How can you make a difference?

The Programme Section, UNICEF Thailand Country Office (TCO) is seeking an individual contractor to support the country office in the implementation of its emergency preparedness and response plan including field planning, coordination, implementation, monitoring and evaluation.

Work Assignment:

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primary, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.

Emergency Preparedness

• In collaboration with the program sections assist in the coordination, implementation, monitoring and evaluation of the preparedness and response plan of action for emergency.
• Identify formal and informal sources of information and collect, interpret, and analyses available data to monitor the situation and its implications to the emergency preparedness and response operation.
• Conduct regular field visits to monitor the implementation of the activities and to identify available resources in emergency prone areas.
• Provide technical support and guidance to UNICEF partners and build their capacity in emergency preparedness and response.
• Actively participate, contribute, and represent UNICEF at the national and sub-national inter-agency coordination mechanisms.
• Keep the effective flow of information and communication channels between the different program sections and between the field and the national level in areas related to emergency preparedness and response
• Provide briefings and draft situational and humanitarian updates as required.
• Regularly update the emergency preparedness and response plans including in the UNICEF internal emergency preparedness platform (EPP).

Emergency Response

• In the event of an emergency, coordinate and assist in the implementation of the initial operational tasks related to emergency assistance.
• Collect reliable information to verify the nature and the extent of the emergency.
• Coordinate with UNICEF partners, the program sections, and other relevant key stakeholders on the rapid needs’ assessments, ensuring these cover UNICEF’s priority areas as defined by the Core Commitment for Children in Emergencies.
• Coordinate and assist in the implementation, monitoring and evaluation of the emergency preparedness and response plan.
• Undertakes field visits to emergency project areas, to assess local conditions and monitor the status and the effectives of projects implementation.
• Identify, recommend, and coordinate the implementation of corrective actions to address problems and constraints in project delivery.
• Support in the identification of urgent staffing and procurement requirements
• Actively contribute and represent UNICEF in the interagency coordination mechanisms at the national and sub-national level.

• Draft situational reports, emergency humanitarian updates and prepared inputs for humanitarian and donor appeals as required.

  End Product:

• Monthly report on planning, actions and progress.

• Final report on actions and achievement.

Estimated Duration of Contract: 1 July 2021 – 31 December 2021 (6 months).

Official Travel: Official travel may require upon necessity.

To qualify as an advocate for every child you will have…

• University degree in one of the following fields: social sciences, law, international relations, or other related disciplines.
• Two years of relevant professional work experience at the national and/or international levels in humanitarian program/project development, planning, implementation, monitoring, and evaluation.
• Previous training/professional experience in emergency preparedness and response and in working with refugees highly desirable.
• Solid understanding of local context.
• Ability to regularly travel to the field.
• Fluent in English and Thai (written and spoken).
• Experience working with UNICEF and other humanitarian organizations an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
