UNOCT and UNODC IES, who are the sole clearing entities for all evaluation deliverables and products.

6. Indicators to evaluate the Substantive Expert’s performance

Timely, satisfactory, and high-quality delivery of the above-mentioned outputs as assessed by Evaluation Management Group and UNOCT (in line with UNODC norms, standards, guidelines, and templates as well as UNEG Standards and Norms).

Work Location Home-based with possible travel to UNOCT Regional Programme Office in Budapest and selected beneficiary’s member states in Botswana, Sri Lanka, the Philippines and CARICOM IMPACS (if and as COVID travel restrictions allow)

Expected duration 42 working days from the start date with a possibility of extension subject to the operational requirements and the availability of funds.

Duties and Responsibilities 1. Background of the assignment:

The United Nations Countering Terrorist Travel Programme (CT Travel Programme), a flagship global initiative of the United Nations Office of Counter-Terrorism (UNOCT), assists Member States in building their capabilities to detect and counter terrorists and serious criminals by using advance passenger information (API), passenger name record (PNR) data to improve the use of international databases of known and suspected terrorists and criminals and enhance international information exchange, in accordance with Security Council resolutions 2178 (2014), 2396 (2017), and 2482 (2019), international standards and best practices, human rights principles, and relevant privacy laws.

In an “All-of-UN” partnership with the United Nations Counter-Terrorism Executive Directorate (CTED), the United Nations Office on Drugs and Crime (UNODC), the International Civil Aviation Organization, the United Nations Office of Information and Communication Technology (OICT), and INTERPOL, the programme provides comprehensive and tailored assistance to beneficiary Member States in legislative, operational, transport industry engagement, and technical areas.

This includes the licensing and deployment of the United Nations ‘goTravel’ software system. The programme has been designed in accordance with human rights principles and United Nations policies in this regard in line with the overall principle “do no harm. Due diligence to incorporate cross-cutting aspects of human rights and gender equality have been applied and all activities have been subject to a detailed human rights and fundamental freedoms compliance and risk assessment/mitigation.

The programme aims to achieve the following with assisted members states. - enhanced awareness and use of passenger data to stem the flow of FTFs and other serious criminals, - establishment and/or strengthened legislative frameworks to regulate the collection, transmission, use, retention, sharing and protection of passenger data in compliance with UN Security Council resolution among assisted member states - effective Passenger Information Unit (PIU) in place for assisted member states and embedded in their national law enforcement structure, to facilitate a passenger data single window, which has the capacity to use an intelligence-led approach to conduct risk assessments, implement appropriate targeting measures, as well as identify, detect, and intercept terrorists and other serious criminals.

- access to an effective and supported UN software solution, goTravel, to be used by their PIUs in carrying out their functions UNOCT in joint collaboration with UNODC have commissioned this independent mid-term evaluation with the purpose provided below.

2. Purpose of the assignment:

The purpose of this assignment is to undertake, in collaboration with the team lead, an independent mid-term evaluation of this programme, in line with UNEG norms and standards and evaluation requirements at UNOCT and UNODC. Moreover, the evaluation should take stock of achievements of the programme since its inception and gather initial lessons from programme implementation experiences. The independent mid-term evaluation will support programme managers and stakeholders to identify and understand successes to date, identify problems that need to be addressed and provide stakeholders with an external, objective view on the programme status, its relevance, how effectively it is being managed and implemented, and whether the programme is likely to achieve its overall objectives, including whether implementing partners are effectively positioned to achieve maximum impact.

3. Specific tasks to be performed by the Substantive Expert: Under the guidance and overall supervision of the Chief of Office, OUSG-UNOCT, the Substantive Expert will collaborate with the Evaluation Expert and the evaluation management group throughout the entire evaluation process, and contribute to the following tasks:

  • Provide substantive inputs in relation to border security management to the whole evaluation process and to all deliverables;
  • Draft inputs to the inception report (with the evaluation design and the detailed methods, tools and techniques), the draft and final evaluation report, as well as the Evaluation Brief and the final presentation;
  • Actively participate in data collection and data analysis, ensuring that UNEG ethical principles are fully met;
  • Revise inputs in relation to the area of expertise to all deliverables based upon comments received from the various consultative processes (Evaluation Management Group, Project Management team and Core Learning Partners), including also full proofreading and editing;
  • Ensure that all deliverables mentioned in these terms of reference are submitted in a timely and satisfactory manner, and in line with the quality criteria checklist.

United Nations Considerations Academic Qualifications: Advanced university degree (Master’s degree or equivalent) in the field of security political science, law, international relations, science, counter-terrorism or other related fields is required. A first level university degree (Bachelor’s degree or equivalent) in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Experience: - A minimum of 10 (ten) years professional technical experience in border security management, aviation, road and/or maritime security;

  • Professional technical experience in the field of evaluation or related field, including a track record of conducting various types of evaluation at the international level, preferably with experience in conducting evaluations for the United Nations is desirable;
  • Experience in working in a team is required;
  • Knowledge and experience of the UN System and in particular of UNODC/UNODC is desirable;
  • Knowledge of quantitative and qualitative methods is desirable;
  • Knowledge of security requirements and interception of FTFs is desirable;
  • Experience in gender sensitive evaluation methodologies and analysis, and understanding of human rights and ethical issues in relation to evaluation is desirable;
  • Experience in presenting and communicating complex evaluation or research results in a structured manner (in reports, briefs, presentations, etc.) is required. Language: English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
