Under the guidance and supervision of the Chief Social Policy, the Individual Contractor on Child Rights Monitoring will provide support for a period of six months to overall data and evidence work in Madagascar and specifically supporting the successful implementation of MICS secondary analyses, DHS and HCS surveys and a Situation Analysis of children living with disability. The Child Rights and Monitoring (Data and Statistics) Specialist will be a part of the Social Policy team and in broad terms will have responsibility for: coordinating surveys and studies at country level; identifying challenges and proposing/implementing solutions to ensure successful implementation of surveys and studies; implementing the communication and dissemination plan for completed surveys and studies; and other planned activities in relation to production of information on the situation of children in Madagascar.

How can you make a difference?

  • Support the planning, implementation and communication of surveys/data collection work planned for 2021-2022 (i.e., DHS, HCS and other surveys), working in collaboration with the National Statistical Office.
  • Assist in the management of secondary analyses of MICS data (gender, disability and urban child poverty).
  • Coordinate and support the production of the Situation Analysis of children living with disability in Madagascar.
  • Support a qualitative research project on the impact of COVID-19, in coordination with the UNICEF Office of Research – Innocent.
  • Support knowledge management of products on key areas around data, specifically surveys and other data collection work, in close collaboration with UNICEF programmatic and communications staff.
  • Produce visual and infographics of key data to illustrate the situation of children in Madagascar and to be used for a variety of internal and external products.
  • Build capacity of UNICEF staff on the use of innovative tools around data visualization and graphics.

Outputs/Deliverables

The consultant will produce a monthly workplan – in agreement with the supervisor – that will outline specific outputs and deliverables for each result area. These will include:

  • Progress report on the DHS, HCS and other surveys and support provided by UNICEF.
  • Quality assurance and consolidation of comments/documentation for the interim reports and draft reports of the secondary analyses of MICS data.
  • Quality assurance and consolidation of comments/documentation for the interim report and draft report of the Situation Analysis of children living with disability in Madagascar.
  • Quality assurance and consolidation of comments/documentation for the interim report and draft report on the impact of COVID-19 on children.
  • Produce policy briefs and knowledge products for key repots, and implement the relevant communication plan.
  • Update the visualizations of key data and monitor their utilization.
  • Facilitate a training for UNICEF staff on data visualization and graphics.
  • Provide monthly reports on achievements and progress against deliverables to the supervisor.

Time frame: Six (6) months staring November 2021. Completion date May 2022.

Management and Reporting

The Individual Contractor will be assigned to the Social Policy section, under the supervision of the Chief of Social Policy, based in Antananarivo, Madagascar.

Remuneration and Payment Schedule

Consultancy fees: UNICEF Madagascar applies a standard remuneration scale for Individual Contractors/Consultants, taking into consideration the professional and academic experience of the incumbent, the functions that the consultant is tasked to carry out, as well as the local labor market.

The final rate will be negotiated with the candidate upon recommendation by the selection panel.

Payment schedule

Payment will be made on a monthly basis, based on agreed deliverables and a submission of monthly progress reports to UNICEF by the consultant, upon approval by the direct supervisor. Monthly progress reports will be brief, produced in French and summarize key activities, achievements and challenges faced during the reporting period, priorities for the next reporting period, highlighting any support needs from or recommendations for UNICEF.

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines. All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.

Travel clause: All UNICEF rules and regulations related to travel of Consultants/ Individual Contractors apply.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in statistics, demography, social sciences or other relevant fields.
  • A minimum of 2 years of relevant professional experience in the area related to survey design, implementation, data analytics, communications and related fields.
  • Experience and understanding of data processes and tools, preferably with experience around MICS or DHS, using data visualization tools.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English and French are required. Knowledge of a local language is an asset.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
