Duties and Responsibilities Background and objectives

The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 38 Counter-Terrorism Implementation Task Force entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.

The United Nations Counter-Terrorism Centre (UNCCT) is part of UNOCT and promotes the delivery of United Nations capacity building assistance to Member States. The Programme Management and Report Writing Contractor reports to Head of the Programme Management Unit. The focus of the job is the conceptualization, drafting and reviewing of donor reports and other activities in the assigned functional area.

The Programme Management Unit supports the results-based management processes of the Office, including monitoring and reporting. The Programme Management and Report Writing Contractor will primarily support in drafting and reviewing results focused and high-quality donor reports. The Programme Management Unit is seeking an individual contractor for nine months, as a home-based temporary contract to provide expertise and support of the Office’s results-based reporting.

Work Assignment

Responsibilities: Within delegated authority, the Programme Management and Report Writing Contractor will be responsible for the following duties: - Collect and analyze programme data from multiple sources and draft, edit and produce UNCCT's Quarterly Highlight and Annual reports, including synthesizing raw content into a cohesive and comprehensive narrative; - Finetune UNCCT’s new Quarterly Highlight Report format and process map as needed, to be used starting 2022 to report against the UNOCT’s Results Framework; - Implement recommendations assigned to UNCCT as a result of the After-Action Review exercise of the 2020 UNCCT Annual Report and update UNCCT’s new Annual Report format and review the clearance process map; - Support the Programme Management Unit, in consultation with the Resource Mobilization and Donor Relations Section, as necessary, in the review of priority donor reports, to ensure they are results-focused and contribute to the UNOCT Strategic Plan and Programme Framework as well as UNOCT’s Results Framework and follow the requirements of the UNOCT Guidance on Donor Reporting; - Support the Programme Management Unit, in consultation with the Resource Mobilization and Donor Relations Section, in the capacity building and coaching of staff on donor reporting; - Prepare required documentation and inputs including background information, briefing notes, welcoming remarks, presentations, as well as provide inputs for relevant documents as required; - Performs other duties as required.

Academic Qualifications: Advanced university degree (Master’s degree or equivalent) in management, political science or other social sciences or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Experience: A minimum of five years of progressively responsible experience in project or programme management is required. Minimum of three years direct experience in drafting results-based donor reports required. Experience in counter-terrorism programming desirable. Certification in PRINCE2 or equivalent project management training is desirable. Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.
