Expected duration This individual contractor assignment is for a period of six months, from July 2022 to January 2023.

Duties and Responsibilities BACKGROUND OF THE ASSIGNMENT: The complex and evolving threat of terrorism demands that the United Nations adopt an efficient, coherent, and coordinated response. The United Nations Global Counter-Terrorism Strategy (A/RES/60/288), the successive review resolutions and the Plan of Action to Prevent Violent Extremism (A/70/674 and A/70/675) emphasize the importance of strengthening coordination and coherence among United Nations entities working on counter-terrorism issues to effectively support Member States and regional organizations in developing and implementing holistic responses to address the scourge of terrorism.

The United Nations Office of Counter-Terrorism (UNOCT) was established through the adoption of General Assembly resolution 71/291 on 15 June 2017 and has a multi-faceted and strong mandate which includes: (a) Providing leadership on the General Assembly counter-terrorism mandates entrusted to the Secretary-General from across the United Nations system. (b) Enhancing coordination and coherence across the 38 Global Counter-Terrorism Coordination Compact (former CTITF) Task Force entities to ensure the balanced implementation of the four pillars of the UN Global Counter-Terrorism Strategy. (c) Strengthening the delivery of United Nations counter-terrorism capacity-building assistance to Member States. (d) Improving visibility, advocacy, and resource mobilization for United Nations counter-terrorism efforts. (e) Ensuring that due priority is given to counter-terrorism across the United Nations system and that the important work on preventing violent extremism is firmly rooted in the Strategy.

UNOCT’s Special Projects and Innovation Branch (SPIB) was formed in 2019 and is responsible for leading in the conceptualization, development and implementation of special technical assistance programmes that require increased coordination and partnership with other Global Compact entities and the UNCCT; developing the Office’s surge capacity to better assist Member States; forging partnerships including with the private sector, academia and other public sector organizations; and developing, designing and implementing, in close collaboration with UNCCT, innovative and technological solutions applied to preventing and countering terrorism in areas such as countering terrorist travel, protection of critical infrastructure and soft targets, sports, investigative capacity, and parliamentary engagement.

Accordingly, it is expected that the project will support beneficiary countries to prevent and counter terrorism, through the establishment of national-level interagency coordination mechanisms.

2. PURPOSE OF THIS ASSIGNMENT:

To support the delivery of the UNOCT Programme on ‘National-Level Interagency Coordination Mechanisms known as Fusion Cells’, through the delivery of an OSINT (Intermediate level), use of i2 Analysts Notebook software and intermediate to advance Microsoft Excel training courses.

3. SPECIFIC TASKS TO BE PERFORMED BY THE IC:

The IC will work under the overall supervision of the Officer-in-Charge or Programme Manager and the Associate Programme Officer responsible for technical assistance implementation related to this programme.

The IC will be tasked with:

1. Create and deliver a ‘Hybrid’ 5-day intermediate level OSINT course suitable for Fusion Centre staff operating from seven beneficiary countries/organization. 2. Create and deliver a ‘Hybrid’ 3-day basic level Microsoft Excel course suitable for Fusion Centre staff operating from seven beneficiary countries/organization. 3. Create and deliver a ‘Hybrid’ 3-day Intermediate level Microsoft Excel course suitable for Fusion Centre staff operating from seven beneficiary countries/organization. 4. Create and deliver a ‘Hybrid’ 3-day Advanced level Microsoft Excel course suitable for Fusion Centre staff operating from seven beneficiary countries/organization. 5. Create and deliver a ‘Hybrid’ 3-day i2 Analyst notebook course suitable for Fusion Centre staff operating from seven beneficiary countries/organization. 6. All lessons learned and other relevant material as it relates to this process are to be gathered, indexed, and stored for inclusion in UNOCT’s digital repository.

Qualifications/special skills Competency: PROFESSIONALISM: Demonstrates professional competence and mastery of OSINT and Analysis in counter-terrorism and Law Enforcement investigations including intelligence activity; shows pride in work and in achievements; is conscientious and efficient in meeting commitments, observing deadlines, and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Academic Qualifications: Advanced university degree (Master’s degree or equivalent) in political science, public policy, policy analysis, international law, international relations, or another relevant field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Experience: A minimum of seven years of relevant, progressively responsible professional experience in Analytical training delivery. Experience in designing and delivering training to law enforcement and/or intelligence officials on intelligence analysis is required. Experience in developing training courses and supporting programmatic efforts on analysis is required. Specialized experience in Fusion centre information analysis is desirable. Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required, and a working knowledge of French is desirable.
