How can you make a difference?

The Programme Section, UNICEF Thailand Country Office (TCO) is seeking an individual contractor to provide technical support on communication for development (C4D) content development and strategy implementation during the period of maternity leave.

Work Assignment:

Working under the direct supervision of the C4D Officer and the Chief of Communication, as well as with the C4D strategist contractor, the individual contractor will work to assist the implementation of C4D activities related to parenting as well as C4D and Risk Communication and Community Engagement (RCCE) materials for COVID-19 and the measles vaccination campaign. Details of the assignment are outlined below:

  1. Support the Early Childhood Development (ECD) parenting activities
  • Provide technical support to ECD section and Department of Health on reviewing and adjusting the Early Moments Matter on Mobile (EMMM) content.
  • Provide technical support to ECD section and Department of Health (DOH) on the age-group survey questions in EMMM and the analysis of the data to assess the knowledge and behavior of parents who are using the programme.
  • Work with ECD section and DOH to promote the uptake of EMMM.
  • Support the Communication section to develop social medial content related to early childhood care and development, including for World Breastfeeding Week.
  1. Support the parenting activities for adolescents
  • Develop appropriate content for teen mothers to take care of themselves and their children, to be used in the project with teen mothers based on guidance and key messages provided by the Adolescent Development and Participation (ADAP) section.
  • Provide technical support to the ADAP section to develop content on parenting of adolescents, for example understanding the adolescent development, positive communications, manage and resolve conflict, positive discipline, understanding the rules and boundaries. It is hoped that the participating families will be able to develop warm relationships, reduce stress, and improve mental health of both parents and adolescents.
  • Support the Communication teams in developing messaging and content to inform the public, including parents, of the right of adolescents, their role, capacity to contribute to in the society.
  1. Develop the content and plan engaging social media activities to promote positive parenting
  • Plan and develop series of social media content to educate on positive parenting on UNICEF social media, based on the Parenting for Lifelong Health Programme which has been implemented by the Child Protection Section in Udonthani.
  • Work with the Child Protection and Communication Section to identify innovative and engage ways to engage parents on the issue.
  1. Support the development of COVID-19 Risk Communication messages and content to promote the COVID vaccine communication
  • Based on the situation and identify needs, develop C4D messages in consultation with the C4D strategist contractor and under their guidance. Produce appropriate communication materials with suitable content for distribution to the target group.
  • Develop the content on COVID vaccine communication, based on the guidance of the C4D office / contractor on C4D strategy.
  • Support the Communication team developing messaging and content related to COVID-19 in social media communication.
  1. Develop materials for measles vaccination campaign
  • Support the implementation of communication plan for the measles vaccination campaign that target migrant children.
  • Coordinate the development, pre-testing, finalization of evidence-based communication content, messages and material on the vaccination campaign, in languages that are appropriate to the context and target groups.
  • Work with external vendors and other communication team members to develop communication materials such as videos, printed materials, graphics, and support their dissemination.

End Product:

  • Monthly report on planning, actions and progress.
  • Final product of materials developed.
  • Final report on actions and achievement.

Estimated Duration of Contract: 11 months, starting 20 April 2021.

Official Travel: Official travel maybe required upon necessity.

Qualifications or Specialized Knowledge/Experience Required:

  • Thai Nationality.
  • Bachelor’s degree in communications or related field.
  • A minimum of 4 years’ experience in C4D, communication, social science.
  • Knowledge and versatility in using community, service and other media (including digital media and social networks) platforms for communicating targeted public information and outreach messages.
  • Experience in developing information, education, communication content and materials.
  • Excellent written and spoken Thai and English.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
