Where there are no supplies, there are rarely results for children. Strong supply chains save lives. They are fundamental building blocks of national welfare systems, core drivers of UNICEF’s results, and necessary for attaining the Sustainable Development Goals. Globally there is continued increase in financial resources dedicated to providing health commodities to vulnerable communities in developing countries. To help ensure that these commodities ultimately reach intended beneficiaries, there has been an increase in investments being made to the supply chain; with the broad objective to strengthen in-country supply chains systems that have the mandate to deliver products to the final users - particularly children. In many countries, supply chains have suffered many years of under-investment, resulting in sub-optimal performance across most of the key supply chain functional areas such as infrastructure, data, human resources and overall process capability.

One of the fundamental challenges found in many supply chain systems is making logistics/supply chain data available timely and accurately for decision making. Some of the wide-ranging challenges identified include the collection, review, aggregation, analysis and interpretation of logistics/supply chain data and the development and dissemination of reports across most tiers of the supply chain. UNICEF together with its partners globally, continues to channel efforts towards helping countries improve their data systems through new findings, concepts, tools and standards setting. UNICEF works closely with WHO in the analysis, interpretation and reporting of data provided by countries globally.

The UNICEF Child Service Outcome (CSO) evaluation tool, formerly known as the End-User Monitoring (EuM), is a beneficiary-centred engagement that aims to understand and assess whether last-mile available services & products are reaching the intended recipients and having the intended impact on their well-being.

It is a multi-layered access and coverage evaluation survey whose findings are used to guide improvements in supply chain management, product design and programmatic interventions. It can be adapted and conducted across multiple programmes, including health, education, water, sanitation and hygiene (WASH) and other social welfare services. Social welfare workers and/or other community-based organisations engage district-level workers, service providers and recipient households to identify good practices and barriers to access and coverage.

The tool takes the form of a comprehensive survey that measures the extent to which provided services and commodities have been: - Delivered and made available in a timely and continuous manner to satisfy the needs of beneficiaries; - Appropriately stored, managed or delivered to ensure a high degree of service and quality; - Designed to be fit for purpose and capable of fulfilling the needs of beneficiaries.

The CSO tool also helps to assess the appropriateness and suitability of the commodities distributed, understanding and acceptability of the services administered and expected benefits of the assistance provided.

OBJECTIVE: The objective of this assignment is to analyse current End-User-Monitoring data sets from multiple countries for visualization and descriptive reports, and to develop and design new Child Service Outcome Tool indicator set, to develop a guideline for the Child Service Outcome tool for use by UNICEF regional and country offices, partners, and governments.

Scope of Work: DESCRIPTION OF ASSIGNMENT:

The Consultant will report to the Specialist, Nutrition Strengthening and work under the general supervision of the Manager, Data Analytics & System Strengthening Coordination Unit on the following assignments and tasks.

• Database development. This responsibility includes cleaning, mining, and exploiting available End-User-Monitoring (2020,2021 and 2022) raw data files and developing a data base that serves as the source for the decision-making dashboards. • Indicator development (core and sector specific). Review and update the set of core EuM indicators to meet newly identified needs to address programmatic and supply barriers, measure the quality of provided services and products and influence product innovation and design across Nutrition, Health, Immunization, and other relevant sectors. • User guideline. Review the existing guideline and update it support field-level efforts of deploying the EuM and inform the potential analyses that will drive evidence-decision processes for government and UNICEF staff.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • At least 5 years work experience in data analysis/managing large data sets including conducting analysis of health/nutrition data at country and global level.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Knowledge/Expertise/Skills required: Experience in research questionnaire development and survey design in development sector Experience with R/STATA or any other statistical software is required

EVALUATION PROCESS:

UNICEF considers best value for money as a criteria for evaluating potential candidates. As a general principle, the fees payable to a consultant or individual contractor follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Please note that consultants and individual contractors are responsible for assuming costs for obtaining visas and travel insurance.

Applications that meet minimum requirements will be assessed by the following breakdown: 70% Technical Proposal / 30% Financial Proposal.
