How can you make a difference?

In 2021, the GCCU initiated a large-scale capacity building project following the publication of the the Humanitarian Review which highlighted the importance of making coordination-related training available to UNICEF’s entire staff force. ‘Prioritize investment in cluster coordinators and national co-leads, through a pool of coordinators or by ensuring that programme and emergency staff are trained to cover cluster functions.’ The aim of the capacity building project is to enable UNICEF staff to step into coordination roles at the initial stages of a response, when double-hatting or when moving more permanently into cluster roles as coordinators and information management officers. The ability to train many staff in a flexible way can only be found through online training. As well as targeting UNICEF staff, online self-paced training is/will also be available to current cluster staff and partners more widely, including staff in field offices. This timely initiative comes in a context where travel is increasingly restricted both due to COVID restrictions and to funding constraints for face-to-face training. During 2021, the development of generic information management online training, which can be used for all UNICEF led/co-led clusters and AoRs, was completed. This training is aligned to the cluster competency frameworks adopted by the UNICEF-led clusters in 2020. This part of the project is moving into testing pilot phase in 2022. The GCCU are now looking for a project coordinator to take the project to the next phase with a scope to broaden the audience and strategically identify key target areas for training expansion. Scope of Work: Engaging the GCCU learning taskforce, provide strategic and operational planning and implementation. This includes but is not limited to: • Further develop the GCCU capacity learning documentation including strategy and workplans; • Finalize piloting of the custom LMS with IMO package and ensure feedback integration; • Lead on the finalization of translation of IMO package (French, Spanish, Arabic); • Lead online content development for missing areas in cluster coordination as per the competency framework (Functional Competencies) and cluster coordination/information management (Sectoral and Common Behavioural Competencies), and provide oversight and quality assurance to development done by partners/contractors; • Develop learning pathways and lead online content development for key target audiences (e.g., programme managers, Chief of Sections, country management team). • Engage with other LMS platforms to link existing training material to the AGORA platform as required by the expansion of training into Sectoral and Common Behavioural competencies; • Work with Global Clusters for coherent development of cluster specific content to go along the core content; • Liaise with complementary initiatives from other teams in EMOPS such as Accountability to Affected Populations (AAP) and Humanitarian Evidence and Learning Section (HELS); • Work with the AGORA Team/software developers to ensure that the Cluster channels are available; • Lead the development of non-cluster learning paths for UNICEF to fulfil humanitarian review recommendations on cluster awareness and understanding; • Develop the next steps for advanced and joint inter cluster training options such as face to face simulations, leadership, and similar components; • Engage non-UNICEF clusters and OCHA for broader adoption and rollout; • Put in place realistic and sufficient review processes for project implementation, including content validation, piloting, adoption and rollout, to ensure GCCU ownership and that the target audience is reached.

Main deliverables: • Validated GCCU learning strategy and 2022/23 workplan available • Coordination, and specific target audience training developed • Developed material translated and available on Agora • Full set of learning channels in Agora for all UNICEF-led clusters and GCCU launched • Lessons learnt workshop – mid 2022 • Learning paths for non-cluster staff developed with HELS and trainings launched • Twice monthly GCCU Learning Taskforce meetings

Working modality:

Full-time home-based with 21,75 days a month. Occasional travel to Geneva for coordination with the team as needed.

Payment:

Monthly at the end of each month upon submission and validation by supervisor of monthly report with detailed achievements towards outputs, with corresponding invoice of days worked.

To qualify as an advocate for every child you will have…

1. Advanced university degree in social sciences, psychology, business management and administration, international development, engineering or any other relevant field. 2. At least 7 years work experience, or which at least 2 years in emergency programmes. 3. Experience of working in emergencies, preferably with UNICEF or another UN agency. 4. Cluster Coordination experience required (preferably UNICEF led/co Led cluster/AoR). 5. Prior experience in project management. 6. Experience with training development and delivery. 7. Knowledge of existing humanitarian self-learning programmes. 8. Hands on humanitarian field experience highly desirable. 9. Excellent writing and oral communication skills. 10. Fluency in English required, additionally knowledge of French, Spanish or Arabic highly desirable.
