How can you make a difference?

The Social Policy and Economic Analysis Section, UNICEF East Asia and Pacific Regional Office (EAPRO) is seeking an individual consultant to provide support to the coordination of Child Friendly Cities Initiatives and Programmes in East Asia and Pacific.

The scope of the consultancy is to support the coordination of CFC initiative and programs in the region, management of knowledge and experience and in improving the regional capacity at CO level, both in UNICEF and with local national partners.

Objective: Improve the impact of CFC initiatives and programs in the region, supporting implementation at country level and promoting regional network and collaboration.

Work Assignment:

Under the direct supervision of UNICEF EAPRO’s Regional Advisor of Social Policy and Economic Analysis, the individual contractor will support the Social Policy and Economic Analysis Section to:

Task 1: Capacity building of UNICEF Country teams and local partner on CFC. The task will include:

  • Development of a training methodology and capacity building materials for use by UNICEF country offices
  • Support training workshops on the above
  • Support to the organization of at least two knowledge exchange sessions, one face-to-face and one online

Task 2: Support the Co-creation of Regional CFC initiative

  • Collect and review of country outputs and advocacy products
  • Identify key advocacy objectives, advocacy audience & alliances, barriers & enablers and define the influencing approaches, and action plan + assets (including a narrative and key messages).
  • Facilitation of webinar for sharing the drafts and experience prior to adoption

Task 3: Support Cos’ CFC implementation

  • provide ongoing technical support to the UNICEF regional network at CO level, including mapping of technical capacities in local offices; developing procedures for technical support; coordinating on support requests
  • Provide general support and oversight of the CFCI implementation, alignment with global guidelines

Task 4: knowledge management, documentation and advocacy

  • Develop a regional CFCI Knowledge Management system
  • Collaborate with the section Knowledge Management and Project Coordinator
  • Linking with HQ global knowledge management system, including the global CFC website
  • Develop a regional data and documentation system to monitor and track results and impact of CFC initiatives in the region
  • Organizing a multi-countries event on CFCI in the region.

Work Schedule:

The individual contractor shall submit monthly report providing update on progress of work as per the agreed work plan. Since the individual contractor is expected to be based in Bangkok, he/she is expected to work at UNICEF premise at least one day per week.

The professional payment will be made based upon the satisfactory submission of the agreed deliverables and monthly progress report in relation to the above-mentioned assignments.

Deliverables:

The individual contractor should deliver agreed products/deliverables as specified in the monthly workplan to be agreed upon with the supervisor. The following deliverables are expected from this assignment:

Duration of Contract: September 2022 - August 2023 (11.5 months, Full Time)

Work Location: The consultant is expected to work in Bangkok for the entire contract period with at least one day per week presence in UNICEF Premise. No official travel involved in the assignment. Any unforeseen duty travel related expenses (if any) will be covered by UNICEF.

The consultant(S) will liaise directly with UNICEF country offices to organize the collection of any necessary data and information. UNICEF Regional Office will facilitate contact and engagement between the consultant and the different country offices.

To qualify as an advocate for every child you will have…

  • Advanced university degree or equivalent in public administration, development studies, urban studies, public policy, social sciences or related field.
  • Experience in analyzing, or researching or managing Child Friendly Cities initiatives or programs
  • Minimum of 5 years of professional work experience
  • Knowledge and experience with urban development and/or local governance, understanding and knowledge of governance systems, including decentralization processes, particularly having regional experiences would be an asset.
  • Excellent organizational skills.
  • Proven ability to manage relationships with UNICEF partners, other UN organizations, the private sector, academician, government partners etc.
  • Strong writing and communication skills in English with the aptitude to handle competing messages and priorities with multiple audiences.
  • UN and UNICEF experience will be considered an asset

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
