Result of Service Under the supervision of the Programme Officer (Coordinator) and the overall guidance of Chief of CEB/CSS Chief, the individual contractor will perform the following specific deliverables:

1- Provide administrative and substantive support to the development/operation of the network, in particular, through ensuring that all different activities listed in the GlobE Network planner/dashboard pursuant to the workplan are on track; 2- Support the preparation and servicing to the organization and follow-up of the third Plenary meeting and the third meeting of the Steering Committee of the GlobE Network; 3- Support the follow-up actions to the third Plenary meeting and the third meeting of the Steering Committee of the GlobE Network 4- Support the preparation and servicing to the organization of the fourth meeting of the Steering Committee of the GlobE Network 5- Provide administrative and substantive support to other meetings, workshops, seminars, conferences and other activities of the GlobE Network, as needed.

Duties and Responsibilities Background of the assignment: The United Nations Convention against Corruption (hereinafter UNCAC) is the most comprehensive international legally-binding instrument to prevent and fight corruption. It contains innovative provisions in the areas of prevention; criminalization and law enforcement; international cooperation; and asset recovery. The Convention places a premium on the provision of technical assistance to support developing States’ efforts to ratify and implement it. Such assistance relates to the establishment of domestic normative and institutional frameworks consistent with the requirements of the Convention and the adoption of measures to enable States to cooperate internationally with a view to recovering proceeds of corruption. At present, the Convention has been signed by 140 States and ratified by 182 States and the European Union.

The Conference of the States Parties to the Convention (COSP) to the United Nations Convention against Corruption (UNCAC) at its third session, held in November 2009, adopted a landmark Resolution 3/1, containing the terms of reference of the Mechanism for the Review of Implementation of the Convention (hereafter “the Review Mechanism”). This peer review process aims to further enhance the potential of UNCAC, by providing the means for countries to assess how they are doing in the implementation, identify potential gaps and develop action plans to strengthen the implementation of UNCAC domestically. UNODC serves as the Secretariat of the Conference of the States parties to the United Nations Convention against Corruption (UNCAC), including its Implementation Review Mechanism. The Global Programme against Corruption is a technical assistance programme developed by UNODC to provide capacity-building assistance to Member States to effectively implement the UNCAC. Within the framework of the Global Programme, UNODC is setting up a Global Operational Network of Anti-Corruption Law Enforcement Authorities (“the Network”) to facilitate informal cooperation among anti-corruption law enforcement authorities. The incumbent will provide substantive support to the Network. The Network, officially launched in June 2021, aims to establish and enhance direct contact between anti-corruption law enforcement authorities, empower a wider range of countries to engage in informal international cooperation, and complement other existing platforms for such cooperation. The Network will build and enhance direct contact between anti-corruption law enforcement authorities, through the following three components: 1) Vienna-based Global Network of Anti-Corruption Law Enforcement Authorities; 2) Online one-stop hub for the network; and, 3) Knowledge and capacity development for the network.

Qualifications/special skills A high school diploma or equivalent is required, a university degree is desirable.

Up to one year of relevant professional experience, including legal drafting and/or editing, is required.

Knowledge of crime prevention and criminal justice issues; knowledge of and experience in anti-corruption and asset recovery analysis and issues, particularly related to the United Nations Convention against Corruption and its Conference of the States Parties, is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English and French is required. Knowledge of another official United Nations language (Arabic, Chinese, Russian or Spanish) is an advantage.
