How can you make a difference?

UNICEF digital solutions continue to grow exponentially, expanding from internal operational solutions to include programme effectiveness solutions. This consultancy is to support the activation and implementation of the Internet of Good Things (IoGT)

initiative in the Middle East and North Africa, as the platform transitions into v2.0.

IoGT hosts mobile-packaged content designed to make lifesaving and life-improving information available for free, even on low-end devices. The new version reimagines IoGT as a progressive web application (PWA) that offers offline content access for smart phone users and enhanced feature support for site customization.

The innovation will be the first PWA of its kind, rendering an HTML-based view for feature phone users and progressing to a javascript-enabled environment when accessed via smart phones, tablets, and desktop browsers. IoGT v2.0 offers the opportunity to scale web-based resources via progressive web applications

without further expanding the digital divide.

Scope of Work

Monitor and Provide Technical Support for MENAR IoGT CO Platforms

• Liaise with country focal points to ensure IoGT’s purpose and application is embedded within CO programme objectives.

• Master the IoGT content management system and build the capacity of country focal points within MENAR to support with implementation.

• Provide ongoing technical support and capacity building to 5 COs for developing surveys, polls and quizzes on the IoGT platform through one-on-one clinics.

• Support focal points in the adaptation of the IoGT monitoring and evaluation plan to local objectives and Country Operational Plan.

Develop, Manage and Launch IoGT MENARO Platform

• Work in close collaboration with national colleagues, IoGT Global Team, colleagues in RO and HQ to develop and coordinate the implementation/ implement IoGT Deployment Strategy in alignment with IoGT Deployment package.

• Work closely with IoGT Global Team to localise content/coordinate the localisation of content (language/translation) and user interface towards creating a Minimum Viable IoGT platform to test with users and partners ahead of launch.

• Work closely with CO colleagues, IoGT Global Team, RO colleagues to successfully launch IoGT regional and in-country platform as per Launch Plans.

• With support from IoGT Global Team, liaise with Mobile Network Operators/Facebook Free Basics to ensure effective management of required mobile services.

Knowledge management, documentation and learning

• Establish and maintain clear documentation on IoGT implementation and operations in the country using corporate KM tools (ECM, SharePoint, Yammer etc) including leading on the documentation of IoGT achievements through blogs and articles on UNICEF/partners/national/international press websites.

• Monitor and evaluate usage of IoGT and understand incentives and constraints involved between high-level users and low-level users.

• Establish system to ensure that information collected via IoGT is available to program staff.

  • An Advanced Degree in a relevant field such as ICT, communications, social sciences, public health or similar fields. A first University Degree in a relevant field combined with 3 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • At least two years working experience with digital communication platforms managed through a content management system;
  • Proven ability to conceptualize, plan and execute ideas as well as to transfer knowledge and skills;
  • Strong communication and collaboration skills with experience in consensus building to meet project goals and timelines;
  • Ability to work independently, has sound judgement and strong organizational skills;
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships;
  • Experience with a high-level communications campaigns across multiple mediums, with national brand recognition.

TRAVEL CONSIDERATIONS:

Remote/ home based consultancy, no travel required.

For individual contractors and consultants, all travel arrangements to commence the assignment, including insurance and visas, will be managed and paid by the individual. Therefore, expected travel costs must be included as a budget item in the financial proposal. Should “mission travel” be required, UNICEF will manage and pay for travel via Travel Authorization. However, this will be subject to the following prerequisites: Medical Clearance, Security Clearance through the Travel Request Information Process (TRIP) system, the Basic and Advanced Security in the Field Trainings, Travel Visa, and liability waiver. Trip prerequisites will be met at the expense of the consultant.

Travel cost shall be calculated based on economy class travel, regardless of the length of travel. Costs for accommodation, meals and incidentals shall not exceed applicable daily subsistence allowance (DSA) rates, as promulgated by the International Civil Service Commission (ICSC at http://icsc.un.org). The consultant must travel on UNICEF approved airlines.

Payment Schedule:

PROPOSED PAYMENT SCHEDULE: Monthly

UNICEF will pay a lump sum payment monthly, based on submitted progress reports. Workplan will be discussed and agreed upon with supervisor at the beginning of each month.

Qualified candidates are requested to submit:

  3. Financial quote as a lump sum, inclusive of professional fees, travel/administrative/subsistence costs, if applicable
  4. Names of three referees

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
