The Communication Section, UNICEF Thailand Country Office (TCO) is seeking an individual contractor to be responsible for assisting the Communication Specialist (Public Advocacy and Supporter Engagement) in building and rolling out a concrete plan of action to grow and deepen the engagement of young people in Thailand, including through U-Report reactivation and recruitment campaign, ongoing management of U-Report with a clear annual plan for digital youth engagement through the platform, recruitment of and communications with Youth Advocates, support for public advocacy campaigns and initiatives, designing of meaningful touchpoints and engagement initiatives for young people both online and off-line, such as UNICEF Clubs and UNICEF’s Young People Advisory Board (YPAB), with special focus on UNICEF Thailand’s advocacy priorities and the Young People’s Resilience, Connectedness and Empowerment programme priorities.

The consultant reports to the Communication Specialist for Public Advocacy and Supporter Engagement (P-3), and will also work closely with the Digital Specialist given the digital nature of UNICEF Thailand’s digital engagement particularly around U-Report, and will act as a key member of the Communications Team, working collaboratively with other communication team members responsible for campaigns, supporter engagement, media, digital engagement and content, as well as with key programme and PSFR teams to ensure an integrated approach to youth and supporter engagement.

Work Assignment:

Working under the guidance of the Communication Specialist, the Youth and Supporter Engagement Consultant’s main duties and responsibilities include:

  • Implement a youth engagement action plan, in coordination with programme/advocacy/fundraising teams, responsible for engagement tools, platforms, and plans for touch points with young people based on programmatic and advocacy priorities.
  • Work with a third-party vendor to relaunch the U-Report platform, UNICEF’s interactive social messaging tool (LINE channel) and data collection system, to support planning and implementation acquisition campaign of U-Reporters through different outreach strategies, and to interact with U-Reporters through various online and offline activities.
  • Manage U-Report Facebook page including content creation (in partnership with programme colleagues) and marketing to highlight the contribution of young people and UNICEF’s initiatives for young people.
  • Develop an annual U-Report youth engagement plan with timeline (covering surveys, LINE messaging journey, and a content plan for U-Report website and U-Report FB page)
  • Work closely with the Digital Specialist and coordinate with the content team to ensure synergies across all UNICEF Thailand digital channels and content planner
  • Serve as a focal point for UNICEF Club initiative, supporting the management and expansion of Clubs.
  • Under the guidance of the supervisor and the Communication Chief, support youth engagement activities in TCO requiring digital engagement/youth activation, content planning and execution, and communication coverage with focus on programmatic priorities around adolescent and youth development (e.g., Young People Advisory Board activities) and advocacy priorities.
  • Identify, build and manage relationship with potential youth advocates/influencers to promote, amplify and support issues related to young people’s rights and development, such as climate change, youth mental health, online safety, youth participation, etc.
  • Develop compelling marketing and advocacy contents and tools that tell the story of young people’s positive contributions to society and that amplify the voices of young people, ensuring the content is appealing to young people, existing and potential supporters, UNICEF Thailand’s digital followers, with clarity on what we want them to think, feel and do.
  • Work with programme teams on potential integration of online/offline youth engagement and participation strategies on selected initiatives/campaigns/special events, guided by the office’s advocacy strategies and associated Public Advocacy and Communications Plans.
  • Identify, build and manage relationships with potential partner(s) for youth engagement and participation, including partners from civil society, foundations, the UN, as well as the private sector.
  • In coordination with the Communication Officer (Public Advocacy and Supporter Engagement), draft monthly newsletters for UNICEF non-financial supporters.
  • Support the deployment and implementation of selected youth engagement and participation initiatives/campaigns from Global/HQ and RO as appropriate and agreed in the office.

End Product(s):

  • Strategic and successful youth and supporter engagement programme implemented and its KPIs achieved. KPIs include, but not limited to, # of U-Reporters recruited and engaged, # of U-Report Facebook followers, and # of youth advocates recruited.
  • U-Report platform successfully relaunched and reactivated using LINE platform for acquisition campaign and interaction with users.
  • At least 12 youth and supporter engagement contents per month created and disseminated through relative platforms and channels.
  • UNICEF Club base expanded and active to support UNICEF programmatic, advocacy and/or fundraising priorities.
  • Regular monitoring and evaluation activities undertaken according to the work plan and action plans updated as necessary to ensure maximum impact and continuous improvement.
  • U-Report: Review reports, e.g., Inception Report, from U-Report campaign vendors and conduct regular meetings to monitor their progress.
  • UNICEF Club: Conduct an annual survey to assess the Club’s activities and motivation level.
  • Assist the Communication Specialist and Public Advocacy team to conduct a baseline study or final study regarding the Office’s Advocacy Priorities.

    Official Travel Involved: Official travel may require upon necessity.

Duration of Contract: 11.5 months during the period of 1 August 2022 – 15 July 2023.

Working Location****: Flexible working arrangement, with partial presence on a weekly basis in the office (minimum 2 days) to ensure strong working relationship and coordination with all colleagues. Meetings with UNICEF staff and external partners both virtually and in-person (COVID-19 situation permitting) are required.

To qualify as an advocate for every child you will have…

  • Bachelor’s Degree, ideally in communications, marketing, digital communication, social sciences international development, or a related field
  • At least 4 years of project planning and management experience with heavy focus on youth engagement
  • Proven experience working at all levels of project deployment and at all points of a project life cycle.
  • Knowledge of various communication and engagement digital tools to effectively provide participation platforms to young people is a plus
  • Strong communication and collaboration skills with experience in consensus building and in motivating cross-functional teams to meet ambitious project goals and timelines.
  • Experience in creating or managing content and communications materials for engaging young people is a strong plus.
  • Experience in campaign development and execution
  • Experience in managing social media channels and tools
  • Experience in strategy development and execution
  • Web content management experience is a plus.
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships.
  • Demonstrates, applies and shares expert technical knowledge across the organization.
  • A history of working with local NGOs and managing multiple stakeholders, especially youth-related ones is a plus
  • Fluency in written and verbal English and Thai is essential.
