The consultant will provide technical support to UNICEF Madagascar program sections on Environment and Climate Change.

Activities and Tasks 1. Technical assistance to integrate climate change and environment into UNICEF country programming and national and sectoral policies: • Mapping of relevant partners and guidance materials. • Development of information materials on key climate change and environmental policy mechanisms and processes including the UNFCCC processes. • Compile current national evidence on the constraints on children's diets posed by resource scarcity and environmental degradation, as well as by unsustainable food production and consumption patterns. • Preparation of draft guidance notes and materials on child-sensitive climate change and environmental policy and programming, including the Nationally Determined Contributions. • Support to resource mobilization. • Interaction with main partners (government, partners, private sector, UNICEF hierarchy, civil society, and community-based organizations CSOs and CBOs) and platforms.

2. Technical assistance to provide sectors and issue-specific information and help develop strategic partnerships including in the areas indicated below: • Child Rights to a Healthy Environment and environmental justice • Children and youth education, empowerment, and engagement in climate actions • Climate risk analysis and climate financing. • Climate-responsive protection interventions, particularly about climate-related migration of caregivers and other negative coping mechanisms of families. • Gendered impact of climate change on populations groups (a person who lives with a disability), including effects on GBV and harmful practices. • Mobilization of the education sector into an environmental debate. • Adaptive Social Protection. • Climate-resilient programming including direct Unicef interventions with several ministries (Youth, WASH, health, education) under the lead of Environment. • Map risks and opportunities for UNICEF strategic and programmatic engagement in sustainable food systems to provide adequate, safe, diversified, and nutrient-rich food that contributed to children's healthy diets. due to different constraints posed by resource scarcity and environmental degradation, as well as by unsustainable production and consumption patterns.

3. Monitoring of progress on child-centered regional climate and environmental actions : • Support for mapping and monitoring of UNICEF Madagascar climate-related actions. • Preparation of relevant UNICEF reporting and visibility materials that can be shared externally with relevant stakeholders. • Preparation of communication strategy and press articles.

4. Knowledge Management of key Climate and Environment resources : • Development and implementation of a regional climate and environment knowledge management plan. • Support to promotion and documentation of best practices and innovations. • Regular provision of updates and support for the organization of webinars and knowledge/training sessions. • Support for development and dissemination of knowledge products on child-centered climate-resilient policy, finance, and programming.

Monthly tasks :

The following outputs are listed below but may change subject to the evolving situations and needs of the Madagascar Country office. • Draft information materials tailored for Madagascar on key climate change and environmental policy mechanisms and processes. • Draft information materials tailored for Madagascar on climate risk analysis and climate financing. • Preparation of draft guidance notes and materials on child-sensitive climate change and environmental policy and programming. • Background research and concept notes for guidance documents and project proposals on child-sensitive climate change and environmental policy and programming. • Matrix and narrative summary of mapping and monitoring of UNICEF climate-related actions at the country level. • Preparation of relevant UNICEF presentation materials on climate change and environment for internal and external stakeholders including proposals. • Preparation of a national climate and environment knowledge management plan. • Background research notes, concept notes, technical input to products on child-centered climate-resilient policy, finance, and programming.

The consultant will prepare a report at the end of each month on assignments performed during the month.

Methodology : The consultant will work in relative autonomy but will be asked to interact with various sections, colleagues, partners, ministries, CSOs, private sector. A monthly priority work plan will be discussed between supervisor and consultant and will serve as a basis for reporting and assessment The consultant will be based in the Antananarivo UNICEF Office. The consultant may be required to travel to perform the assigned tasks in discussion and agreement with the supervisor.

To qualify as an advocate for every child you will have…

• Advanced university degree (Masters or higher) in areas related to climate change, environmental policy, environmental economics, environmental health, social sciences, and public policy.
• At least 5 years of international professional experience related to climate resilience and environmental management in developing countries.
• Strong technical, analytical, data management, and multi-disciplinary skills related to climate change and environmental management.
• Fluency in French and English; knowledge of the local language an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, per local or other applicable laws.
