How can you make a difference?

The Communication Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual contractor to provide strategy, content, project management and knowledge management support to the EAPRO Communication/C4D section together with building a global movement for vaccine availability, affordability and equity, as a contribution to strengthening primary health care and working on strategy in partnership with Country Offices which will be linked to UNICEFs role in the supply of COVID-19 vaccines through the COVAX facility – ensuring nations are supported in their vaccine roll-outs and advocating for equitable access so the most vulnerable communities are protected.

Work Assignment:

This individual contractor will support the EAPRO Communication section to provide strategy, content, project management and knowledge management support to the EAPRO Communication/C4D section as follows:

  • To support Country offices in COVAX and COVID-19 vaccine roll-out communication and C4D strategies;
  • To support cross-UNICEF efforts to deliver the Global Advocacy Priority strategy on Vaccines in East Asia and Pacific;
  • To support national advocacy efforts, and help foster best practice and learning between countries.
  • Support knowledge management and documentation of Communication /C4D activities around COVID 19 across country offices.

With the support of key colleagues in the EAPRO Communications section, the individual contractor will be responsible for the following activities:

COVAX and Covid-19 Communication support

  • Support the development and implementation of regional advocacy and communication on COVID-19 and COVAX roll-out
  • Ensure the smooth delivery of high-profile regional advocacy and communication moments on COVID-19 vaccines/COVAX and monitor delivery of the workplan

Vaccine Advocacy Strategy project management

  • Support the design, delivery and implementation of the Global Advocacy Strategy on Vaccines for East Asia and Pacific, in close coordination with the three focus countries (Indonesia, Philippines and PNG)
  • Project manage the development of advocacy and communications resources, assets and content (e.g. key messages; advocacy briefings; content for the UNICEF website and social media) required to deliver the strategy.
  • support effective monitoring and evaluation of the strategy, ensuring it is delivering clear results for every child.

Knowledge management

  • Maintain an up to date SharePoint site with all key COVID-19 Comms/C4D resources which is easily accessible by Regional and Country Office colleagues
  • Facilitate regular webinars to disseminate information and craft a monthly internal COVID-19 Communication update for regional and global offices.
  • Work with country offices to curate lessons learnt and case studies for the regional and global database and support the organization of webinars to facilitate knowledge exchange.
  • Develop analytic reports for key communication and advocacy campaigns and initiatives. Serve as focal point for campaign reports, coordinate requests, develop guidance and templates, analyse results, and provide quality assurance.
  • Create a documentation of Communication /C4D activities around COVID 19 across country offices in the form of knowledge products that can be shared both within and outside the organization.

End Product(s):

  1. Workplan for COVID-19 vaccine advocacy and communication drafted and finalized
  2. Workplan for Global Advocacy Priority on Vaccines drafted and finalized
  3. Ongoing strategic support, project management and knowledge management to the regional office and country offices, particularly Indonesia, the Philippines and PNG.
  4. Specific projects or activities executed as planned in a timely way and with all the requested content and quality.
  5. Advocacy and communications resources, assets and content produced.
  6. A well-maintained and up-to-date SharePoint site with all COVID-19 materials.
  7. A monthly ‘newsletter’ of all COVID-19 activities in the region to be shared with colleagues in HQ and other regions.
  8. Knowledge products documenting COVID-19 Communication /C4D work across country offices in the region.

Duration of Contract: 1 June 2021 - 15 May 2022 (11 months)

Official Travel: Support missions to country offices could be required once travel related restrictions are eased out.

To qualify as an advocate for every child you will have…

  • A First University Degree (Bachelor's) degree in social sciences, international relations, public policy, international development, public relations, communication, or a related field is the minimum academic requirement.
  • At least five years’ experience in advocacy and campaign strategy development and execution, preferably on both a global and national level. Specific experience on child health and immunization is an asset.
  • Experience in developing clear theories of change, with specific, measurable and timebound objectives and performance indicators.
  • Experience in strategic public engagement activity, based on an understanding of the target audience.
  • Strong track record in writing engaging campaign narratives and delivering creative campaign tactics and products.
  • Demonstrated experience in design and management of projects, including monitoring of results.
  • Experience in operating independently and in providing expert advice and support on advocacy and campaigns.
  • Experience working for an advocacy or campaigning organization e.g. international or national NGO, UN or other multilateral organization. Knowledge of the United Nations system or other international organizations are an asset.
  • Experience working in a developing and emergency environment is an asset.
  • Knowledge of international development, humanitarian issues and children’s rights.
  • Demonstrated strong communication, presentation and writing skills are essential – a clear, concise, compelling writing style, which is adaptable for difference audiences, including mainstream public.
  • Strategic thinking and critical analysis.
  • Commitment and drive, with a clear focus on results.
  • Ability to juggle competing priorities under pressure, whilst maintaining attention to detail and meeting deadlines.
  • Creative and innovative
  • Fluency in English (both written and verbal) is required.
  • Other (UN) languages are considered an asset.
