Background

The UNICEF Latin America and Caribbean Regional Office is based in in Panama, operating in 36 territories, including 24 country offices.

UNICEF works to put the rights and well-being of the most disadvantaged children at the heart of the social, political, and economic agenda, in line with our equity focus, working across our organization and with our partners in government, civil society and the private sector to support shifts in public policy, fuel social engagement, and increase investment for children.

During the past years, UNICEF has compiled its engagements with corporate partners, producing reports evaluating the potential opportunities to engage with the private sector beyond fundraising. The issue of Ending Violence Against Children (EVAC) is a key priority for UNICEF in the region, in line with Article 19 of the Convention on the Rights of the Child. It is imperative to define the avenues for our organization to connect with relevant business sectors, actors and regulatory environments, enabling children to live free from violence, neglect, abuse and exploitation. In this light, a need for mapping existing initiatives, good practices and ways of engagement with the private sector ecosystem is relevant addressing rights violations during and after the COVID-19 crisis and to promoting a non-violent environment for children in LAC.

Purpose of the Assignment

Under the shared leadership of the Private Fundraising and Partnerships, Child Protection and Gender units, and based on UNICEF’s develop methodology, the selected individual contractor will conduct a regional business landscape analysis on the EVAC agenda, with recommendations for UNICEF on how, which whom and when to engage for the next Strategic Plan, Regional Office Management Plan and Regional Theory of Change on EVAC.

Specific Tasks

Deliver a fully finalized regional business landscape analysis for Latin America and the Caribbean, covering 24 Country Offices and 36 countries and territories, focused on accelerating the EVAC agenda by promoting more collaboration with the private sector but also a clear understanding of the risks inherent to the private sector (to be defined by the Regional Child Protection, Gender and PFP Units).

Expected Results [measurable]

Conclusion of the following deliverables on a timely basis and approved by supervising lead would be considered as evidence of satisfactory completion.

The conclusion of deliverables would be accompanied by a monitoring mechanism with regular follow up calls between the individual contractor and the Regional Office, along with the respective UNICEF Offices to validate data and analysis.

Stakeholder mapping: this section includes mining data from official and other relevant sources, to present existing initiatives lead from the private sector to address VAC. These initiatives should be presented in a clear format, referencing specific programmatic lines within EVAC (armed violence, corporal punishment and sexual violence, attention to children of Violence Against Women survivors), their results and lessons learnt, scale up efforts and connection with public and civil society organizations

Month 1

Regulatory and incentives mapping: an analysis of the current legislation and policies related to business activities and EVAC, in reference to children’s rights on workplace, marketplace and community & the environment. This analysis will outline the existing gaps in both the laws and their implementation in the country, based on available data, as well as key public, private and civil society actors.

Month 2

Recommendations based on data analysis for UNICEF programming in selected countries: as a result of the analysis of the first two sections, an overall document and presentation will be expected summarizing findings at the regional and local level, with select Country Offices determined by UNICEF LAC. Recommendations should be provided in an actionable format, for UNICEF to enact them with clear stakeholders and engagement strategies within a set timeframe.

Month 3

Presentation of results: the Regional Mapping should be presented via a presentation format, along with a repository file (Excel, Word) with the data utilized in an orderly format.

Minimum Requirements and Qualifications

Education

  • Bachelor’s degree in social sciences, business, international relations or similar.

Work Experience

  • At least 2 years of experience writing formal communications documents, preferably with experience preparing reports for business sector audiences, such as in consulting.
  • Previous research experience in one or more of the following fields: Human Rights, Business, government, Child Protection, Public Policy on child rights, among others.
  • A very good understanding and experience of the UN system, especially UNICEF dynamics would be an asset

Languages

  • Fluent in English and Spanish, written and spoken is required.

Technical knowledge

  • Expertise on child protection and Ending Violence Against Children, demonstrated through prior analysis and documents supported in this agenda.

Other skills and attributes

  • Demonstrated proposal and report writing skills
  • Excellent inter-personal and networking skills (ability to build engagement and commitment)
  • Proven track record of working with deadlines

Administrative details

Supervision The individual contractor will work with the guidance of the Regional Corporate Alliances Specialist and the Regional Child Protection Specialist with support from the Gender Advisor and Child Protection Chief at LAC Regional Office.

Duration This contract is expected to start on September with an estimated duration of 3 months.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
