Background

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. The individual contractor is part of RSC PFP team LACRO which provides technical leadership, support, and quality assurance on Business Engagement1 for all 24 Country and Multi-Country Offices in Latin America and the Caribbean (LAC) and the Regional Office (LACRO).

We engage with and on business in any relevant way: - with business stakeholders (companies, business leaders, industry chambers, CSR / Sustainability associations, consultants, business academy, …) to promote and accelerate the children rights agenda, - with governments and industry regulators on regulating business for them to respecting children rights.

Purpose of the Assignment

The individual contractor would be responsible for supporting the Corporate Alliances agenda, including the roll out of the Business for Results (B4Ri) and continuous promotion, technical support on the Child Rights and Business (CRB) agenda to Country Offices of UNICEF in LAC, and engagements with companies, key business stakeholders, multi-stakeholder platforms and key influencers in the private sector.

Under the general guidance of the Corporate Alliance Specialist, and in coordination with Planning and Programme colleagues and B4R/CRB Focal Points in LAC Offices, the contractor will be responsible for supporting the coordination, planning, development and follow up of the business engagement strategies in the Regional Office and at CO level.

Main accountabilities include:

  1. Support the implementation of B4R strategy in the LAC region
  2. Develop B4R strategies for increasing engagement/ participation of business to programme results in LACRO, and COs in the LAC region.
  3. Provide technical support/advice to country offices in their Business Engagement / CRB / B4R planning and implementation as well as supporting capacity building in the region.

Specific Tasks

1. Technical Support COs on Business Engagement (B4R/CRB/Business Engagement)

a. The Corporate Alliances contractor should be able to provide technical inputs for B4R/CRB Focal Points and foster its network.

b. The contactor will organize 12 monthly meetings with colleagues from Country Offices and 4 thematic webinars. Also, the contractor will be the first filter for queries from Country Offices colleagues.

2. Promotion and support to COs on B4R

a. Ongoing communication, training and supporting team members at the Country Office level and the Regional Office. b. The contractor will coordinate the provider of “Business Landscape Analysis for UNICEF Country Offices” and ensure the quality of 8 BLAs to be delivered Q1 2022. c. The B4R contractor should work closely with PFP and Planning teams in the Regional Office, and with designated Master Trainers, to coordinate B4R trainings for selected Country Offices and engage on a follow up plan for Offices undergoing their 4-year planning process. A minimum of 6 trainings will be coordinated during the 12 months period.

3. Regional lead for specific agendas - The following agendas are expected to be led by the B4R contractor, through which the person should coordinate closely with Programme colleagues to deliver products during the duration of the contract. These two agendas are as follow:

a. Family Friendly Workplace Policies, understood as the promotion and evidence-building of workplace policies conducive to parenting and early child development, including work in the informal economy and Small and Medium enterprises. The contractor will have to:

i. Deliver a promotion strategy for FFWP as part of the 12 months workplan ii. Launch and coordinate a thematic group of experts from the Regional and Country Offices. iii. Achieve by the month 12 a clear progress (TBD in the workplan) in term of adoption of FFWP agenda across the region and engagement with key stakeholders to accelerate the agenda.

b. Child Rights and Business, understood as the promotion of a child-centered focus on the overall Human Rights and Business agenda

i. Co-design, together with OHCHR, a diffusion strategy to sensitize relevant actors (Governments, UN agencies, Civil Society) on the new trends of Human/Children Rights and business ii. Coordinate activities committed in this strategy.

4. Knowledge Management – Document and share best practices in the region for reapplication both within the region and globally, promoting peer sharing amongst ROs, CO and National Committees, and South-South COs peer sharing.

a. The Contractor will elaborate the “Annual Report on Business Engagement in LAC” b. The contractor will support the organization of the annual B4R BootCamp, in April/May, to promote best practices and peer learning for colleagues.

Expected Results [measurable]

  • The Corporate Alliances plan under Private Sector Plan at the Regional level and country office is aligned with UNICEF’s global private sector strategy, B4R and the CRB priorities, and is translated into concrete plans and measurable goals.
  • The Corporate Alliances/B4R/CRB Focal Points at the Country Offices and LACRO are motivated, performing at its best and achieving results. And these teams are growing according to the CO ambition to engage more with/on business.
  • Technical advice and follow up are provided to Country Offices and programme experts on agendas, including Early Childhood Development and Child Rights and Business
  • The roles and responsibilities in the regional offices and country offices are clear for all staff to contribute and ensures the entire country office collaborates to achieve B4R goals.

Minimum Requirements and Qualifications

Education

Advanced University degree in Business, Law, Public Administration, International Development, or other relevant field (A first level university degree with relevant combination of academic qualification and additional 2 years of relevant experience will be accepted in lieu of an advanced university degree.)

Work Experience

  • At least 3 years of relevant professional experience in Sustainability, Partnership
  • Development, Human/Child Rights and Business, business consulting and/or CSO
  • management,
  • Familiarity with development / UN / UNICEF programming is an asset.
  • Experience in, and knowledge of, the Latin American and the Caribbean is an asset.
  • Languages
  • Fluency in English and Spanish is required.
  • Knowledge of another UN language used in the LAC Region is considered as an
  • asset.

Supervision

The individual contractor will work under the direct supervision of the Corporate Alliance Specialist and in close collaboration with Planning colleagues.

Workplace

The individual contractor may work either from home or from office in Panama, both options are acceptable, or a mix of both.

Duration

This contract will have a duration of 11.5 months, starting approximately on 1 September 2021.

Travel

Should travel be involved:

Travel will be covered by UNICEF as per policy.

  • Travel costs will be estimated and added to the contract once they are determined based on UNICEF Financial Rules and Regulations.
  • For agreed country visits, the contractor/consultant will be responsible in administering their own travel. UNICEF will reimburse travel related expenses based on actual costs or on the below criteria whichever is lower and upon presentation of receipts.
  • Any travel involved should be budgeted according to UN Travel Standards as a ceiling.
  • UN Secretariat Administrative Instruction on Official Travel, ST/AI/2013/3: Sect. 4, para. 4.2, numerals (d) and (e)
