As set out in UNICEF’s organizational and Child Protection Strategic Plans, the organization is prioritizing a strategic shift to embed a more holistic approach to Social and Behavior Change in its work to prevent and end all forms of violence. Plus, the Latin American and Caribbean region has identified ending violence against children as its flagship priority in its ROMP 2022-2025.

In 2020, Child Protection team in the Regional Office have progressed the SBC agenda through the development of a C4D/SBC roadmap and orientation guide on EVAC in a jointly exercise with the Country Offices and under the technical guidance of an SBC consultant. This work aimed to provide insights into and systematize country offices SBC interventions to end violence against children in the three forms prioritized at the region: armed violence, sexual violence and corporal punishment.

In April 2022, several countries in the region including Paraguay, Costa Rica, Belize, Honduras and Guatemala have been identified as ‘early adopters’ of UNICEF's new approach to SBC and its application to ending EVAC and seed incentive was granted to support this process in May 2022.

Some country offices are now, August-September 2022, planning and implementing relevant, strategic interventions and gradually, the countries offices are refocusing its SBC attention on EVAC.

Just to cite a couple of concrete examples, Venezuela is building its framework on Child Protection dedicating great attention to EVAC and Haiti is in the process of developing a comprehensive framework to address EVAC and would welcome further technical assistance.

How can you make a difference?

In order to accelerate efforts to promote EVAC and reverberate impact in other key program areas, UNICEF Latin America and Caribbean Regional Office based in Panama is seeking to an individual contractor to provide a sustained support the below areas:

1. Mapping the situation of SBC/VAC post roadmap

Under the support of the SBC Specialist and the Child Protection Specialist, the contractor will engage with all the 24 country offices and proceed to a situation analysis and a needs assessment of the “state of the art” of the SBC-EVAC resources and interventions, knowledge and evidence gaps for further customized country-level support.

2. Support country-level SBC/EVAC interventions

Following the diagnostic from the mapping exercise, the contractor will support country office’s strategy design of guiding documents, theories of change, action plan roll out, and monitoring and evaluation by using key SBC approaches and tool kits components.

2.1 Support evidence generation

Enhance and improve generation and use of evidence related to sexual violence in countries where there is an information gap exists.

3. Enhance Capacity Development in EVAC through SBC

Strategically plan and roll out of a coordinated effort to increase capacity of SBC and Child Protection staff (also including external partners, such as implementing and government members) in EVAC. The content would include and not be limited to the following:

  1. identify the social and behavioral determinants of violence against girls, boys and women
  2. influence these drivers through effective programming, including putting evidence into practice through the development of theories of change and relevant strategies on EVAC (e.g., to operationalize a norms-based approach);
  3. identify determinants of EVAC that are driven by gender inequality and responses that could be transformative to gender relations; and
  4. measure these drivers through effective monitoring (e.g., establishing indicators aligned with theories of changes for EVAC in LAC).

The operationalization includes in locu and virtual trainings sessions, seminars and workshops made in partnerships with UNICEF experts, academic institutions, faith leaders among others.

4. Knowledge Management on EVAC

4.1 Map best practices of SBC informed interventions to address EVAC focused on the three forms of violence prioritized in the region: corporal punishment, sexual violence and armed violence.

4.2 Utilizing the mapping exercise, support COs to develop short case studies / vignettes that enable best practice to be showcased based on the forms of violence and countries previously mentioned.

4.3 Establish a community of practice, including the facilitation of an initial workshop with a group of the early adopters (and Venezuela and Haiti) to discuss, on an ongoing basis, the common drivers of EVAC in LAC and best practice approaches to address and measure progress to address them.

4.4 Support co-creation of regional knowledge resources through adoption, adaptation, translation, development and promotion of knowledge in LAC to further validate with technical staff.

4.5 Support SBC/EVAC lessons learnt globally

Having systematized the best practices, disseminate results from this partnership, including successful cases and lessons learnt at the global level, repositioning SBC/EVAC from LAC

Specific Tasks:

Under the supervision of the SBC Regional with support of the Child Protection Specialists, the individual contractor will be responsible for:

  1. Develop and implement the mapping exercise of the status of SBC-EVAC
  2. Support evidence generation
  3. Enhance Capacity Development in EVAC through SBC
  4. Develop and promote technical resources/tools for use across the region
  5. Map, document and disseminate best practices to promote learning on strengths and gaps of SBC/EVAC
  6. Engage with academic institutions and faith leaders-based-organizations
  7. Establish a community of practice
  8. Support co-creation of regional knowledge resources
  9. Support SBC/EVAC lessons learnt globally

Expected Results:

  • Enlighten the SBC and Child Protection teams in LACR about the status of SBC interventions
  • Provide 1-year work plan considering the mapping results and the specific tasks
  • Having key countries offices supported in its strategic SBC interventions
  • Enhance the knowledge and dissemination of good practices and lessons learned across LAC and in Global platforms

To qualify as an advocate for every child you will have…

  • Education: Master’s degree in Communication, Social Sciences, Statistics, Psychology, Anthropology, Sociology planning development
  • Work experience:- At least 8-10 years of solid work experience in Communication in development contexts, of which 3-5 years working in partnership (setting and/or practical roll out) in developing contexts, including relationship with academic institutions and civil society organization, in particular in SBC.

    - Knowledge of and experience in ending violence against children.

    - Knowledge of and experience in the social, political and economic environment of LAC countries.

    - Strong writing skills with track record of published knowledge products

    - Demonstrated experience working with multi-cultural environment

    • Ability to plan, coordinate and disseminate knowledge products.
  • Language: Oral and written proficiency in Spanish and English. Knowledge of French and Portuguese languages is considered an asset. Please note language levels used in UNICEF are fluent, proficient, intermediate, and basic.

  • Other Skills:

    • Ability to work cross functionally to define problem statements, examine collected data, build analytical models and communicate final recommendations that drive decision making.
    • An inquisitive and creative mindset and excellent written and verbal communication skills for coordinating across teams, countries and regions.

Administrative details:

Supervision: The individual contractor will work under the direct supervision of the Social Behaviour Change Specialist.

Workplace: Office-based in Panama - travels involved in this contract

• Travel costs will be estimated and added to the contract once they are determined based on UNICEF Financial Rules and Regulations.

• For agreed country visits, the contractor/consultant will be responsible in administering their own travel. UNICEF will reimburse travel related expenses based on actual costs or on the below criteria whichever is lower and upon presentation of receipts.

• Any travel involved should be budgeted according to UN Travel Standards as a ceiling.

• UN Secretariat Administrative Instruction on Official Travel, ST/AI/2013/3: Sect. 4, para. 4.2, numerals (d) and (e)

• For information on Daily Subsistence Allowance (DSA), can be found on the International Civil Service Commission website (all countries and destinations can be found by navigating on the map).

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Duration of contract: Estimated start date of this consultancy is the second week of November 2022 for a period of 10 months.

Insurance: The selected contractor must demonstrate a proof of medical insurance prior to the beginning of the consultancy and must be valid for the entire duration of the contract. In duty stations where UNICEF provides medical evacuation, the medical insurance that the contractor holds should include provisions for medical evacuation.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
