You have:

  • Major in ICT, social science, economics, public administration, statistics, and data or related field.
  • Skills and knowledge of information and communication technology as well as strong skills in developing policy papers, technical ICT reports and UN publications.
  • Proven research and writing skills, consulting experience in ICT policy recommendations at national or subregional institutions.
  • Experience working with the UN and managing projects and reports.
  • Good command of spoken and written English.

Result of Service

Under the overall supervision of the Director of IDD and the direct supervision of the Chief of IDS, the individual contractor will deliver the following tasks: a) Graphic and layout design of the report • The graphics and layout design should be in line with the United Nations Editorial Manual as well as ESCAP communications, branding and visual identity guidelines. b) Support the project officer to draft the next project plan, with a focus on digital data, artificial intelligence (AI), or connectivity under the guidance of the ESCAP secretariat. c) Support the operation of project group meetings, including the off-line workshop event at the end of 2025, and contribute to the development of the following materials: • The concept note and list of participants • The meeting minutes and final report • Workshop event poster and other relevant materials d) Draft a questionnaire for evaluation of the events and meeting reports to assess the enhancement of participants’ knowledge and capacity regarding cross-border data-sharing frameworks and policies, to be administered before and after the workshop.

Duties and Responsibilities

The Information and Communications Technology and Disaster Risk Reduction Division (IDD) of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) promotes the Asia-Pacific Information Superhighway (APIS) to accelerate digital transformation through enhanced digital connectivity, technology and applications, and the use and management of digital data. With support from the Republic of Korea, ESCAP is implementing the project titled “Advancing the cross-border data sharing platform in pilot countries with a focus on digital public service,” aligned with the APIS Action Plan 2022-2026. This project aims to develop a framework to facilitate cross-border data sharing and advance high-quality digital public services. And these efforts will ultimately contribute to the formation of an integrated digital services market. To support this project, the IDS team plans to engage an individual contractor (IC) to assist with: 1) research and Analysis, 2) stakeholder Engagement, 3) awareness Raising and Capacity Building and so on. Duties and Responsibilities The Individual Contractor will: 1) Support the finalization of previous research, assist in ongoing studies, and contribute to the formulation of subsequent research directions. 2) Assist in organizing and delivering project group meetings (in-person and online) from August 2025 to March 2026 and the off-line workshop event at the end of 2025 3) Provide support for other project-related activities as required
