BACKGROUND

The UNICEF Strategic Plan has elevated action on climate change and environmental degradation as an organizational priority, to be integrated throughout UNICEF programmes. To concretize this, the Health Section of the Programme Division developed the “Healthy Environments for Healthy Children (HEHC) Global Framework” that integrates this organizational priority across UNICEF’s health programme.. The HEHC global framework is aligned with the Strategy for Health, 2016-2030; Health Systems Strengthening Approach, and the Strategic Plan, 2018-2021.

The roll out of HEHC global framework include health workforce capacity development, partnership development, communications, advocacy, knowledge management, resource mobilization and monitoring.

As a priority: there is limited awareness on the environmental determinants of child survival, health and well-being in the health sector – particularly at primary health care level. To address this, UNICEF is collaborating with WHO to develop learning courses on Healthy Environments for Healthy Children. The planned courses are geared towards health care professionals at primary health care level that interact with children and their caregivers.

Additionally, UNICEF internal capacity development through technical briefs, webinars, and knowledge management is a priority to support effective and informed engagement in this space.

This consultancy will provide subject matter expertise to the preparation of e-learning modules for health care professionals at primary health care level to support the prevention, diagnosis, management and referral of cases associated with children’s environmental health. This task will be carried out in collaboration with an e-learning production institution that specialize in the development of e-learning courses. The immediate priority is the development of an “introductory course on children’s environmental health” and a deep dive course on “childhood lead exposure” using an E-learning format based on the WHO updated training modules on children’s environmental health.

The consultant will also provide technical support in the development of technical briefs on priority HEHC topics to enhance the knowledge of UNICEF staff. The consultant will report to the Environmental Health Specialist and is part of the Healthy Environments team led by the Senior Programme Manager in the Office of the Director, Health. The consultant will work closely with WHO and partners on children’s environmental health.

Terms of Reference / Deliverables

In close collaboration with the Senior Programme Manager and Environmental Health Specialist of PD- Health, the incumbent will:

  1. Develop e-learning modules on children’s environmental health for health care professionals at primary health care level: Under the guidance of the environmental health specialist and in collaboration with the e-learning production institution, the consultant will provide guidance on the development of introductory and deep-dive learning courses on children’s environmental health.

This includes:

    1. The finalization of detailed course outlines and resource material in consultation with UNICEF, WHO and technical partners
    2. The development of training content based on WHO’s training package for the health sector on CEH, UNICEF’s HEHC framework and resources from partners
    3. Pre-learning and end-learning assessment, audio-visual materials, country examples, and reference to major global reports
    4. Providing quality assurance, review and testing of the e-learning modules.
    5. Pilot-test the designed e-learning modules with health care providers in selected countries
    6. Support the dissemination and track update and refinement

2. Internal capacity development on toxic chemicals, hazardous waste and other environmental risks: Under the guidance of the environmental health specialist, the consultant will:

  1. Draft technical briefs on priority HEHC topics: mercury, e-waste, highly hazardous pesticides and other environmental risks to child survival, health and well-being
  2. Develop webinars, presentation and assemble resource material to support programme development in this area
  3. Assist in addressing country programming needs on HEHC such as acting as resource person in meetings, webinars and workshops

Qualifications

1)Education

  • Masters Degree in Public Health
  • Technical/public health expertise on children’s environmental health, preferably with a background in pediatrics

2) Work experience

  • Proven experience in drafting training modules or e-learning modules
  • Minimum 8 years of progressively responsible and relevant work experience in public health and country programming
  • Previous experience of working with UNICEF/ UN desirable

3) Competencies

  • Ability to organize and plan work independently, and be a team player
  • Excellent communication skills (oral and written) in English
  • Demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and meeting results.

Requirements****:

  • Completed profile in UNICEF's e-Recruitment system and provide Personal History Form (P11) Upload copy of academic credentials
  • Financial proposal that will include:
  • your daily/monthly rate (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
